Mr. President, I would like to introduce this bill to the docket:

Domestic Business Protection Act

An Act of Congress to protect and aid the prosperity of America’s businesses
==============================================

§1- Definitions
a. Tariff (interchangeable with Border Adjustment Tax, Import Tax, Foreign Goods Tax)- A federal tax based on it’s price for all foreign
goods being imported into the country.
b. Foreign Goods- All products and physical goods created outside of American territory, regardless of the origin of the company and or
corporation who created it.
c. Corporate Income Tax (interchangeable with Corporate Tax, Business Tax)- A tax on American businesses based on their income.
d. Loopholes (interchangeable with Corporate Tax Loopholes, Loophole Tax Credits)- Laws and tax credits in the tax code that allow
businesses and corporations to avoid paying taxes in part or in full.

§2- Border Tariff
a. An import tax of 5% shall be implemented for all foreign goods, minimum.
b. The United States Department of Commerce shall decide if tariffs on foreign goods need to be increased on certain goods or countries
based on their own findings. All changes must be discussed with the executive branch.
c. A special tax on American corporations manufacturing goods oversees then importing them into the United States shall be implemented.
this extra tariff is separate from the one in Section A and shall tax 15% of a product’s price.
d. All products not available to be produced in the United States in mass numbers are not subject to the tariff in Section A.
e. Countries and nation-states in which they hold a free trade agreement with the United States are not subject to the tariff in Section A.

§3- Revision of Corporate Taxes
a. If passed, this act will put a cap on both the minimum and maximum rates for taxable income on businesses. The minimum shall be reduced
from 15% of taxable income to 5% while the maximum shall be reduced from 35% to 25%. Congress shall not be allowed to pass these caps.
b. If passed, the United States Department of Commerce shall be ordered to identify loopholes in the current tax code that allow large
corporations to get around paying certain taxes. When identified, with the guidance of Congress, these loopholes shall be eliminated.

§4- Date Effective
a. If passed, the day effective of all sections in this bill shall be the first day of Fiscal Year 2017.

Overview: As the terrorist group Islamic State of Iraq and the Levant (henceforth referred to as ISIS) expands its group and land at an alarming rate, the west has not been doing enough to stop it. Americans are dying at their hands. It is undertaking genocide at a historic scale. These are the main, but not only reason the United States of America (henceforth referred to as the United States) recognizes a state of war with ISIS.

Section 1: This act authorizes the United States Armed Forces, the President, the Secretary of State, and the Secretary of Defense to take whatever actions are needed to eliminate the group globally. However, the Constitution, all Acts of Congress, and all treaties are to be honored.

Section 2: The zone of operations in witch US Armed Forces may use methods of conventional warfare on ISIS are Iraq, Syria, Libya, Egypt, Saudi Arabia, Yemen, Algeria, Afghanistan, Pakistan, Nigeria, Russia, Spain, Serbia, Croatia, Bosnia and Herzegovina, Albania, Kosovo, Macedonia, and Montenegro. These are all areas witch ISIS has threatened.

Section 3: ISIS and associated groups shall not be treated differently.
