I only said that for Fawkes cause the guy was gonna be strong enough through his own ability that he really only needed training to improve his faults.

I just took it as they couldn't get stronger because they didn't receive their bodies like heroes do. They just get a static form, so they can suffer in Hell

Really it just doesn't make sense to me that they can somehow get stronger in Hell and no ones done it yet.

I always thought that it was that they can train, it's just that their bodies get stronger slower then physical bodies.

Or they have physical bodies but they aren't fully 'turned on' so to speak. Like they don't have a heartbeat, they don't need to breath and so on, but they also can't gain power

In the manga villains didn't keep their bodies after death, so the whole idea of evil spirits having bodies was to create filler for the anime.
