The first paragraph where it says Joo Dee later served as Supreme Bureaucratic Administrator to the city, a position that was created after the Coup of Ba Sing Se.

Interesting but my point about the Grand Secretariat still stands.

And why Azula will purge her ranks? She is an absolute monarch, venerated as a god, most of the generals were dearest friends of her father, Zuko was punished and exiled when he talk back to one of then. And Garzai, why they would rebel when they have peace and they live in a meritocratic nation than in a feudalistic realm like the Earthlings who eat clay to survive? And a Mayor rebelling against a whole nation is like a suicide action while the whole population still desires a Fire's rule (Yu Dao resistance was clear case of loyalty to the Fire Nation). The Hu Xin Provinces (Yon Rha's village, Harbor town, Makapu Village, Sozin City, Seedy merchants pier, Senlin Village, Taku)

At the end of the book 2 the map was like this:

While I can give you multiple historical examples where conspirators move against a cult of personality surprising outside viewers, you seemed to have missed that her farther just died. When such a major coup occurs against a major figure, the surviving members will try to ensure loyality in the ranks. That's how purges work, and who usually does these purges? Dictatorships that demands patriotism. So yes, Azula would purge the ranks against suspected conspirators. It doesn't matter if they were in on it or not, this is suppose to it look as if it is a quick reaction to the scenario. This is suppose to keen you on Azula's fragile mental state due to isolation. So yes a purge makes sense. It doesn't matter that people view her as a God.

Garzai just occurred last month in this RP. This was an Earth City that was conquered so no, they are not particularity happy about that. This is suppose to be the kick-off to the geopolitical situation of the world. People need something to argue about, and Garzai is it.

While that is true, most of those where either small outposts or in flag only locations. This RP doesn't have forts and so its more of a technical limitation on that part. Plus all Fire Colonies were located on the Western Part of the Former Kingdom so I'm using that as official Fire Nation territory.

I've been thinking about what nation I'll play as so far, and so far, I'm leaning toward creating my own science-minded city-state based on The Mechanist's community at the Northern Air Temple. Here would be the backstory:

When the ceasefire in the Hundred Years War is declared, the Northern Air Temple is overjoyed, as they believe they're freed from the Fire Nation's blackmailing for weaponry. Thus, the Northern Air Temple uses the peace to build up their defenses, and research non-war inventions. The Fire Nation attempts to continue to force the Northern Air Temple to make them weaponry anyway, but Ba Sing Se intervenes and convinces the Fire Nation to back down. Thus, with peace secured, and the Northern Air Temple under the protection of Ba Sing Se, the people of the Northern Air Temple begin establishing a more advanced society, creating a full government, attracting new immigrants to the city, expanding outside the old temple, and building a small army and navy for defense. Thoughts?

You could do that but you'll need to talk with the Ba SIng Se player about that, because thats changing his history. But Ba SIng Se is isolationist so...

I see. I'll bring it up to the Ba Sing Se, but even if they say 'no', my history could still work as long as the Fire Nation leaves the Northern Air Temple alone after the ceasefire, and the Northern Air Temple city (I'll probably give the new city in and around the Northern Air Temple a new name, but I haven't decided what it will be yet) focuses slightly more on defense.

So what do you plan to do with your Mechanist City?

On that map it looks like their are multiple islands north of the south pole that are "Air-Nomad" lands.
Would I be allowed to take one or two of those islands.

I asked because I thought the fire nation took over them.

Are there limits to the number of upgrades on ground units?

Oh and for the fire nation con perhaps: Minus 20% income due to other nations not liking them?
Edit:10% malus due to white lotus people, 15% due to hatred from outside countries.
I might think of further stuff.

Which would make sense if the other nations were developed and industrialized. But sense everyone is backwards and primitive, the Fire Nation is fine. Actually the Fire Nation should be richer, but thats too game breaking.
