  • Indomitable Will: Atlas will never give up, only when he's incapable of moving and injured to a degree that resembles a bag of butchered meat will he falter. His mental fortitude is nothing to laugh at either, due to mild insanity or a genuine implacability, any form of trying to get into his head and mess with him will be rebuffed with mild vulgarity and humor.
  • Tranquil Fury: Atlas rarely raised his voice above inside levels, when he does, either he's beyond pissed, or he needs to be heard, this doesn't mean that he isn't angry, just that he's good at hiding it.
  • Berserker Physiology: When he's wounded and angry enough, his body slips into an altered state which nigh ignores pain and starts overloading his body with survival processes. Killing him at this point is relatively easy, stopping him isn't.
  • Enhanced Condition: Strong enough to lift 6-8 tons, fast enough to dodge bullets and outrun cars, durable enough to run for miles or fall off the Empire State building.
  • One Man Army: As advertised, avoid confronting him with anything less than an army (if you're a normal human than it'll more or less be a fair fight).
  • Special Ops Mastery: A master of breaching rooms and clearing goons, Atlas is capable of martial prowess rarely shown outside veteran soldiers, and has a combat instinct that's rather attuned to traps and ambushes.
  • MK III Power Armor: A rugged and technologically tame suit, it's comprised of synthetic muscle and neurological ports, and plated with titanium and AlON. Able to withstand pistol and small rifle calibers it's allows Atlas's strength to escalate even higher to the 10-15 ton range.

Weaknesses:
  • If damaged to the point of uselessness, the power armor will burst into flames as an asset denial feature. And due to it's conductivity, electricity will harm Atlas almost doubly so.
  • Indomitable Will has an exponential drop off. The further up the scale of mental assault you go the higher the chance that he'll break
  • One Man Army and Special Ops Mastery are rusty skills, Atlas hasn't had anything that actually challenges him for quite some time, so he won't immediately switch into that mindset in a fight.
  • When Atlas slips into a berserker rage, his body does an absurd amount of damage to itself. Blood vessels burst, muscles tear and snap his own bone, and his sense of pain is dulled significantly.
Background:Atlas grew up in a Los Angeles orphanage, despite this he received a decent education, but he was routinely neglected by the orphanage's headmaster, when he became 13 he was thrown out of the orphanage for an altercation between himself and the orphanage staff, left to die and wandering the streets he was taken in by a man who taught him how to survive in the urban jungle. One day while squatting in a seemingly abandoned house the owner of the property set it ablaze, Atlas made it out but most of the right side of his body was burned, his caretaker did not make it, or so he thought.

When Atlas came of age he joined the U.S Army Rangers and experienced 2 tours in Afghanistan before he partook in an experiment to create super-soldiers. Most subjects died due to complications in the genetic modification process but Atlas survived, the army deemed the program a failure and Atlas was reassigned to a special forces group, he was given special status and allowed to live a normal life while still being an semi-active member of the armed forces. Not soon after his first leave of absence he was shot in the head and mugged, but he had cheated death yet again. While in the ensuing coma he had a prophetic dream that envisioned the destruction of his world.

David had a decent amount of trouble upon awaking, he had survived but the resulting trauma rendered him unable to read or write and his motor functions weren't doing too well either. He eventually recovered and helped aid in quelling riots in LA, repel an alien invasion of Washington DC, and joined with a group with the goal of uniting humanity... This was all so long ago to the man.

During an altercation with those who wished to stop him and his fellows from what they saw as an evil plot, David was killed, his opponents left him bleeding out, and handcuffed to a leaking nuclear reactor. He startlingly awoke in the underworld, to reap what he had sown. But the man wasn't having it, through sheer willpower and fighting spirit, he managed to fight his way out of the underworld, something that shocked the various gods and spirits of death. Atlas was left in limbo, with the inability to occupy any human realm. That was until the goddess Athena, whom had watched him for some time, decided to take the man under her banner, and named him one of her three Champions.

He was then placed onto the realm in which he occupies now. The ET/ED/S:R.C.D.A found him, and hired him to be one of their several field agents, to watch over mankind and to prevent it's destruction. Atlas, liked the idea.

