Except that Byzantium outlasted both the Franks and Langobardi. Byzantium fell in 1453, and arguably the title went to the Ottomans after that point, and then was restored to Greece upon their independence.

You're using the translato imperii wrong, as it's intended for the Western Empire:

WRE -> Pope -> Franks -> HRE (France splits off) -> Austria

I'd say so. Because the same work was there IRL. And at least IRL Americans and Canadians could easily go there in large amounts. Unlike Imperial Russia's feudal system, not conducive to settler colonies.
