It'd be possible, although the Sand Elves aren't your only threat. There are supposed to be nomadic humans around the area as well.

Mm, perhaps another culture to influence.
It'll be a small colony, say an initial group of several hundred. Slowly it'll grow to a couple thousand depending on interactions and supplies from Kozakura, while they try to dig canals within the settlement to stimulate moisture in the sand. We'll be planting lots of rice. While wheat draws nutrients out of the soil, farming of rice on terraces could stimulate the conversion of sand into soil. Maybe it would become a farming community selling food to the Sand Elves at low prices.

Well, the Sand Elves are kinda like Egypt: They produce way more food than they'll ever need in a very condensed space.
The land they're on right now actually underwent rapid desertification centuries ago, leading partially to the collapse of Arthdeyrnas, the last time all of the Elves were a single breed.

Still their populations are pretty small due to the condensed community and production of excess foodstuff due to not having enough population to consume them?
