Will work on it tomorrow.

So I've been thinking of characters that could act as personal nemesises for our own characters. Cause what's a Batman without his Joker?

This is something I heavily encourage. But I recommend people work with others to make villains for their characters.
Don't want your big events to just be you chatting with yourself.

Pyromancy: Arvala is able to manipulate and generate fire magically.
Dragon Physiology: Arvala is able to swap between the form of a human and the form of a large dragon (About the size of a large house). She is also able to display draconic traits as a human (Like claws). She has all the typical traits of a dragon, including flight and increased size.
Fireproofing Charms: Arvala is able to heat proof certain objects by bestowing them with a runic charm. She herself is naturally completely fireproof.
Lightning Breath: Arvala has limited ability to shoot lightning too (Avatar Style!) but she needs to charge up for this.
Equipment: Books
Weaknesses:
Arvala's magic can be countered with cold temperatures. Water can also stop the fire, but be wary of heated steam which could still burn. A lack of Oxygen is probably the most effective counter as it not only leaves her without fire magic, but also could stop her from transforming.

Her fires heat is limited. She can get up to about 1500 C maximum, and that would take some effort and sustained focus. In her dragon form her fire isn't as hot either, as she trades firepower for size.

Her Dragon form does have several weaknesses. For one, she can't shrink it, it's as big as it is. For two, her flight speed is decent (about the same as the average bird scaled up) however her land speed becomes abysmal. She can't hover, and she can't use items as she has no hands.

Her fireproofing charms have limits. They could survive most conventional fires, but they can only resist heat for so long. After about five minutes of sustained high temperatures they break down.

Her lightning takes some time to charge, and oddly enough isn't as fast as lightning found naturally. The lightning she throws might actually be dodgeable to a human with peak skills, though they would have to be careful not to hide behind metal or something

Dragons are vulnerable to magical items, like Excalibur or Mjolnir, but also are vulnerable to silver, much like lycanthropes. (Also, though dragons have a long lifespan, they are not immortal. and can die and wither with old age (the oldest living dragon himself recently died))
Background: Dragons are a species that were once native to the dreamworld, having existed only in the imaginations of mortals, however round about the time Alexander the great died, Dragons began appearing in the natural world. Neither the humans nor the dragons were quite sure why this was, but the Dragons felt the need to disguise themselves to avoid being hunted down.

Dragons found they could mate with humans, however it was only ever the dragon females who could be impregenated, rather than the human females. Their population numbers decreased rapidly during the medieval era, where dragons were hunted and dragons mistaken for witches were drowned or stoned. There are now fewer than 4000 dragons left in the world.

Arvala herself was born shortly after the mysterious emigration to the natural world. Having been born during the 1700’s, she was one of the few born in recent times, and one of the few born of human relations. From a young age she showed an interest in learning, specifically having a voracious appetite for books and a love for libraries.

What sets Arvala apart from other dragons is her public prominence. There are very few dragons whom the world knows as dragons. Dragons have often faked their own death or merely disappeared mysteriously to avoid suspicion. Arvala, quite recently, decided to publicly work as a superhero, at first in an interest to see justice done for the death of her mate, but she has regularly found herself working for and with metahumans, and having a minor degree of celebrity. Currently however, she's taken a job as the Exham schools librarian.
Summary: Bookworm Dragon whom became a librarian to take a break from superheroing, has power to disguise herself, control fire, shoot lightning and create fireproof charms.


Group Name: The Dragon Council
Public or Private? Private, yet the council is known of to a few.
Group Size: 3365 (While every dragon is a member of a dragon council, each represented country must choose a single representative, so there are rarely more than 100 effective council members with 400 council officials (Bodyguard, scribes, archivists, etc) to help them)
Areas of operation: While the Dragon council has members in almost all continents, it’s main offices of operations are in Hong Kong, Tokyo, Beijing, Mexico City, Melborne, Copenhagen, Athens and Rome. The location of the annual dragon council itself is held in any one of those locations.
Leader: The two presiding Consuls are Kalara Stormfang and Thalkon Cinderbreath
Sub Leaders: There are 98 other council members of varying titles and positions.
Important Physical Assets: The Dragons themselves, being powerful wizards and incredibly physically powerful.
Monetary Assets: Hordes of gold stored for centuries and various corporations owned by members.
Greatest Restriction or Weakness
Despite the individual power of the dragon, they are not a unified force. There are many factions and individuals lobbying for individual interests in the council. They are often fiercely independent. The council is a victim of the same weaknesses that effect democracies in general.

