It is supposed to act as a mobile airfield using planes as it's main armarment to attack enemies from a distance/defends it's self. There is no reason to put a railgun on a carrier, it wastes tons of power, makes the ship heavy(for extra power), and most likely would never be used.

Indeed. So, basically, he/she wants to use it as a battleship. But probably it would be better, in this case, to take an actual battleship and "enlarge" it by adding platforms on the flanks for the launch of aircrafts and one on the rear for the "launch" of helicopters
