As Senator-Elect Locklear arrived to meet with the Speaker, she couldn't help but be intimidated. Not even eligible for the Presidency, this man was arguably more powerful than the President right about now, and he would soon lead an almost insurmountable congressional majority of republicans ready to divide and conquer. The rumors of silence, flatness of expression, and general stiffness were beginning to get to her a little, but she marched forward nevertheless. As she knocked on the door to his office, she braced herself for silence.

Standing up quickly, a bit embarrassed that he hadn't seen her coming, a young black man stepped over and took the door handle.

"Senator Locklear! So sorry I didn't see-you-the Speaker's been expecting you, please, go right on in!"

He pushed open the door with a smile, allowing her in to the sparsely-furnished office, a strictly orderly desk weighted down by an older desktop, one chair behind it, another in front, a cross on one wall, nothing on the other, and a replica of an old WWII German rifle in a case above the head of Eberhardt, who glanced up from a sheet he had been writing on.

He stood, taking a step out from behind the desk to greet her with a proferred hand.

"Senator-Elect."

Locklear accepted the gesture and gave a handshake that seemed a bit too firm.

"Mr. Speaker. It's a pleasure to finally meet you." she said, with false confidence. "Very nice office you have here, is the rifle real?" she asked, before deciding it was a dumb question.

"I would certainly like to say that it was my Grandfather's, but it is only a replica, if an excellent one. It is fully functional, it can be loaded, fired, the magazine removed-it is loaded now, in fact. I would consider it one of my few prized possessions."

He returned his gaze to Locklear.

"I am rambling, though. By all means, take a seat." He gestured at the chair across from the desk.

"Of course."

She carefully took a seat, admiring the remainder of the room while the Speaker got situated and looking again at the rifle.

"I only just finished moving everything into my new office a week or so ago, nothing as interesting as a firearm but decorated nonetheless." she said, not knowing why she said it.

While the work that you have done in the House regarding the rape epidemic and it's handling has been extraordinary, and while Senator de Pena's efforts at punishing those convicted do not go unapplauded, I believe that there is room for a more directly preventative approach. I was wondering if you would be interested in aiding me with the writing and passage of a bill designed to shift some funding from the Department of Education, specifically the funds being utilized to ensure that common core "Standards" are upheld, to the reinforcement of rural and disadvantaged law enforcement communities with capital that will allow for the creation or improvement of Sexual Assault Units."
She said, making her pitch clearly and fluently. "Communities in Alaska are in desperate need of increased resources, and I was thinking a provision for awareness events or something of that nature wouldn't hurt as well. Many of these women don't even come forward, and I want it to be clear that the law enforcement community is dedicated to helping them."

Much of that opposition focused on smearing the bills as barbaric, or as cruel and unusual punishment, but a significant amount hid behind the idea that "something else should be done", or that "this only deals with one part of the problem." It seemed apparent that an itemized method of addressing rape, working on specific targets by specific bills, would continue to face political opposition and blockades, and thus, we created CARE."

"The bill is Senator Villanueva de Peña's: "Comprehensively Addressing Rape Explicitly", and is meant to be an omnibus of sorts, to ensure action is taken by removing the Democratic excuse of a vague "something else". It is a compilation of several actions, self-defense, police funding, services for victims, et cetera. We have been making adjustments and additions when the opportunities arose-President-Elect Reed's proposal relating to colleges was a later addition."

It felt like an Iron Weight had been taken off of the Senator-Elect's shoulders and had been replaced by a pair of wings. She couldn't help but smile, and she promptly responded.

"I cannot express how thankful, grateful, and ecstatic I am to be part of the creation of such significant legislation. This issue is very important to me and I am frankly more than satisfied that capable people have decided that now is the time to act. Obstructionism regarding the issue of rape is heinous in itself, and I am glad that I am not alone in having this opinion. I will certainly be putting my all into this, for Alaska and America as a whole." she said, almost shifting back into campaign mode.
