And thus, things come kinda full circle.

I'll have Anna's re-app up in a while. But for now, an Atlas who's now forgoing the upkeep costs of power armor, and remaining traditional in exchange for the ability to fly without burden. At least when he get's his now ruined suit of armor off.

In exchange, superficial healing, very conditional teleportation, and flight.

Lemme know if you want me to cut anything.

  • One Man Army: Atlas is the peak of military training with expertise in hundreds of combat fields from demolitions to sniping. This grants him high levels of skill in any area that involves combat, weapons or killing and grants him a speed, strength, endurance, and physical form that is among the best in the world. If the Olympics paid better (and allowed Meta-Human participants) he could easily be Americas best candidate.
  • Berzerker Mode: When he's wounded and angry enough, his body slips into an altered state which ignores pain and starts overloading his body with survival processes. When in this state he is totally immune to all mental dissuasion or effects as he becomes a perfect killing machine. When he enters this state he goes from peak human to full on super-human. His strength, speed, stamina and endurance double while in this state.
  • Rewrapped Holiness: After reclaiming the Ark of the Covenant, David has been regifted a few of his powers, mainly his capability of summoning a pair of wings, and the teleportation as a result of burning a feather of said wings. An ability to heal others has also been gifted to him, in exchnage for a reduction of his own life span.

Equipment:
  • "Knight" Armor
  • Modified Kriss Vector
    • Analgesic Ammo: Causes a local blocking of nerve signals, thus removing the ability to move or signal through the affected area. Lasts until the compound breaks down into gas, headshots usually cause mild amnesia and unconsciousness.
  • Surplus MH-53J 'Pavelow'
Weaknesses:
  • His capability of healing things with his holiness obviously won't work against those who happen to be 'evil' creatures, harming them instead. And he cannot heal himself seeing as he's transferring his life force in order to do so. Bigger wounds will obviously take much longer than simple ones.
  • In his Berzerker state Atlas becomes incredibly focused on one thing at a time. He'll miss the big picture and forget little details as he focuses on his target, ignores allies, his own health and generally act more reckless. This state also floods his body with chemicals that aren't too healthy in such high amounts and if this goes on too long his body will simply collapse as his, blood vessels burst, muscles tear and snap his own bone, his heart starts to palpitate, and he starts going through a stroke.
  • Him being present will cause "Unholy" beings pain ranging from a minute warmth to outright agony, it depends on how "Unholy" their nature is. This works regardless of his relationship with the person.
  • Teleportation will only work if the feather is burned in it's entirety with a wood based fire, partial burns or using a lighter won't work. It also requires the target destination to be within 900 miles radius and somewhat familiar to Atlas. Teleporting more than once within 30 minutes will result in drastic carbonization rendering Atlas encased in what amounts to graphene, alone to suffocate.
  • The Vector can only fire non-lethal analgesic paste rounds, and rubber bullets.
  • The Analgesic rounds will only work through a single layer of clothing, otherwise they'll just sting like being hit with a paintball going mach speeds.
Background:Atlas grew up in a Los Angeles orphanage, despite this he received a decent education, but he was routinely neglected by the orphanage's headmaster, when he became 13 he was thrown out of the orphanage for an altercation between himself and the orphanage staff, left to die and wandering the streets he was taken in by a man who taught him how to survive in the urban jungle. One day while squatting in a seemingly abandoned house the owner of the property set it ablaze, Atlas made it out but most of the right side of his body was burned, his caretaker did not make it, or so he thought.

When Atlas came of age he joined the U.S Army Rangers and experienced 2 tours in Afghanistan before he partook in an experiment to create super-soldiers. Most subjects died due to complications in the genetic modification process but Atlas survived, the army deemed the program a failure and Atlas was reassigned to a special forces group, he was given special status and allowed to live a normal life while still being an semi-active member of the armed forces. Not soon after his first leave of absence he was shot in the head and mugged, but he had cheated death yet again. While in the ensuing coma he had a prophetic dream that envisioned the destruction of his world.

David had a decent amount of trouble upon awaking, he had survived but the resulting trauma rendered him unable to read or write and his motor functions weren't doing too well either. He eventually recovered and helped aid in quelling riots in LA, repel an alien invasion of Washington DC, and joined with a group with the goal of uniting humanity... This was all so long ago to the man.

