I was always under the impression that the Heran super form was a smaller boost than Super Saiyan. After all, Base Bojack defeated three Super Saiyans (Vegeta, Trunks, Gohan), but Super Bojack lost to SSJ2 Gohan.

We probably could. The quest for the Dragon Balls will be pretty hands off, so what sort of planets you come across will be of your own choosing. Meeting a fellow who could do that is certainly possible.
