Perhaps you should consider talking with the ASR. They have a system which monitors people efficiently and effectively. I for one support the creation of dystopian governments.

In all seriousness, House alliances and all are more of a tradition at this point. Marriages in this day and age are more of for love and all that shit instead of mutual survival. Even the caste system isn't even as powerful as it once was, especially as the Tagali came in contact eith othed species. Suddenly, Hunters, God King Kin, and assassins weren't as important as merchants, scholar, teachers, and diplomats.
It does tend to flair up from time to time, especially during Federation colonial waves. As Tagali move farther out from the core worlds, they lose access to old family ties and resources and have to start from scratch. This leads to old habits to arise again and even new houses being born, although the influence of other species have had an impact on these "new blood" houses.

The Prophet System also has other functions such as cybersecurity, traffic monitoring, and job placement. After a student graduates the equivalent of high school they are to take a test to determine their best suited role for society. This test also enables them to be approved for university-level education or not. It is speculated that the Prophet System determines C2 and PHI by scanning the brain of the individual. Since the Selinians know their own brain structure pretty well, this allows the C2 and the PHI to be accurate. However due to this foreign travel is heavily restricted and usually banned all together since it would not only strain the system but cause other problems as well. Foreigners are subject to Prophet System as well, and since their brains may be unfamiliar to the system it will register their PHI as black. And if they are readable by the system, it would be awkward if a foreign leader comes to the ASR only for their C2 to be classified as a 340 and their PHI to be steel blue. To avoid all the problems, foreigners are usually expelled from the ASR.
This also means immigration is heavily restricted to species with brain structures similar to the Selinians. The only exception are the Teosans who were conquered a long time ago before the ASR became isolationist. Also most of the industry and agriculture is automated with Selinian and Teosan workers there for monitoring and maintenance work.
