"It is most certainly not torture. Corporal punishment has been a tool used throughout American history. It has been maintained as Constitutional throughout and endorsed by many of our most noteworthy Presidents. If looking for something "degrading to human dignity" I would suggest the Senator look at solitary confinement, at actual torture."

Senator Clark rose from his seat. "With all due respect to Senator Carter, I have to strenuously object to his claim about to the effectiveness of corporal punishment of children. Many studies have shown that there are associations between physical punishment and mental health, physical injury, parent–child relationships and family violence in adulthood. By using his perch in the United States Senate to promote a harmful method of raising a child, Senator Carter is being grossly irresponsible."
