Reason - Both of those take time to develop rather then popping them in. Nuclear weapons should take around two years and railguns five. Railguns are unreliable and have to have a drawback like a long reload time, high recoil, or major resource shortage.

I use White Phosphorous commonly... Apart from in areas with 'concentrations of civilians', you are free to use non-incendiary WP
