Because Pitch Black is talking to Silver's character, Al, and he's now stuck waiting for a response before he leaves for the speech.

Sometimes this happens in RPs. Your character can hear the announcement, and be like "Hey, I gotta go, talk to you later." and leave. Problems like this develop often, and generally get glossed over