During an altercation with those who wished to stop him and his fellows from what they saw as an evil plot, David was killed, his opponents left him bleeding out, and handcuffed to a leaking nuclear reactor. He startlingly awoke in the underworld, to reap what he had sown. But the man wasn't having it, through sheer willpower and fighting spirit, he managed to fight his way out of the underworld, something that shocked the various gods and spirits of death. Atlas was left in limbo, with the inability to occupy any human realm. That was until the goddess Athena, whom had watched him for some time, decided to take the man under her banner, and named him one of her three Champions.

He was then placed onto the realm in which he occupies now. The ET/ED/S:R.C.D.A found him, and hired him to be one of their several field agents, to watch over mankind and to prevent it's destruction. Atlas, liked the idea.

After his fight with Blank's forces and Osteo, Atlas underwent the augmentation procedure a second time and went on a self searching trip to Poland. Upon his return he started working immediately on an older but more rugged variant of his armor, the last having been mangled by the massive dock explosion and Gold Spirits efforts.

As of his 'resignation' from The Agency, and his reclamation of both the Ark or the Covenant and Nevermore's Urn, Atlas has been enjoying a semi-angelic lifestyle.
Summary:Atlas was once a man with anger problems from another dimension, now he works for The Agency. Coincidentally he's fought with some familiar faces, but he really just wants his life to slow down... He's also the patron champion of a god of war. Typical super-soldier stuff. He's a former Ranger so he knows his way around a gun, and can throw cars like caber poles.

I'm fine with the additions but I want to add a few more conditions to the teleportation. Could we set a cool down time and range?
Perhaps 30 minutes between jumps and needs to be able to visualize the location?
Also I imagine this makes his at least 50% magical, granting him all the benefits and weaknesses that come with that.
Also keep in mind the Dreamlands and Gods of Earth connection.

Hero, Villain, Neutral: Depends on the cards.

Appearance: After drawing the death card
Group Affiliation: None although occasionally he appears in minor magical guilds
Powers: Tarot Embodiment: when Major draws a card from a deck of Enchanted Tarot Cards he becomes the physical embodiment of the first card drawn. For example, when he draws The Chariot card he can summon a single vehicle of any kind. When he draws The Sun, he gains the power to manipulate light into physical objects.
Future Prediction: The Major can predict the future using Tarot cards.
Equipment: Several decks of Major, Minor, and Exotica Tarot Cards. Regular playing cards. A set of steel edged cards that can be used as throwing knives.
Weaknesses: Random powers: The Major is never aware what power his going to get when he draws a card from his deck. Neither will I. I will randomly pull a card from a deck of Tarot cards and apply the effects from that. Also he needs to be unaware of the placement of every card in the deck, so it needs to be thoroughly shuffled. If even a single card is missing from the deck, he will not be able to manifest a power. The powers last for thirty minutes, and he can't generate a new one until the first wears off.
Tarot cards a vauge. Reading them requires a lot fo guess work and isn't always accurate. The Human mind is an unreliable medium.
Background:
Summary: A fast talking, fast dealing, card shark with a set of magical tarot cards and a serious obsession with following the will of the cards. A powerful magician (when he draws well) and a stable ally (when he draws well).

Personality: Quite the jokester, perhaps even coming off as a bit of a blowhard at times. His humor does get dark at times and he may miss a social cue or two, though overall he is still a personable guy. Though on the subject of drugs, Bill becomes a bit of a puritan.

[Power(s)] (Power Level 9 Spell Caster)
Skills - Basic Engineering, Novice Electronics, Skilled Machining, (expert) Lore: Minerals.

Techno-Wizardry - The mystical art of using magic to either modify and/or enhance the abilities of a technological device (or an aspect of said device) with their own magic or the (otherworldly) spells/powers/mutations/etc of others. An example of this might be using some sort of Adhesion Spell to increase the traction of tiers (potently allowing you to drive on walls) or perhaps infusing Magic Missile into a handgun (so as to have said gun shoots that particular magic spell). It should be noted, this is not just a form of enchantment. Something, often mechanical, must be added (alongside precious gems/metals) to regulate the desired effect in question; this modification acts as a bridge between reality and fantasy, which allows this form of "enchanting" to function. These enchanted items are referred to as a TW-Device, which is a catchall-term for any techno wizard device. They are often just abbreviated "TW" before any particular items name (TW Sword, as an example). Such devices can be used by any caster, or practitioner of magic, to its full potential. Though, like Ki or Chi, just about every living person has at least some magical potential. Unless devoid of magic completely, if a person holds a genuine belief in magic, then they should be able to utilize any TW device at half efficiency. Alternatively, psychic potential can also be substituted at half the devices ability also. It should be further noted that a TW Devices are more likely to be identified as advanced tech then its actual magical nature.

