This House is once again in session. The House will move to take up the Restoring Local Authority to Services Act. The clerk shall read the bill.

Official Name: Restoring Local Authority to Services Act
Nickname: Vermont Medicaid Provision Act


Overview: Grants control of federal mandatory entitlement programs to the governments of the states.

Section 1: Recent actions, in Vermont in particular, have highlighted issues with the current U.S. system of mandatory entitlements. As it currently stands, the federal government imposes standards on all fifty states, despite significant differences in demographics, location, size, economy, environment, and ideology.

The tensions in this system have been shown with recent actions, ranging from Governor Danders of Vermont requesting for Congress to grant the state a waiver from the current federal system in an attempt to create a mandatory universal healthcare service, or intent by various conservatives to allow greater choice in the current system.

In the spirit of bipartisanship, with Governor Danders currently the Democratic nominee for President of the United States, it is the intention that this Congress grant him his request, and allow for state-level control of these programs, so they may be better used for the specific needs of each state.

Section 2: Hereby instates all legal authority over current systems of taxation within the border of a state, and all funds garned through that system, within the boundaries of the the impositions dedicated and directed to fund these programs, naming in specific Social Security, Medicare, and Medicaid, to the duly elected governments of the state in which said impositions are imposed.

Section 3: Formally and legally extends current legal systems of eligibility, payment, and any regulation on the named systems to the state, with the duly elected governments of each state then given authority to amend such regulations by their representative vote.

Section 4: Legally devolves in an identical fashion the controls, impositions, and revenue to the District of Columbia in an identical matter as is done for other states.

Section 5: Provides for a period of transition in the transference of these funds via maintaining federal aid and administration in their administration until the conclusion of the fiscal year.

This bill is then honorably presented to The United States House of Representatives for consideration in order to provide state control over mandatory entitlements to improve the United States Law and is backed by Robert Eberhardt on August 29, 2016.

Mr. President, I would Like to propose a bill for future consideration in the Senate.
Official Name: Medicinal Marijuana Legalization Act
Nickname: MML Act


Overview: Legalizes marijuana in all states.

Section 1: Many citizens from many states suffer due to lack of medication they need, in this case marijuana. Most states thankfully have already legalized it, but some did not - Texas for example. This bill wants to fix this situation.

Section 2: Legalizes Marijuana for medicinal purposes in the United States.

Section 3: Marijuana can be perscribed by a doctor and perscription must be registered in the Govermental Medicinal Marijuana System (GMMS)

This bill is then honorably presented to the Senate for consideration in order to legalize marijuana to improve the United States Law and is backed by John Kingston on 29 August 2016.

Official Name: Act Working to Halt Incidences of nonconsensual Penetration
Nickname:WHIP Act


Overview: Allows for flogging on first-degree rapists in federal jurisdictions.

Section 1: Rape is a scourge on this nation, and a truly heinous crime. Rape rates on many campuses are extremely high, and the national rape rate is rising rapidly. Something must be done to stop this trend.

Section 2: Grants judges the authority to authorize flogging as sentencing for the crime of first-degree rape in Federal jurisdictions in addition to or in replacement for prison sentencing, or other such punishments.

Section 3: Bars the sentencing of flogging if five licensed medical doctors not under the employment or in any relation to or collusion with the perpetrator give testimony that the sentence is unacceptable due to a physical condition of the perpetrator.

This bill is then honorably presented to The United States Senate for consideration in order to allow flogging as punishment for first-degree rape to improve the United States Law and is backed by Senator María Antonieta Arroyo Villanueva de Peña on 29 August.
