okay i'm a bit confused i'm trying to figure out how many buildings is allowed on a specific world but when it comes to for example Planetary fuel depots which has a maximum capacity of 2 per planet does this mean i can only build one since it's not actually 100% or what?

It means that you can only build around 80% of the maximum infrastructure you can have on a planet.

Just find how much is the maximum on a planet for each specific building and multiply by .80 and you will have your answer.

It means that you can only build around 80% of the maximum infrastructure you can have on a planet.
