The Commonwealth's birthplace is actually located in Maine, in Vault 123, of the New England Commonwealth's 120 series. Technically they were commissioned by the United States Federal Government to protect survivors, but the Commonwealth had it's own plans. Using their own funds, the Commonwealth agreed to furnish a part of the cost in a deal with Vault-Tec. Officially, only three extra vaults were constructed, 120, 121 and 122. However Vaults 123-129 were constructed to the specifications of New England's leaders to ensure that they would survive the war. While Vault 114 was the ofiicial Vault to ensure the survival of the wealthy elite of Boston. The higher ups of New England's government preferred Vault 111's cyro-stasis approach, even if it was untested to the prospect of actually living in a vault.
Thus Vaults 123-129 were placed under the sole preview of the Commonwealth's real ruling class who designed them to store them from centuries with a small rotating staff awoken every decade to check for viability. Eventually Vault 123's Overseer decided that 2175 was an excellent time to reveal themselves to the world. Awakening from Vault 123, the former rulers of New England and their support staff began bartering secretly with the surprisingly unaffected population of Maine that was largely skipped over by the nuclear onslaught for lack of anything really worth hitting. Despite harsh nuclear winters and fallout from other locations, the former state was able to weather the storm and proved a fertile location for the new commonwealth.
Keeping their existence a secret, the revived commonwealth slowly built itself up and sought out the other vaults scattered across the commonwealth that housed various specialist that the leaders of the New England jugdged would be needed including specialists in military affairs (124), agriculture (125), industry (126), science (127) among others. The commonwealth was able to build up a great deal of it's industry and agriculture that allowed it to flourish, semi-hidden in the far north of Maine, Vermont and New Hampshire. Eventually near the turn of the 23rd century, the Commonwealth began a march south, easily recapturing what was left of the commonwealth.
