Section 1: Recognizing that the Islamic State (Daesh, the Islamic State of Iraq and the Levant, the Islamic State of Iraq and Syria, etc.) has made itself an enemy of the human race, and an enemy of the United States, both committing war crimes and crimes against humanity, against both civilian and other military targets, as well taking military action against United States citizens and military assets, and noting the failure of any and all diplomatic attempts to halt such crimes and violence, notes that a military solution is necessary to preserve the United States, her allies, and the innocent.

Section 2: Recognizing that such a military action requires an united effort of the United States Armed Forces, without political impediment hampering actions in the field, notes that the only effective way for all necessary force to be brought to bear upon the enemy.

Section 3: Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,
that the state of war between the United States and the Islamic State which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Islamic States; and, to bring the conflict to a successful termination, all of the resources of the country are hereby pledged by the Congress of the United States.

"Mr. Speaker, I would like to add the following bill to the docket, and move to suspend all necessary rules to take it up."



Shielding Hard-working Industrial from Enterprises Leaving and Destroying jobs(SHIELD Act)



Section 1: Recognizing that the decline of the rust belt has been brought upon by free trade, which has proven time and time again that it ultimately is a detriment to the well being of the average American. Evidence of this is offered by the extreme decline in American jobs in the American Mid-west after the signing of the free trade agreement. Furthermore, many companies in the United States are planning to leave and relocate to Mexico, and other countries, further contributing to a decline in the decline of American manufacturing.

Section 2: Recognizing that such a decline can only be reversed through the use of border tax adjustments, and punitive taxes on companies who outsource jobs.

Section 3: Authorizes the levying of a 35% tax on all companies who decide to outsource jobs overseas, with no exceptions or waivers granted to companies who decide to partake in this action.

Section 4: Authorizes a border tax adjustment on all companies who do business inside the United States, and United States companies who do business outside of the United States.

This bill is then honorably presented to the United States House of Representatives for consideration in order to protect American workers and their livelihoods and his backed by Representative Michael Kim of the Ohio 14th District

Stafford had returned. And she sat watching the Senate procedures....though not really listening. The fall of the Democrats...it would be big. Perhaps the Progressives? Who knew what was to come….but she had some idea for a mentor.

Nilap rose and walked to the podium. "Thank you, Mr. President. Now for too long, this terror group has ravaged the Middle East. They have murdered U.S citizens in the name of Allah and they have committed numerous attacks around the world. Today is the day we put our foot down to these scum. Today is the day we say America will not be scared by these jihadis. Today is the day we say stop. We must do something about this group because President Wilson hasn't done anything. Finally, I am urging all the Senators to vote for the bill because if we don't do anything about this we will end up with another 9/11." Nilap then sat down.

Mr. President, I would Like to propose a bill for future consideration in the Senate.

Official Name: District of Columbia Admissions ActNickname: DC Statehood Act


Overview: Grants the District of Columbia Statehood.

Section 1: The people of the District of Columbia pay taxes to the federal government, but do not have Congressional representation. Duties are expected of them without privileges in return. The current system of hundreds of thousands of people having taxation without representation must be amended.

Section 2: By Act of Congress formally sets forth procedures for the admission of the state of New Columbia into the United States, consisting of the people and land of the District of Columbia.

Section 3: Requires the Mayor of the District of Columbia to submit to eligible votes propositions for the adoption of a state Constitution.

Section 4: Requires the Mayor of the District of Columbia to issue a proclamation for the first election to Congress of two Senators and one Representative.

Section 5: On completion formally inducts the District of Columbia into the United States as the 51st state of New Columbia.

This bill is then honorably presented to the Senate for consideration in order to grant the District of Columbia statehood as New Columbia to improve the United States Law and is backed by Senator Kingston on 6 September 2016

Official Name: Restoring Local Authority to Services Act
Nickname: Vermont Medicaid Provision Act


Overview: Grants control of federal mandatory entitlement programs to the governments of the states.

Section 1: Recent actions, in Vermont in particular, have highlighted issues with the current U.S. system of mandatory entitlements. As it currently stands, the federal government imposes standards on all fifty states, despite significant differences in demographics, location, size, economy, environment, and ideology.

The tensions in this system have been shown with recent actions, ranging from Governor Danders of Vermont requesting for Congress to grant the state a waiver from the current federal system in an attempt to create a mandatory universal healthcare service, or intent by various conservatives to allow greater choice in the current system.

In the spirit of bipartisanship, with Governor Danders currently the Democratic nominee for President of the United States, it is the intention that this Congress grant him his request, and allow for state-level control of these programs, so they may be better used for the specific needs of each state.

Section 2: Hereby instates all legal authority over current systems of taxation within the border of a state, and all funds garned through that system, within the boundaries of the the impositions dedicated and directed to fund these programs, naming in specific Social Security, Medicare, and Medicaid, to the duly elected governments of the state in which said impositions are imposed.

Section 3: Formally and legally extends current legal systems of eligibility, payment, and any regulation on the named systems to the state, with the duly elected governments of each state then given authority to amend such regulations by their representative vote.

Section 4: Legally devolves in an identical fashion the controls, impositions, and revenue to the District of Columbia in an identical matter as is done for other states.

Section 5: Provides for a period of transition in the transference of these funds via maintaining federal aid and administration in their administration until the conclusion of the fiscal year.
