Official Name: Restoring Local Authority to Services Act
Nickname: Vermont Medicaid Provision Act
Overview: Grants control of federal mandatory entitlement programs to the governments of the states.
Section 1: Recent actions, in Vermont in particular, have highlighted issues with the current U.S. system of mandatory entitlements. As it currently stands, the federal government imposes standards on all fifty states, despite significant differences in demographics, location, size, economy, environment, and ideology.
The tensions in this system have been shown with recent actions, ranging from Governor Danders of Vermont requesting for Congress to grant the state a waiver from the current federal system in an attempt to create a mandatory universal healthcare service, or intent by various conservatives to allow greater choice in the current system.
In the spirit of bipartisanship, with Governor Danders currently the Democratic nominee for President of the United States, it is the intention that this Congress grant him his request, and allow for state-level control of these programs, so they may be better used for the specific needs of each state.
Section 2: Hereby instates all legal authority over current systems of taxation within the border of a state, and all funds garned through that system, within the boundaries of the the impositions dedicated and directed to fund these programs, naming in specific Social Security, Medicare, and Medicaid, to the duly elected governments of the state in which said impositions are imposed.
Section 3: Formally and legally extends current legal systems of eligibility, payment, and any regulation on the named systems to the state, with the duly elected governments of each state then given authority to amend such regulations by their representative vote.
Section 4: Legally devolves in an identical fashion the controls, impositions, and revenue to the District of Columbia in an identical matter as is done for other states.
Section 5: Provides for a period of transition in the transference of these funds via maintaining federal aid and administration in their administration until the conclusion of the fiscal year.
This bill is then honorably presented to The United States House of Representatives for consideration in order to provide state control over mandatory entitlements to improve the United States Law and is backed by Robert Eberhardt on August 29, 2016.
