There are Ten Branches in the League of Villains, and each has a leader and defined borders of control. It's an equal split, and while normally the League physical support goes to the one who has the biggest chance of winning the war, this civil war is so indecisive and bloody that it seems more likely that the European branch will just wipe itself out. Not that that would be a bad thing for the other branches...
The Arthurian faction are named because of their organization. They have a council based on Arthurian legend that deals with government. Each major culture group and area of Europe has knight-representative on the Round Table, named after one of King Arthur's knights. King Arthur has England, Galahad has Scotland, Kay gets Ireland, France and Iberia goes to Bors de Ganis, Gawain has the Benelux region, Lancelot gets Scandinavia and Iceland, Geraint has control of the Germanic regions (Germany, Switzerland, Austria) and Poland, Lamorak has the former USSR in Europe, Tristan gets Italy, and Gareth gets the Balkans (Former Yugoslav region, Albania, Greece, Bulgaria, Romania) and Turkey. The official leader of the Round Table is King Arthur, who lives somewhere in London, but most people know that Merlin is the real leader. No one knows where he is, though, and they say only Lancelot and Arthur have seen his face. There are some main members of the Round Table, those that have specific jobs. Sir Lancelot is the main fighter of the faction, the one who executes the plans. The one who makes plans is Sir Kay, though he is not allowed to leave Ireland for unknown reasons. Galahad is the King's personal body guard, and never really leaves his side.

I think that would be an interesting dynamic, to have each faction have leaders and forces in all regions. That way neither faction can have a place they can consider "safe"
Though, if you want a place you can consider a safe house, he doesn't mention Malta at all. And Malta would be in the European branch