Can learn more spells or forms of magic - Less of an ability then just something practitioner of magic can do.

Additional Magic Spells
Burning Sands - This spell allows handfuls of regular sand to become combustible. The sand does not change in appearance and is indistinguishable from normal sand, but it gains the flammable properties of oil. Once lit, the sand would burn for 1 hour per PL (if left unlit, the sand will become normal again in the same amount of time). Just a handful of sand provides the same heat as a camp fire. Burning Sand can be extinguished, but only in the same way one would put out an oil fire. Sand is simply required for this PL1 spell to function.

Detect Metals and Minerals - A simple PL1 spell used to determine the location of a single type of ore or mineral; revealing the direction, distance, and amount of that material present (regardless of physical barriers or obstacles) to the magic caster. It should be noted that this spell will only reveal the closest instance of the material. On top of an invocation the spell caster will also need: a magnet, some acid, and some of the material that the caster wished to detect.

Throwing Stones - This PL2 spell enables a mage to draw upon the earth to magically form a hardball-sized object (1in), though the size can be increased by inch per PL. The stone is thrown magically at any chosen target. This spell simply relies on the will of its castor, with each hardball of earth only taking ~5 seconds per inch to form.

Metal Melt - This PL4 spell melts up to 5 pounds of metal per PL. The metal, so long as it's non-magical, can be melted from 25ft + 5ft per 2 PLs. The physical properties of a metal object is changed so it runs like water. The "melted" metal does not change temperature but flows like water for 10 seconds before returns to its solid state (often resembling a puddle). This spell requires some liquid mercury in a glass vile or bottle while stating the invocation as the mercury is poured on or hits your target.

Gem Jump - A PL7 spell that allows one to teleport to a prepared location. This is done by casting Gemjump upon a Rogue Stone (rare), which you must touch while speaking the invocation. Once prepared you can utter a command word, which instantly teleports you to the location of the Rouge Stone. Both you and the stone must be within' the same realm/dimension. It allows one, in addition to them-self, object(s) or person(s) weighing up to 50 pounds per PL (though persons must be willing). Although the spell will last indefinably on the specified gem stone (so long it is unmoved or destroyed), the caster will need to focus onto his Rouge Stone for 10 uninterrupted seconds before being teleported away.

[Equipment]
- Hats and Robes, lots of hats and robes.

- Flip Phone

- Wizards Tower
It is a 2.5-story tower sitting on a large 2-story rock formation.
Rooms: Attic (storage), Second Story (Library/Workshop), Ground Floor (Kitchen/Living Space), & Basement (Bedroom).
Storage: A vast collection of lore-identification books on various Monsters and Minerals.

Weaknesses
TW Prototyping - A drawback of Techno-Wizardry is that it's 25% mechanical, 25% sorcery, and 50% dumb luck. This magical art is far from a science. Most TW Devices have to go threw prototyping stages as it's rare for a Techno-Wizard to get their desired effect the first time at a work bench. The mix of spells may result in unforeseen quirks, completely different function, or outright undesirable effects. Further more, the actual process of imbuing spells and crafting components can take days depending on the project. Overall, Techno-Wizardry is for the strategically minded and is not a good process of MacGyvering your way out of an immediate situation.

Frozen Fool - Bill cannot learn, cast, or utilize Cold/Ice based magic or sorcery.

Linear Fool - Bill cannot learn, cast, or utilize Chronomancy.

Psychic Bane - Bill possesses a total weakness to psychic based powers of any type or kind. His magic will not even shield him from such attacks; even if the spells in question are made specifically to protect someone from psychics, psykers, telekinesis, etc. He can still learn such spells, but they will simply be of no aid to him in combat with a psychic.

Unwarded Tower - The wizards tower look like what it is; a tower where a known wizard and recently released jewel thief reside.

Background: Bill was born to a drunkard of a mother and a semi-reliable father who left due to his wife's addictions. Though her struggle was understandable, as she came from an alternate Earth where dimensional-rifts into time-and-space would sporadically open and plague the planet with hostiles. Even allied under an organized faction of mages (like she was), could not do much to tame the unstoppable hoards that plagued the wastes of (what Bill refers to as) Rifts Earth. She, like many others, would juice up on chems to alchemically enchant her abilities in combat. Not surprisingly, she became a chem junky and died at the ripe old age of 44 (by Rift Earth standards) from her continued use of drugs here after being rifted to this Earth. Though, before dying, he thought her son (Bill) the art of Techno-Wizardry and some Earth Sorcery she picked up along the way.

