If that's how the Orso Empire plays, they'll find that the XRA won't let them pass just as often as when they run into stubborn Loyalist systems, which kind of double-fucks the Orso forces over and grinds their invasion to a halt once they get to heavily XRA-associated spaces.

But seriously guys, don't sweat the details too much. If none of us do anything rash then this whole thing will go smoothly. After the war, of course.
Then, like the Xaei Union, Astra Orso will face the full might of the Covenant's war machine.
If you attack the XRA, the Covenant Navy will be forced to intervene and opened fire on your naval forces in Xaei space.