They have little to no political influence in the world itself. The secrecy of the council makes it so that they struggle act in a unified way to effect the world (even if when they rarely want to) without compromising themselves.

Since all members are dragons, they all share the draconic weakness for silver and mythical weapons.

It has since been in place mostly to make sure than the dragons as a race were never destroyed. But can we specify what that average dragon power level is? Compared to a dragon from fiction? Also what is the strongest?
Like are we talking earth shaking Smaugs as the average? Or are we looking at big dinosaurs who just have to shoot a bit of fire as average? Ideally they should be at a level where individual small countries wouldn't be a match for them but entire groups of small countries or very big super powers could go toe to toe with them.
Once I know that I can tell you if the size is fair enough.

Like are we talking earth shaking Smaugs as the average? Or are we looking at big dinosaurs who just have to shoot a bit of fire as average? I imagine most of them would be about the size of a house, with some of them being (like you said) more or less a fire breathing t-rex. As a maximum though, I imagine the largest ever dragon would be the size of a mountain, but then that would be an extremely rare size. I imagine the 100 on the council would be smaug level.

Again, though, it depends on what you think their max and average size would be.

I imagine they’re pretty well integrated. There are probably a few hermit dragons.
I had thoughts of certain famous figures being dragons in disguise, like Elvis or Gengis Khan. :P

Arvala's magic can be countered with cold temperatures. Water can also stop the fire, but be wary of heated steam which could still burn. A lack of Oxygen is probably the most effective counter as it not only leaves her without fire magic, but also could stop her from transforming.

Her fires heat is limited. She can get up to about 1500 C maximum, and that would take some effort and sustained focus. In her dragon form her fire isn't as hot either, as she trades firepower for size.

Her Dragon form does have several weaknesses. For one, she can't shrink it, it's as big as it is. For two, her flight speed is decent (about the same as the average bird scaled up) however her land speed becomes abysmal. She can't hover, and she can't use items as she has no hands.

What sets Arvala apart from other dragons is her public prominence. There are very few dragons whom the world knows as dragons. Dragons have often faked their own death or merely disappeared mysteriously to avoid suspicion. Arvala, quite recently, decided to publicly work as a superhero, at first in an interest to see justice done for the death of her mate, but she has regularly found herself working for and with metahumans, and having a minor degree of celebrity. Currently however, she's taken a job as the Exham schools librarian.
Summary: Bookworm Dragon whom became a librarian to take a break from superheroing, has power to disguise herself, control fire, shoot lightning and create fireproof charms.

Public or Private? Private, yet the council is known of to a few.
Group Size: 500 (While every dragon is a member of a dragon council, each represented country must choose a single representative, so there are rarely more than 30 effective council members with 50 council officials (Bodyguard, scribes, archivists, etc) to help them)
Areas of operation: While the Dragon council has members in almost all continents, it’s main offices of operations are in Hong Kong, Tokyo, Beijing, Mexico City, Melborne, Copenhagen, Athens and Rome. The location of the annual dragon council itself is held in any one of those locations.
Leader: The two presiding Consuls are Kalara Stormfang and Thalkon Cinderbreath
Sub Leaders: There are 98 other council members of varying titles and positions.
Important Physical Assets: The Dragons themselves, being powerful wizards and incredibly physically powerful.

Greatest Restriction or Weakness

They have little to no political influence in the world itself. The secrecy of the council makes it so that they struggle act in a unified way to effect the world (even if when they rarely want to) without compromising themselves.

Since all members are dragons, they all share the draconic weakness for silver and mythical weapons.

Regular people know that dragons exist, but few could claim to know a dragon since they keep their identity secret and there are so few of them.

Not often. Other than Arvala and a few other outliers.

Not especially, and they only would in order to protect their own race. More often when a dragon who wants to effect the world will try to do so on their own or with a small group.

Maybe. It depends on how much they have access to international news. Like some random villager in the middle of nowhere might not know they really exist.

During his experimentations in alchemy, he was at the centre of the accidental creation of a Philosophers Stone, ended up replacing part of his heart. The stone effectively eliminates any cell deterioration that would normally take place due to age, as well as speeding up his natural healing from injuries and increasing the strength of his alchemy.