After her death, at the age of 16, Bill moved in with his father who was quite the machinist. Utilizing what skills he already knew (from his mother) to be a Tech-Wizard, he was able to pick up his fathers trade pretty easily. Though life in the Rust Belt of America only got harder. Bill's father lost his job, taking his life a year later after injuring his hand during an interview. Bill lost his fathers house and (literally) bummed around for a few years when he lost the ability to pay the the home and schooling. Homelessness would have been the only path in store for Bill, if it wasn't for a mid-life crises. He needed to know himself, his background, and where he was going in life. This pushed him to explore his abilities once again, during his early 30s, which he found surprisingly empowering.

Utilizing a spell of his, he would comb the beaches of the great lakes for silver or gold jewelry or trinkets. This helped him get by considerably until he found a sizable gold vain. With this he bought some land to build a wizards tower, figured that's just what wizards do, and then squandered much of his wealth fulfilling childish pursuits. Though perspective came at the lose of his wealth and Bill began to focus on enhancing the skills (his mothers skills) that made him wealthy in the first place. He still scoured beaches for an income, though it's unlikely he'd luck out on another vain. So, since gems are a crucial part of his art, Bill started to knock off a few banks and jewelry shops. It was quite easy when you can melt locks open and the transistor/junction boxes that powered any silent alarms. Vaults took longer, since it required melting away a it one peace at a time. This went on for a while, and Bill built up quite the arsenal of simple TW items, though a run-in with a super ended that. Their psychic abilities over powered him, though not before getting a few good shot in. Still, he was defeated and shortly after arrested. A raid on his tower resulted in the confiscation of much of his ill gotten spoils and TW items. Although foreclosed on by the city, just about everyone stayed away from the property so as to avoid incurring the wrath of its former resident. When Bill finally was set free from the slammer, he pooled the few funds he stashed away and bought back his home to plot another big score.

Summary: Techno-Wizard with some Earth Spells who's pretty new to the whole Wizarding thing, but has no problem utilizing his powers for evil.

She, like many others, would juice up on chems to alchemically enchant her abilities in combat. Not surprisingly, she became a chem junky and died at the ripe old age of 44 (by Rift Earth standards) from her continued use of drugs here after being rifted to this Earth. Though, before dying, he thought her son (Bill) the art of Techno-Wizardry and some Earth Sorcery she picked up along the way.

After her death, at the age of 16, Bill moved in with his father who was quite the machinist. Utilizing what skills he already knew (from his mother) to be a Tech-Wizard, he was able to pick up his fathers trade pretty easily. Though life in the Rust Belt of America only got harder. Bill's father lost his job, taking his life a year later after injuring his hand during an interview. Bill lost his fathers house and (literally) bummed around for a few years when he lost the ability to pay the the home and schooling. Homelessness would have been the only path in store for Bill, if it wasn't for a mid-life crises. He needed to know himself, his background, and where he was going in life. This pushed him to explore his abilities once again, during his early 30s, which he found surprisingly empowering.

Utilizing a spell of his, he would comb the beaches of the great lakes for silver or gold jewelry or trinkets. This helped him get by considerably until he found a sizable gold vain. With this he bought some land to build a wizards tower, figured that's just what wizards do, and then squandered much of his wealth fulfilling childish pursuits. Though perspective came at the lose of his wealth and Bill began to focus on enhancing the skills (his mothers skills) that made him wealthy in the first place. He still scoured beaches for an income, though it's unlikely he'd luck out on another vain. So, since gems are a crucial part of his art, Bill started to knock off a few banks and jewelry shops. It was quite easy when you can melt locks open and the transistor/junction boxes that powered any silent alarms. Vaults took longer, since it required melting away a it one peace at a time. This went on for a while, and Bill built up quite the arsenal of simple TW items, though a run-in with a super ended that. Their psychic abilities over powered him, though not before getting a few good shot in. Still, he was defeated and shortly after arrested. A raid on his tower resulted in the confiscation of much of his ill gotten spoils and TW items. Although foreclosed on by the city, just about everyone stayed away from the property so as to avoid incurring the wrath of its former resident. When Bill finally was set free from the slammer, he pooled the few funds he stashed away and bought back his home to plot another big score.

