While the monarchy is hereditary, in times of emergency or if the Emperor has no possible heirs, the Senate also elects the Emperor. The Populus Aula - People's Court - is the judiciary, and is selected by the Senate.

This is where the stratocratic elements come in, as the Imperial Senate can make educated decisions concerning battles, troops and other war-time matters effectively and quickly. The Terran Empire's military is formed up of the Imperial Legions, the most elite of which are the Emperor's Own Legion (for protection of the Emperor and elite missions), and the Lord's Protectors (for religious crusades and campaigns in the name of the Lord).
Overall, the Terran Empire is a complex nation, but it is not hostile unnecessarily - at least, as long as a foreign nation is not deemed an abomination.
