Why do I feel like Amber's going to try and seduce Charlotte? After all, she wasn't there to see what almost happened(but Shilo was totally cool so it didn't, yay!) and wouldn't know that it would scare Charlotte half to death...

"close" as in at least friends. Amber goes over all the time, occupationally, so a decent relationship (as in, not love, but the neutral "has some kind of social connection such as friends, acquaintances, etc.) where she would care for her health and be deeply distressed if she died.

How would one actually be able to renter and progress onto the story if able to at this time?

we are finished with the episode, so we have downtime. This is the perfect time to re-enter, just figure out where to put him back in. Anything works (within reason).

Does time work in a linear fashion in purgatory. Like if I were to die right now would it be the same year in purgatory or does time operate at a different scale than the physical world?

So it would not be out of the realm of possibility for someone to be from, say the 2050's and only be just arriving?

general idea is that earth is in the year of 2016. You can be from any time period before that, but the hard enddate is 2016.
