Not particularity I think. If your going to be tribal though i recommend starting out in the west. Would be safer amongst the powers there than in the perpetual warfare in the East.

The Cartel, if accepted, would also be amenable to this, so the Legion has to fight on three fronts (although the north where I would be would have the fewest forces).

As long as you don't engage in military action, there's no reason not to get started in the IC thread. The only problems with apps are that military and population need to be checked; hence, the "no military action" thing.

2180 AD:

Humans from vault 98 start to inhabit the city of Dallas. Starting around the vault and eventually moving outwards. within ten years the entire east side of the metroplex had been colonized. Soon after raiders started to show up in numbers to give the people concern. Overseer Richmond set out the task to build walls and gather volunteers to secure the city. These volunteers numbered just 500. These men would be known at the Atlas militia due to their keen knowledge of the region which brought advantage in combat and response times.

2190 AD:

The battle of the Fort: This battle is what really marked the Atlas Militia as great warriors. There was a large group of raiders centered around the Fort Hood base numbering an estimated 500. Intel gathered showed those raiders planned to attack Dallas in force, however the majority of the Atlas Militia was tied up with other raider groups in the south and east. This left only 100 of the Atlas Militia to attack the fort in order to avoid a costly defense against a siege army. At the dead of night the men struck with a surprise attack killing as many men as they could. They then fled back just past their staging point where they had laid traps just before the attack. When the raiders pursued they were set upon by mines and falling rocks from roadways above. For the rest of the night the men slaughtered the raiders using their knowledge of the area to their advantage and by the end of the next day the fort was held by the Atlas Militia.

2201 AD:

By this time the Dallas-Fort Hood metroplex was completely taken by the settlers and they were ready to call themselves a country. President Howeth was elected by popular vote. Three days later his staff asked various people for ideas on what they should call the new country and it was later put into a public vote. 97% of the population decided on The Republic of Texas. The Atlas Militia had grown to 800 men along with another force who was purely for frontier defense, the Northern Frontiersmen numbering 400. These men, through various battles had distinguished themselves by their use of guerilla tactics beyond the walls. Also their use of artillery was decisive in several defensive battles on the northern frontier and thus their name.

2295AD: President Eaton calls the nations best minds in order to recreate a phone system to allow the citizens to communicate. However it is suspected that it will be highly difficult and will take decades with what there is to work with.

History (non-canon): Founded long after the War, the Omaha Cartel is a loose federation of city-states populating Nebraska and Iowa. Considering the danger of banditry and attrition in the Dakotas, as well as the cut-off of trade with the West in the Legion, the Nebraska corridor become a sort of Silk Road, ferrying rich resources across the now highly developed highway.

Starting a small defensive pact between cities, the cooperation grew towards a more concrete federation, until eventually coming under a united, if somewhat weak, central government. Primarily focused on the military and expansion, as well mediating differences between the city-states when expanding, it still implemented certain economic conditions. No embargoes or tariffs within the Cartel, relatively equal pricing, and a tribute system to the central government, based in the largest city-state, Omaha.

Now, the Cartel is primarily focused on maintaining security within the country to encourage trade. As such, there are few, if any, raiders in the territory, especially as you get further from the borders. With no clear foreign threats, although there is border tension with Missouri and fears about the existential threat of the Legion, the city-states have begun expanding further and further into Iowa, Wyoming, and Kansas to secure trade routes and depots.

Between the city-states lies vast, fertile (by wasteland standards) farmland. The food here is often grown in surplus, and traded for weaponry and technology from more advanced travelers. This has allowed for a professional, full-time military force to subdue internal threats and resits outside forces. Every city-state has a militia, as well as a levy from the rural regions, but this professional fighting force - the Mavericks - is the cream of the crop recruited from all the city-state militias.

History Canon/non Canon?: Before the bombs fell the members from the various elite divisions and other units (President's 100, 101st Airborne, 82nd Airborne, 5th Mechanized, 108th Infantry Division, etc.) were selected because of "distinguished service to America" and allowed to reside in Vault 76. In actuality they were selected by the Enclave and current U.S. Government due to loyalty and to be used as shock troops to be a bolster to their forces. Two weeks before the bombs fell they were taken to Vault 76 (located somewhere in the Midwest) and cryogenically frozen. They woke up and were traumatized by the sight of their beloved country turned to ruin. They made haste to the closest city, Little Rock, and attempted to reestablish contact with High Command in D.C. It faiłed. Despite ruling Arkansas and it's various small towns like Medieval lords they are the only real military force preset their. They gave their unit a new name : The 1776th "Lost Soldiers Division".

The Washington Alliance came into being sometime in the year of 2169 with a small pop up settlement established below Seattles space needle becoming a hub for trade and soon for others to grow their roots and make a home. The men that got around to setting up what became The Wasington Alliance all met at Needle Saloon, local highlight at the time. Lucas Hamilton was a former merc who had settled and offered protection for room and board but the town always looked to him as a sheriff. Cal, he was quite good at managing reaources and people, as for Wes and David, they were natural born leaders and so with all of them talking about setting up a representive council that comprised of 2 members from each district. It evolved from their as the newly formed constitution made room for amending and voting. The armed forces was comprised of volunteer regulars and miltia and they were equipped with all the slavaged armenment found worth keeping. The surplus was then sold to the local gun store for a discount.
