Well :/ Let's see, looks like Edwyn will possibly get dwarven suport. Kandor already has Nordic support. Gonna try and get support from the Essasians and Cinderlands if possible. Elf support is probably gonna be fifty fifty.. I don't think Fergus will support Kandor simply, because Kandor is being all fancy smancy and kingly. Though I do think he will support just for the betterment of his duchy and the quick success of the war. That's what I gather from Fergus. I can see most of the merchant republics joining Kandor's side just to finish the war and allow themselves to focus on trading and reaping profits from the war. I can just see like the West of Salim joining Edwyn and the East joining Kandor and possibly the elves and kozakura with tommen? Theory?!!

No clue what Tommen is plotting. Probably nuclear warheads.
Anyhow, I know for a fact that I am all buddy-buddy with the largest Wood Elf Confederation, and I am the only person who has not been racist to the Dark Elves. The others are up in the air on what they do though.

It is not restricted to certain races as Elves were forced subtlety to teach the arts of magic an era ago. Let us note though that elves are the most magic inclined, humans coming in next and so on.
I'm not exactly sure how the boundaries could restrict bodily development. When I think of the limit to an extent, I think,"You can't be an all powerful Mage with the ability to cast lightning storms which can take out an army and throw fireballs as big as the meteors from the skies."
I'm going to assume the question is related to necromancy. No I don't think I'll be allowing large skeleton and zombie armies, yes I will allow the use of necromancy when your raising a few dead from the ground in a fight where there in open dirt/grass ground where a necrotic creature could come from.

The second question was more directed to: Can a guy like Gregor Clegane cast magic?
Second question was more like: Is there another realm in which spirits/demons reside (A la TES: Oblivion or Dragon Ages' Fade).

Is it ok if dwarf Magic is restricted to runes made by rune smiths who have to follow the rune specifically to what the age old instructions say, if they fail the results will be Catastrophic which is why magic is being phased out by technology.

I seem to recall the Dark Elves allegedly being cursed by 'Demons' according to the history texts, so I assume there is some other plane of existence with Demons in it. I dont think Alb wants us going there though.

Said dwarf had lost track of how long he'd been manning the forge surrounding him, however the only work he'd made had been the Zweihander known as Ficktöter. House Grey's first head was a man by the name Damian Grey, a giant of a man as broad as a tree, he was gifted the sword, and soon after Castle Grey was built surrounding the Anvil.
As time went on Damian aged, and eventually his vision started to go, as a request of his first follower, Torbjörn the first dwarf to man the Black Anvil, he asked if there was anyway to fix his sight. Torbjörn affirmed his belief, and crafted a par of rune laden yellow irised eyes for the man. From then on Damian Grey could see much more than the normal man, he could see a person's actions moments before they actually did it, and the intent of a man based on the color of the ghostly image surrounding them. Such knowledge was not without it's drawbacks, Damian became overly paranoid and soon became mad with fear. He eventually took his own life in a vain attempt to alieve his fears.
Not wanting his eyes to go to waste, his trustees and lieutenants began to implant his runic eyes into those of the rest of his family, usually involving brutal practices to get them in and out of the heads of those with Damian's blood. After a good many years of heirs slowly dying from mania, a pattern was discovered: The female descendants of Damian were not afflicted by the same madness. This began the switching of roles in the Grey bloodline's leadership, women were relegated as proper heirs due to the practice of Damian's eyes being transferred between mother and daughter.
Through the ages of House Grey's rule of Greymarsh, the secrets of The Black Anvil have slowly been revealed, so many so that Elder Mage became a valid position of study in the distinctly unmagical Duchy. It was revealed that the only way for something forged on the Black Anvil reach it's full potential is an elven sacrifice, as well as a portion of the smith's soul be bonded to the weapon. Such dark magics made the secret of the Black Anvil held even closer to House Grey's chest, so much so that the Dwarven Houses don't even know of it.
The 115th recipient of the Eyes of Burden, as well as the current Duchess of Greymarsh is Maris Grey. Torbjörn -who's soul is bound to the Black Anvil- has recently descended into a comatose state, and the Black Anvil has started to gain a luster. The current Elder Mage, is Maris' husband Gordo.

- Steel Shield: A slightly atypical Kite Shield, made of steel, decorated with House Grey's Banner. Adorned with a collection of spikes at the forefront.

- Northern Mother Armor: Armor forged on the Black Anvil, quenched in the blood of a dozen wolves, and made of meteorite's steel. This armor was hand made by Torbjörn for Maris upon her appointment to Duchess. It's remarkably light weight for full plate and chainmail is notable, as is it's icy cold touch, said to be able to suck the heat out of a man should they get too close.

I find the Eyes of Burden to be the only problem. Please remove that and/or replace it, but with something not as OP and without the ability to metagame.
