But what's the point of having the puppet state? They wouldn't provide you anything. Nor would infiltration, really.
And the moment the military realized the High Command was infiltrated, say, by noticing they're helping a hivemind survive, wouldn't they just revolt and kill all the leaders?
Infiltration of all leaders means infiltration of all leaders. Also, the Collective may want a puppet state to try and gain access to other nations and their leaders, to try and subtly conquer everything. Although, they likely wouldn't change much about the society or make them support the Collective much in the way of opening diplomatic ties with nations and trying to Infiltrate unto other nations. Subtle, unnoticed, and unofficial expansion of the High Mind's power and influence.
Basically, the Infiltrators are the Thonir Collective's deadliest weapon. And it is only 2 inches long at the largest.
