Pers'Av's ship would deorbit, enter the atmosphere of Sayran and followed the escorts towards the Board Complex, the capital building of Sayran. As his ship touched down on a nearby landing pad, Pers'Av would order his guards to remain on the ship, as he did not expect to be harmed during this meeting (though if he needed them, he would contact them). He was armed with a laser pistol for personal protection. As he exited the ship, Pers'Av saw several Lyrvirks step forward, who appeared to look exactly like Cho'Dosans. Pers'Av knew that this was a Conglomerate formality, but it made him rather uncomfortable; he preferred to see them for who they really were. One of the Lyrvirks stepped forward and spoke in fluid Cho'Dosan (which also disturbed him), and he took the transceiver that was offered.
Surrounded by guards, they entered the Complex and walked to the Grand Room, where many Conglomerate officials were seated. At the end of the table was a large holoscreen, where the eleven Directors of the Conglomerate appeared. As usual, they were silhouetted and their voices were distorted.
"Before we begin, you are aware of our upcoming war with the Galactic Alliance, correct?" Pers'Av asked. "The Reformer Administration believes that you could...benefit greatly from this war."

The Directors in front of Pers'Av were silent for a moment; the various officials and such conversing in Syrng, having disabled their translators. Director Four raised a hand, silencing the officials in the room. Four appeared to be looking at Pers'Av as he prepared to speak, the other Directors waiting to see what Four had to say in response to the Cho'Dosan diplomat.
"Ambassador Pers'Av, you say you have an upcoming war with the Alliance? I see... yes, your government is correct. We would profit greatly from the war. If you would like, I propose a Special War Treaty; wherein, if the Covenant gets into a war, we supply economic, technological, and industrial support. You know we are effective and fast when it comes to these areas; we could even, if you gave us some of your tech, mass-produce some of your technologies and such for you in this time of war, allowing you to focus on the war effort and keeping food on your people's tables at the same time.
But if the Conglomerate gets into a war, the Special War Treaty would still come into effect; the Covenant would be required to assist the local UCAB forces in the system or systems being invaded, as well as offer military and perhaps economic support for the Conglomerate as we deal with those attacking us. This Special War Treaty that I propose only comes into effect when one or both of us are at war, of course; otherwise, only whatever treaties and agreements we come up with, here and now, will be in effect until renewal, or if there are renegotiations. All in favor?", Four finished, raising his hand. Five other Directors rose their hands, giving Four's 'special war treaty' the majority approval. Four nodded, now waiting for if the Ambassador would accept such a treaty. Of course, the Special War Treaty almost blatantly gave the Conglomerate a huge amount of economic power with the Covenant.
If the Covenant was at war, it meant profit and a boost in industry and power of the Conglomerate, as well as boosting - however slightly - how much the Covenant may need something like the Conglomerate. If the Conglomerate was at war, they still profited and were well defended by Covenant forces, on top of being able to more easily defend themselves and yet again boost their economy. The Conglomerate would gain much more as merely a regional power than the Covenant; but at the same time, the Covenant might need the industrial and economic support offered by this Special War Treaty. Director Four seems to have trapped Pers'Av in a tough situation. Of course, Pers'Av could make a counter-offer or try to negotiate the treaty to change slightly if he wished, and none of the Directors could tell if he was going to do such.
"Ambassador, one more thing before you decide. If you agree to this treaty, all sales and trades are final. Even in the event of... defeat, we get to keep any profits and traded materials given to us. There will be no refunds, so to speak.", Director Seven suddenly said. Four looked at Seven curiously, but then nodded in understanding; most of the Directors raised their hands in agreement. That made the deal even harder to decide on - because it implied, even if the Covenant was somehow beaten, that they would owe any moneys, trade materials, etc. promised in return for any supplies that the Covenant had ordered. Meaning, depending on how much they ordered, the Conglomerate would keep sending such supplies and things even after the war was over, and would still require moneys and trade materials in return at their full prices. Such a thing, in the event of loss and economic or military weakening, might crush a war-torn economy if they over-ordered. The Directors were likely entirely aware of this fact.
