Official Name: Vaccinate All Children Act
Nickname: VACA

Overview: Conditions federal health service grants to States on the establishment of a legal requirement for students in public elementary and secondary schools to be vaccinated in accordance with the recommendations of the Advisory Committee on Immunization Practices.

Section 1: Understanding that the American people have been misled by false data, TV doctors, and celebrities to believe that Vaccines lead to negative impacts on the overall health of children.

Section 2: Officially recognizing that there is no widely accepted medical research that suggests that vaccines cause autism or any other significant mental problem.

Section 3: Accepting that it is necessary for the continued medical safety and well-being of America's school children that said children are properly vaccinated.

Section 4: Hereby mandates that for a State, Political Subdivision, or other Public Entity to be eligible to receive a grant under the Public Health Service Act, the applicant must demonstrate to the Secretary of Health and Human Services’ satisfaction that the designated political entity requires each student enrolled in one of the entity’s public elementary schools or public secondary schools to be vaccinated in accordance with the recommendations of the Advisory Committee on Immunization Practices.

Section 5: The funding condition described in Section 4 shall not apply with respect to a student if a duly registered and licensed physician submits a written certification at the beginning of the school year to the individual in charge of the health program at the student’s school that vaccination would be directly adverse to the child's health due to allergy or other medical condition.

This bill is then honorably presented to The United States House of Representatives for consideration in order to mandate the vaccination of America’s schoolchildren to improve the United States Law and is backed by Representative Amelia Yang on September 16th, 2016