After his fight with Blank's forces and Osteo, Atlas underwent the augmentation procedure a second time and went on a self searching trip to Poland. Upon his return he started working immediately on an older but more rugged variant of his armor, the last having been mangled by the massive dock explosion and Gold Spirits efforts.
Summary:Atlas was once a man with anger problems from another dimension, now he works for The Agency. Coincidentally he's fought with some familiar faces, but he really just wants his life to slow down... He's also the patron champion of a god of war. Typical super-soldier stuff. He's a former Ranger so he knows his way around a gun, and can throw cars like caber poles.

Revised. I'll get around to furthering that 'Athena's Champion' plot... eventually.

A great character as always.
But is there a way we can merge some of these powers into more streamline single entry's?
I feel enhanced conditions, on man army, and special ops master could be rolled into one.
Or maybe Berzeker Physiology and Indomitable Will?

Also I feel the enhanced conditions is too strong. Dodging bullets means moving at thousands of feet per second, and eight tons is four elephants
If I may make a slight suggestion how about something like this.
Power: One Man Army: Atlas is the peak of military training with expertise in hundreds of combat fields from demolitions to sniping. This grants him high levels of skill in any area that involves combat, weapons or killing and grants him a physiology that is among the best in the world. If the Olympics paid better he could easily be Americas best candidate.

Power: Berzerker Mode: When he's wounded and angry enough, his body slips into an altered state which ignores pain and starts overloading his body with survival processes. When in this state he is totally immune to all mental dissuasion or effects as he becomes a perfect killing machine. When he enters this state he goes from peak human to full on super-human. His strength, speed, stamina and endurance double while in this state.
Weakness: In this state Atlas becomes incredibly focused on one thing at a time. He'll miss the big picture and forget little details as he focuses on his target, ignores allies, his own health and generally act more reckless. This state also floods his body with chemicals that aren't healthy and if this goes on too long his body will simply collapse as his muscle flood with acid and his brain starts shutting down.

Power: Power Armor: Able to take anything short of a tank round and keep walking. This suit grants Atlas addition strength beyond his peak levels allowing him to lift around 5000 pounds.
Weakness: I like the previous, blows up when damaged. Could we add that it has an unstable energy sources that might explode if a weak point is hit?

I kinda went with a Captain America + Hulk Out Effect + Armor thing. Not sure if that fits what works.
I rolled the Indomitable Will together with Berzerker Physiology. I then combined the Conditioning and One Man Army details. The Tranquil Fury is nice but beyond some cool mentality things its just a personality thing isn't it? It doesn't give him any powers he doesn't get from elsewhere.
Obviously you know your character best, but I think a little bit of toning down would help.

Powers:
-Feasting: The Hue is a ravenous creature that needs to feed and devour the lifeforce of things around it in order to sustain itself. To do this Calamity needs to open her suit and allow it to seep out, it can devour life from things within 15 feet of Calamity. The victim is aware of a sucking, burning sensation and progressively withers and greys. The victim’s face sinks, the skin ageing with hideous cracks and wrinkles. Once drained, the victim dies. Targets must be organic in some way. The process is a raw sickening so no armor can protect someone as their life begins to tick away. The Hue can drain 3 months of life out of an object each second.
-Disintegration: The Hue can redirect stolen energy into a focus attacked that can disintegrate an object through concentration. Calamity can target the Hue on any victim within 600 meters and her line of sight. By expending stolen life force and therefore making the Hue more hungry she can cause any object to begin disintegrating. This happens from the outside and works it way in as armor, clothes, skin and other parts simply melt into nothingness. On a human this process lasts about 15 seconds, a car takes about 1 minutes, and a tank takes 5 minutes.
-Enhanced endurance: Calamity’s suit is designed to protect from bullet fire and minor explosions. It can sustain numerous small arms fire and an occasional heavy calibre shot. The Hue also enhances her resistance to damage, its constant consumption of her body has inured it to many kinds of pain and damage.
-Flight: Calamity’s suit can fly using a set of strange esoteric devices. She can fly at speeds of 50mph.
Equipment: the MRA suit which is possessed by the Hue.
Weakness’s:
-Calamity’s flying is purely for transportation and is clumsy, she won’t be doging any missiles or doing any fancy maneuvers. She also lacks the ability to travel more than 50 kilometers without a recharge.
-The Hue is ALWAYS hungry and while normally Calamity can keep if fed if she uses her powers too much it may start to eat things around her without her permission like her friends or herself.
-The Hue is particularly sensitive to electromagnetic pulses and magnetic effects. They cause it writhe in pain and makes it hard for Calamity to use her powers. She can’t disintegrate things when this happens and drains life at half the normal rate.
-Calamity’s armor doesn't cover her head and is vulnerable to high grade weapons. She can’t take a tank round and survive or anything comparable.
Background:Growing up in a fairly traditional home in a fairly traditional American suburb, no one would have picked Sydney Rose as a potential Hero. Her only real defining moment was watching one of her best friends waste away to Cancer at an early age. She was average yet hardworking, but a scholarship to MIT allowed her to chase her dreams of fighting diseases like those that had ravaged her friend. It wasn’t long before Sydney joined the CDC as a first responder.


