Abilities: Control of water vapor in air, able to freeze it. Can create ice, fog, snow, etc, in many combinations and forms Temperature control. Powers seem to change over time, and grow stronger in cold weather, so current powers not known.

Weaknesses: Extreme heat. Weak body, but uses ice as protection.

Bio: Rose to prominence in Shadow Council, but vehemently opposed creation of Academies due to feelings it gave individuals too much control over young Supers. Attempted coup against Council leaders, succeeded in killing many before being defeated and banished to (REDACTED) by Voidmaster.

Hmm.... seems a little overpowered to me.

They ready aren't overpowered cause stronger users of magic can counter act or use them against the attacker.I couldn't really think of a weakness for him,because of his personality.
