Formal Declaration of War on the Islamic State
War on ISIS Bill
Section 1: Recognizing that the Islamic State (Daesh, the Islamic State of Iraq and the Levant, the Islamic State of Iraq and Syria, etc.) has made itself an enemy of the human race, and an enemy of the United States, both committing war crimes and crimes against humanity, against both civilian and other military targets, as well taking military action against United States citizens and military assets, and noting the failure of any and all diplomatic attempts to halt such crimes and violence, notes that a military solution is necessary to preserve the United States, her allies, and the innocent.
Section 2: Recognizing that such a military action requires an united effort of the United States Armed Forces, without political impediment hampering actions in the field, notes that the only effective way for all necessary force to be brought to bear upon the enemy.
Section 3: Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,
that the state of war between the United States and the Islamic State which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Islamic States; and, to bring the conflict to a successful termination, all of the resources of the country are hereby pledged by the Congress of the United States.

Shielding Hard-working Industrial from Enterprises Leaving and Destroying jobs(SHIELD Act)
Section 1: Recognizing that the decline of the rust belt has been brought upon by free trade, which has proven time and time again that it ultimately is a detriment to the well being of the average American. Evidence of this is offered by the extreme decline in American jobs in the American Mid-west after the signing of the free trade agreement. Furthermore, many companies in the United States are planning to leave and relocate to Mexico, and other countries, further contributing to a decline in the decline of American manufacturing.
Section 2: Recognizing that such a decline can only be reversed through the use of border tax adjustments, and punitive taxes on companies who outsource jobs.
Section 3: Authorizes the levying of a 35% tax on all companies who decide to outsource jobs overseas, with no exceptions or waivers granted to companies who decide to partake in this action.
Section 4: Authorizes a border tax adjustment on all companies who do business inside the United States, and United States companies who do business outside of the United States.
This bill is then honorably presented to the United States House of Representatives for consideration in order to protect American workers and their livelihoods and his backed by Representative Michael Kim of the Ohio 14th District

Official Name: Restoring Local Authority to Services Act
Nickname: Vermont Medicaid Provision Act
Overview: Grants control of federal mandatory entitlement programs to the governments of the states.
Section 1: Recent actions, in Vermont in particular, have highlighted issues with the current U.S. system of mandatory entitlements. As it currently stands, the federal government imposes standards on all fifty states, despite significant differences in demographics, location, size, economy, environment, and ideology.
The tensions in this system have been shown with recent actions, ranging from Governor Danders of Vermont requesting for Congress to grant the state a waiver from the current federal system in an attempt to create a mandatory universal healthcare service, or intent by various conservatives to allow greater choice in the current system.
In the spirit of bipartisanship, with Governor Danders currently the Democratic nominee for President of the United States, it is the intention that this Congress grant him his request, and allow for state-level control of these programs, so they may be better used for the specific needs of each state.
Section 2: Hereby instates all legal authority over current systems of taxation within the border of a state, and all funds garned through that system, within the boundaries of the the impositions dedicated and directed to fund these programs, naming in specific Social Security, Medicare, and Medicaid, to the duly elected governments of the state in which said impositions are imposed.
Section 3: Formally and legally extends current legal systems of eligibility, payment, and any regulation on the named systems to the state, with the duly elected governments of each state then given authority to amend such regulations by their representative vote.
Section 4: Legally devolves in an identical fashion the controls, impositions, and revenue to the District of Columbia in an identical matter as is done for other states.
Section 5: Provides for a period of transition in the transference of these funds via maintaining federal aid and administration in their administration until the conclusion of the fiscal year.
