Why not use FTL drives as a weapon? It is horrifying, inhumane, and the resulting mess is likely to be disgusting, but the same is true of a ton of metal at 0.9c.
Civilians? Why not target civilians? I mean, destroying an enemy ship in battle is all fine and good, but it's much better and easier to destroy it on the assembly yard. Well, IRL, the Hague Convention was signed in 1899, before the League of Nations existed. So I don't see why a specialized enforcement agency is necessary.