As a government agent working for the CDC she was assigned to the new division which handled field research on metaphysical anomalies. She worked to stop meta-human diseases and magical ailments whenever they showed up with a specialized hazmat suit called the MRA. She was in the Congo when the Meta-Ebola Plague occurred and was present on the battlelines in France when the Black-Plague mutated into the Obsidian-Plague.

In 2000 however, Sydney went to investigate a strange meteorite which was causing decay and radiation sickness around Florida. When Sydney and her team arrived, they discovered that the space rock was exuding an unnatural dye which seemed to infect the surrounding town, causing things to rapidly grow and mutate before falling apart in gray ash. Sydney and her team quickly quarantined the area and with the help of DARPA, the Army and the Agency they were able to slow down the spreading infection, soon afterward it disappeared flying back into the night sky. However, the Spectrum, as the dye came to be known, left behind a part of itself which bound to the MRA Sydney wore. This boosted the suits power levels to new heights but caused Sydney to need to devour the energy to keep the Spectrum satisfied.

For years the CDC hoarded her as their personnel superhero, fighting with DARPA, the military and others who wanted the newly christened Calamity Rose as their own. Fighting against both diseases and meta-physical threats Calamity spent four more years preventing corruption and invasive effects before meeting up with the other founding Knights at Serpents Mound. Together she struck out on her own and joined the Knights much to the displease of the CDC.

With the Knights she has found a group that will keep her safe and alive. As the Hue grw it tired to eat more and more, but with the Knight more brutal tactics she has a way to feed it and avoid it turning on her. In addition she quickly found herself amassing power and becoming a leader of one of the most powerful organizations on the planet.
Summary: Calamity was once a member of the CDC who worked with metaphysical plagues until an unknown meteorite fused itself to her hazard suit granting her the ability to absorb raw power and release devastating blasts. However, this parasitic organism has filled her with an insatiable hunger which she know seeks to relieve by murdering life in all forms. To do this, she has joined the Knights and massacres criminals left and right as the team's field commander.


Super Identity: NUMB
Real Identity: Nonterrestrial Unidentified Mathematical Body

Powers:
-Mechanokinesis: Through a combination of the canisters advanced alien computation powers and the highly evolved nervous system of the fungus warplates, NUMB can tap into electronic system and control them. In order to do this NUMB must either be in direct contact with the device he wants to control or have previously established a physical connection and currently have a wireless connection. However, NUMB doesn't have anything in him that could be considered a “computer” so it cannot be reversibly hacked. Doesnt allow NUMB to control organic creatures or things just technology.
-Fungoid Physiology: N.U.M.B. has taken over a Yuggothian war suit which is a series of mycological masses that have symbiotically attached themselves to a human host. These fungi make up a complex system of neurological organs and can manipulate their own nervous impulses. This allows NUMB to send out bursts of bio-electricity, create shields of shimmering electricity around it, or channel the electricity into its body to increase his strength, speed, endurance and healing factor.
-Teleportation: N.U.M.B. can teleport itself and any target within 15 feet to any point in three dimensional space it can visualize. It takes him 30 minutes to recharge this power and it takes roughly 3 minutes to complete the teleport. NUMB is always locked onto the celestial object he is currently on and cannot teleport off of it.
Equipment: GhostWalk Mantle, Yuggothian Warplate, Brain Cannister
Weakness’s:
-NUMB needs to know exactly where he is going to teleport there. It can’t simply focus on an object or a person. It needs longitude and latitude or something similar to go to a location.
-NUMB can only use its nervous electrical energy for one thing at a time. Either electric blasts, shields or boosted body features. Not two or all three at once.
-NUMB requires organic material to feed upon. It hotwires itself into the nervous system of animals or people and slowly devours them over the course of a day. The more NUMB uses its powers the more it eats at its current host. If the host runs out then NUMB’s Yuggothian warplate will retract until a suitable host become available.
-NUMB’s fungus warplate usually remains stored in its cannister. It is a stressful process to keep it activated so typically NUMB will teleport into a conflict as a cylinder and take the nearest body as a host.
Background: When a metallic canister was discovered in the Himalayan Mountains, containing a heavily modified human brain and incredibly advanced electronics, many in the scientific and archaeological community were filled with excitement. However, excitement quickly turned to horror when the brain was found to be alive and perfectly functional. Scientists reasoned that some parts of the metallic canister were used to grant the brain inside the ability to communicate and they rigged the canister up to a computer. Instead, the cybernetic virus known as N.U.M.B. was unleashed and it ravaged the systems of the lab working on the canister before causing several nearby cities to loss power. During this first attack, N.U.M.B. contacted several strange pieces of technology and guided them to the base where the canister was located when they were brought into close contact the Ghostwalk Mantle and the Yuggotian Warplates combined to create a powerful body which fed on flesh for the canister to inhabit.

