And consider this, I said I support flogging if the bill was reform. But you don't want comprehensive reform in another bill or in this because you want it look like you are the tough bill pusher who can pass this bill. "I would like to point out that the corporal punishment section of this bill will almost certainly draw a lawsuit from the ACLU on grounds of violating the 8th Amendment. I would prefer not to waste taxpayer dollars on a lawsuit for a part of the law that in my legal opinion, would be struck down. If the Senate is serious about installing corporate punishment into the criminal justice system, I recommend that the Judiciary Committee call a hearing with witnesses from the Justice Department over the constitutionality and effectiveness of corporal punishment."

"Corporal Punishment has largely been phased out the criminal justice system. Reviving such a controversial punishment will lead to lawsuits. If you bemoan the lack of corporal punishment in society, why haven't you complained about the 31 states that have banned corporal punishment for minors in schools. If corporal punishment is a such strong deterrent for misbehavior, will the Senator try to revive the punishment in schools over the strenuous objections of myself, many of my colleagues, and the overwhelming majority of childhood psychologists and education experts?

"I don't disregard your argument either Senator. Not even Senator Chandler's. But I do reject a bill that fails to act for the victim and simply gives a judge the option to sentence a rapists to flogging. And a meager 50 rapists compared to the 10,000 who never see court."

"I can answer for myself. And I have worked extensively to help my city and as a social worker before this, I have done my part. So because there are millions in the military and you as the commander, it's too hard to crackdown on it. It's not your job? You aren't responsible? Disgraceful excuse..."
