Race: Drakon
Gender/Sex: Female
Age: 1,223
Appearance: Black, with a silver underside, wings and four horns. She stand eight feet tall and has green eyes, with a bony blade-like structure at the end of her tail. Her dragon form carries this appearence as well, only in a quadpedal stance.
Class: Mage/Wizard
Equipment: several enchanted rings and a saphire pendent.
Armor: Steel chestplate and gauntlets, with a red and gold robe. baring the crest of the Akounteen military
Weapons: Sheila will use her right hand for spell casting and both for incredibly powerful spells. Up close, she will revert to her claws and teeth if magic has failed her. She will occasionally use her dragon form and it's abilities as a weapon.

Skills: Destructive magic (expecally fire-based magic), hand to hand, enchanting, Limited rune magic
Weaknesses: She's a Drakon...I guess her belly might be soft? I don't know.
Bio:
Sheila was born in Taevarth to a family of wizards and enchanters. Her life was normal untill she could actually understand the language of her people and was apprinticed under her father, who headed the local enchantment guild. It was during this time that was taught how to effectively use her magic and the secrets of enchanting. She was also exposed to what remained of Rune Magic, though they only taught her how to enchant weapons with it. As she came of age, she started a family in a town outside Taevarth, using what she learned as an enchanter to make a living. She lived in reletive peace for centuries, gradually becoming more and more adept with her enchant ments and eventually teaching herself how to infuse her destructive magic into runes she could throw on the ground.

In her eight hundreth year, she decided she had enough of civilian life and joined the military. Slowly working her way up to the rank of Commander, she used her higher salery to give her family a better life within the walls of Taevarth. She has yet to take part in anything better then a border skirmish, but Sheila knows war will eventually come to her homeland.

Personality:
Likes: High pay, magical power, her family, the current ruler, victory in battle.
Dislikes: Anything that can nulify magic, hateful people, being defeated in battle or forced to retreat.
Voice: She has an authoratative voice that betrays her magical skill.

Equipment: The traditional attire of a miko would be a pair of red hakama (long, divided trousers) or a long, red, slightly pleated skirt tied with a bow, a white haori (kimono jacket), and some white or red hair ribbons. In Tenshiism, the color white symbolizes purity. Traditional Miko tools include azusayumi (梓弓 or “catalpa bow”) the tamagushi (玉串 or “offertory sakaki-tree branches”) and the gehōbako (外法箱 or the “supernatural box that contains dolls, animal and human skulls ... Tenshiism prayer beads”). The miko also use bells, drums, candles, and bowls of rice in ceremonies.
Skills: Ruling a mighty empire from the shadows with an iron fist. A charismatic nature and she can create, shape and manipulate fire, the rapid oxidation of a material in the exothermic chemical process of combustion, releasing heat, light, and various reaction products, flame being the visible portion of the fire. Depending on the substances alight, and any impurities outside, the color of the flame and the fire's intensity will be different.
Weaknesses: Can be overpowered by Water Manipulation, Water Generation, Ice Manipulation and/or Freezing.
Bio: Kōgyoku's ascendancy marked a period of intense struggle in the empire, as nobles positioned themselves to overthrow her. Most said Kōgyoku was too young and inexperienced to hold power, but she proved to be an adept player of the Game of Thrones. She hinted at the possibility of marriage to several powerful families, while ultimately marrying no one; yet she continued to maintain alliances with these families. Today, there are still many nobles who consider Kōgyoku's rule illegitimate but no one dares to say it.

She was responsible for the creation of many of the practices and traditions of the Imperial court, since she was instructed in many bardic arts; not only in terms of cunning and manipulation, but also in combat skills like archery and knifework. Another such creation was her personal guard, the Empress Arm, who were one of the main precursors of the Imperial Guard.

Kōgyoku has inspired something of a cultural renaissance in the Empire. She has been a fervent patron of education and the arts. In particular, the Hankō, Terakoya and the Kabuki theater owe much of their current reputation to her rule. The Education of Akou is now one of the most prestigious institutions in the World, respected for its studies on nature, magic, history, and the arts and attracting nobles from several nations. You haven't read the wiki don't cha? If you read it you will know that the Empress has no political power at all, she is just the religious head of the Akounteen and one member of the Triarchy that rules the Empire who will burn the continent.

and as for how the holy roman empire was ruled, i refer to future history teacher you-know-who-you-are, my history speciality is warfare, and the last 200 years of history.

Thank you, i retract my statement that the application by Cuprum went against the word of the OP, however, i still remain true in my belief that there are discrepancies in said application that makes it at this moment unacceptable.

OP right here. First off, the Shoguns are in control of the Akounate. The Empress sending this "ultimatum" is really just wind tbh. Also the Empress is a Nagi as specified in the Lore.

I'm starting to have second thoughts about this. I made it so that I began as all the base leaders.