Alchemy
Joseph spent a large part of his mortal life learning the secrets of Alchemy, a form of magic that utilises intricately drawn magic circles known as 'Transmutation Circles' to manipulate the elements of the periodic table. This can be used for multiple purposes, like turning certain substances into other substances of a similar atomic structure, or manipulating structures into different shapes. However, a deep understanding of the materials involved is required in order to perform a proper transmutation.

Weaknesses: (for each major piece of equipment and each power you should have one weakness.)

Immortality can get very boring, and depending on how you attain it, can cause horrible feelings of guilt and remorse that never leave you. This is the case with Joseph, and the philosophers stone itself contains the souls of the people who died in its creation, who often whisper to him. Not only do they whisper, but it is often about fifty or so souls whispering at once, making it a miracle that he has even retained the amount of sanity he has.

No matter how good at alchemy you are, drawing transmutation circles takes time, and messing up the circle in even the smallest way can lead to tragedy. Along with this, like any aspect of the universe, there are specific laws that alchemy works on, the main one being 'Equivalent Exchange', which states that in order for something to be gained or created, something of equal value must be lost or destroyed. In alchemy, this essentially works by deconstructing a certain object or material, and then reconstructing it using in a different form, using only what was deconstructed in the first place.


Background:
Joseph Balsammo, born Giuseppe Balsamo, is an Italian man who was born in Palermo on June 2nd, 1743. During his early life, Balsamo was a conman who often tricked merchants into believing that he could use ceremonial magic to locate ancient treasures, despite not knowing any magic in the slightest. However, after fooling a particularly wealthy goldsmith, he was forced to flee his home, ending up in Messina, unfortunately forced to leave most of his possessions back at his home. It was in here that he was found by an alchemical adept named Althotas, who decided to teach him about alchemy. After traveling together for around five years, they ended up on the island of Malta, where Balsamo first met the well respected alchemist Grand Master Pinto. After learning from and conducting experiments alongside him, Pinto decided to sponsor Balsamo, allowing him access to great wealth.

Over the next decade, Giuseppe, now calling himself Count Alessandro di Cagliostro, became very well known in many of the courts of Europe, using his old skills as a con man to charm nobles, as well as using his alchemy to help those he felt needed it.

However, after a decade had passed, Cagliostro began work on researching the legendary Philosophers Stone. He had worked out how the transmutation was meant to work, and what most of the circle was meant to look like, but he was unable to determine the final thing the stone needed for its creation, although he knew for certain that it would be something big, considering the amount of power the stone was said to have. And then, in an incident for which even he does not understand the cause, the transmutation circle activated while he was in the centre. Many of his assistants and colleagues, including Althotas, stared in horror from their locations around the workshop, as a red light engulfed the entire city.

When he awoke, Cagliostro was horrified to discover that the city was completely empty, nothing but corpses for as far as the eye could see. Not even the animals within the city had been spared. It was then that he realised the true final ingredient required for the philosophers stone. Souls. Hundreds upon hundreds of souls. Not only that, but he could feel that the philosophers stone currently imbedded in his heart wasn't even truly complete, leading him to believe that a true philosophers stone would require an even larger amount of souls to create. He did not know how he knew this, just that he could somehow inherently understand every aspect of the stone within him as if it was a sixth sense.

Ashamed and horrified by what he had done, Cagliostro fled. Before too long, in 1789, the Holy Office ordered his arrest, on the grounds that Freemasonry, an order he had taken great interest in, was heresy. Before too long, he was captured, and held in the Castle of San Leo until 1795, when he faked his own death by collecting half if the scraps he was fed, along with rats he killed, to eventually transmute a crude, but outwardly indiscernible dummy of himself to fool the guards into thinking he was dead, and then transmuting a hole in the wall. He wanted no more part in that life.

For the next hundred years or so, Balsamo wandered the world, refusing to go by any name at all as he repeatedly lost and regained his sanity due to the hundreds of new voices in his head. It wasn't until he met another strange, apparently immortal man, who requested his services in order to help him fight supernatural threats to humanity, that Cagliostro finally decided to retake his mantle as a master alchemist, and finally remembered why he had decided to live on in the first place.

Summary:
An immortal alchemist who was very popular amongst the European nobility for a while, and is constantly bombarded with awful guilt over an awful tragedy he caused in his past.


For those of you who may have noticed, yes, I'm using the alchemy system from fullmetal alchemist, and no, I'm not even sorry.