Summary: Techno-Wizard with some Earth Spells who's pretty new to the whole Wizarding thing, but has no problem utilizing his powers for evil.

Techno-Wizardry - The mystical art of using magic to either modify and/or enhance the abilities of a technological device (or an aspect of said device) with their own magic or the (otherworldly) spells/powers/mutations/etc of others. An example of this might be using some sort of Adhesion Spell to increase the traction of tiers (potently allowing you to drive on walls) or perhaps infusing Magic Missile into a handgun (so as to have said gun shoots that particular magic spell). It should be noted, this is not just a form of enchantment. Something, often mechanical, must be added (alongside precious gems/metals) to regulate the desired effect in question; this modification acts as a bridge between reality and fantasy, which allows this form of "enchanting" to function. These enchanted items are referred to as a TW-Device, which is a catchall-term for any techno wizard device. They are often just abbreviated "TW" before any particular items name (TW Sword, as an example). Such devices can be used by any caster, or practitioner of magic, to its full potential. Though, like Ki or Chi, just about every living person has at least some magical potential. Unless devoid of magic completely, if a person holds a genuine belief in magic, then they should be able to utilize any TW device at half efficiency. Alternatively, psychic potential can also be substituted at half the devices ability also. It should be further noted that a TW Devices are more likely to be identified as advanced tech then its actual magical nature.

Can learn more spells or forms of magic - Less of an ability then just something practitioner of magic can do.

Additional Magic Spells
Burning Sands - This spell allows handfuls of regular sand to become combustible. The sand does not change in appearance and is indistinguishable from normal sand, but it gains the flammable properties of oil. Once lit, the sand would burn for 1 hour per PL (if left unlit, the sand will become normal again in the same amount of time). Just a handful of sand provides the same heat as a camp fire. Burning Sand can be extinguished, but only in the same way one would put out an oil fire. Sand is simply required for this PL1 spell to function.

Detect Metals and Minerals - A simple PL1 spell used to determine the location of a single type of ore or mineral; revealing the direction, distance, and amount of that material present (regardless of physical barriers or obstacles) to the magic caster. It should be noted that this spell will only reveal the closest instance of the material. On top of an invocation the spell caster will also need: a magnet, some acid, and some of the material that the caster wished to detect.

Throwing Stones - This PL2 spell enables a mage to draw upon the earth to magically form a hardball-sized object (1in), though the size can be increased by inch per PL. The stone is thrown magically at any chosen target. This spell simply relies on the will of its castor, with each hardball of earth only taking ~5 seconds per inch to form.

Metal Melt - This PL4 spell melts up to 5 pounds of metal per PL. The metal, so long as it's non-magical, can be melted from 25ft + 5ft per 2 PLs. The physical properties of a metal object is changed so it runs like water. The "melted" metal does not change temperature but flows like water for 10 seconds before returns to its solid state (often resembling a puddle). This spell requires some liquid mercury in a glass vile or bottle while stating the invocation as the mercury is poured on or hits your target.

Gem Jump - A PL7 spell that allows one to teleport to a prepared location. This is done by casting Gemjump upon a Rogue Stone (rare), which you must touch while speaking the invocation. Once prepared you can utter a command word, which instantly teleports you to the location of the Rouge Stone. Both you and the stone must be within' the same realm/dimension. It allows one, in addition to them-self, object(s) or person(s) weighing up to 50 pounds per PL (though persons must be willing). Although the spell will last indefinably on the specified gem stone (so long it is unmoved or destroyed), the caster will need to focus onto his Rouge Stone for 10 uninterrupted seconds before being teleported away.

Weaknesses
TW Prototyping - A drawback of Techno-Wizardry is that it's 25% mechanical, 25% sorcery, and 50% dumb luck. This magical art is far from a science. Most TW Devices have to go threw prototyping stages as it's rare for a Techno-Wizard to get their desired effect the first time at a work bench. The mix of spells may result in unforeseen quirks, completely different function, or outright undesirable effects. Further more, the actual process of imbuing spells and crafting components can take days depending on the project. Overall, Techno-Wizardry is for the strategically minded and is not a good process of MacGyvering your way out of an immediate situation.

Frozen Fool - Bill cannot learn, cast, or utilize Cold/Ice based magic or sorcery.

Linear Fool - Bill cannot learn, cast, or utilize Chronomancy.
