I don't think the anti-Council will be a coherent alliance.
It will more likely simply be a motley collection of civilizations whose only collective objective is to weaken the Council.

They use matter manipulation tech. It's standard. They don't do agriculture period. Anymore at least. Tis all energy production to keep the tech functional.

EMP's are somewhat problematic for the Nezon, though they have ways of mitigating the worst of their effects.
