If you want to end a culture that glorifies rape, I suggest we make sure everyone is convicted and charged. Not less than 10% of rapists. We need to make sure every rapist is convicted. Not a lashing that fewer than a tenth will even receive. I believe we are getting ahead of ourselves with this bill. Why make the punishment more severe if barely any rapists will even be put on trial. We need comprehensive reform and I am willing to help."

Pausing, she called it again.

"So I motion that this bill be sent back to committee to be reviewed."

"Senator Carter, you stated that corporal punishment was "endorsed by many of our most noteworthy Presidents". That may be true, but those endorsements are from a different era. Modern medical research has shown time and time again that corporal punishment has a negative effect on childhood development. You failed to mention that, so I felt obligated to correct the record. I can email you the link to the study if you are interested. I grew up in an era where corporal punishment was commonly used in schools. "Mr. President?

While I for one am for tougher punishments and more stringent enforcement of our laws concerning sexual violence, I do not believe reintroducing flogging as a punishment is the way we should go about this. For the record, flagellation is a form of torture, and unless I'm mistaken, the United States is a ratified signatory of the United Nations Convention Against Torture. Granted, past Administrations have ignored those obligations under our treaty, and don't get me started on some of our partners who also ratified this and reneged on their obligations. However, isn't part of being a global leader...to lead the way? We would resort to medieval torture to deal with crime? Mr. President, I thought we were better than that. If we resort to this, we are no better than those that resort to Hammurabic punishments. You want to impose longer sentences? I'm all for that. You want to make sure we improve consent education so that we can target sexual violence at the source? Sign me up. But I will not resort to torture, Mr. President."

Because victims are being abandoned and left suffering but you are completely disregarding a motion to help make a comprehensive reform bill simply because you are so desperate to pass a flogging bill. "Let me break it down. Less than a tenth of rapists are ever convicted. Even fewer at put in front of a judge. And even fewer receive convictions that are severe. And I am supposed to back this bill that will make flogging an option assuming a judge will even consider it! What, 50 people are going to get flogged but 10,000 plus rapists will walk away with nothing? Is that justice? Is that fair? No it's not. Passing a bill just to act like you are tough on crime when you are letting 10,000 rapists get by, that is disgraceful. And it's even worse in the military. So how about we help everyone."
