I checked The almighty Wikipedia and I have come to the conclusion no, but they have more advanced crossbows than us. They are based of Asia. Though I think the Dwarves and the Valyars may have better ones..

the chinese had the Cho ko nus, which could fire 10-15 in quick succession, but i dont know when that was.
