"Are you familiar with the Supreme Court case Furman v. Georgia? It outlines four principles for criminal punishment. I wish to focus on two. The first said that (quoting from a piece of paper) "the "essential predicate" is "that a punishment must not by its severity be degrading to human dignity," especially torture". Is flogging not torture? Perhaps it is just but is it torture? Additionally, the case outlined "A severe punishment that is clearly and totally rejected throughout society." Do you have proof that the American public supports this?"

"It is most certainly not torture. Corporal punishment has been a tool used throughout American history. It has been maintained as Constitutional throughout and endorsed by many of our most noteworthy Presidents. If looking for something "degrading to human dignity" I would suggest the Senator look at solitary confinement, at actual torture."

"So whipping someone? That is not torture? But when ISIS and Islamic terrorists do it, then IT IS torture. Because no one here, at least those with brains, is questioning if it is justly because it is. But is it torture? It can be justified for the crime but I stand by the belief that the United States not conduct torture. And could you name me some modern presidents that support this? Specifically flogging? Because corporal punishment is far too vague and the president's mentioned are to be frank, outdated in terms of beliefs such as this."

Many studies have shown that there are associations between physical punishment and mental health, physical injury, parent–child relationships and family violence in adulthood. By using his perch in the United States Senate to promote a harmful method of raising a child, Senator Carter is being grossly irresponsible."

Already, too few rapists are charged and even fewer even see a day in court much less in jail and if this bill is passed, very few will be flogged. Senator, if we want a real end to rapes, we need to end the rape culture and make it easier for women and men to charge their rapists. Not increase a punishment less than a tenth of rapists will receive. So I motion that this bill be sent back to committee to be reviewed. We need a comprehensive reform bill."