Over the next few years, N.U.M.B. popped up as a seemingly malicious ally or enemy to various organizations. It wasn’t long before N.U.M.B. met with the other founding Knights at Serpents Mound. Originally reticent to help the others Ultrawoman was able to convince him to join their cause to further his own vague interests. He began assisting the Knights by helping Nevermore steal several billions of dollars from countries all over the world so they could finance their operations. N.U.M.B. worries many organizations around the world and seem to have a vendetta against various scientific organizations but has never explained why, reports have been made on numerous occasions that N.U.M.B. has stolen similar metal canisters, astrological reports and mineralogical samples from all around the world. Although NASA and the Knights are officially allies, NUMB continued assassination of space experts worldwide makes them uncomfortable.

Summary:A combination of alien computer virus and brain in a jar which inhabits a suit of fungoid computers armed to the teeth with teleporters and electric weaponry. NUMB’s goal is to monitor the globe for signs of other canisters and technology from its parent race which it reclaims and destroys as need be.

I've edited Alice a little bit, dropped a couple of the powers that didn't fit with the character concept, toned down the telepathy quite extensively and tweaked the weaknesses a bit. Hopefully nobody has any objections?

Super Identity: Watcher (formerly)
Real Identity: Alice Dartwood (formerly Kosa)
Is real identity known to the public: Yes, if they do their research. Alice is currently trying to put her super-past behind her.
Hero, Villian, Neutral: Hero
Age: 27
Gender: Female

Appearance: Alice is a short, petite woman. She is pretty, in an unassuming way with dark hair and dark eyes. She tends to dress demurely and does not generally draw notice unless she wants to. She can quite easily blend into a crowd. There is also a pic.

Group Affiliation: NYPD

Powers: Telekinesis: Alice's telekinesis is very much a blunt instrument. She can flip a tank, but that will seriously drain her strength (more on that later). She can seize, throw, choke, crush, create barriers and emit small radius bursts to throw things off her. This also means that she tends to get 'tunnel vision' and is quite vulnerable to being blindsided. While Alice is extremely dangerous in a one on one, she needs to think very carefully before attacking groups of enemies, even normal humans.
Alice’s powers can be negated quite easily by sedatives (including alcohol), tiredness, excessive pain and head trauma - anything that interrupts her ability to focus.
Finally, Alice is lightly built, is not particularly strong and has no formal combat training. In most physical confrontations where she cannot use telekinesis she will lose.

Background: Alice Kosa has been around for five years - before that she was something of a ghost - enough of one that her detractors have speculated that her identity might be fake, though the paperwork is good enough that nobody has been able to prove it.

Coming from an alternate version of New York, Alice was accidentally transported to our dimension though she has no recollection of anything prior to waking up in a New York back alley. Her unusual powers stem from her dimensional transportation and from the fact that she remains, imperceptibly, out of sync with the rest of the Universe. Were she to ever return to her own world she would become normal again.
In our dimension she was first 'outed' as a mutant/Meta-human three years ago when it was discovered she was the individual known as the 'Watcher'. Her actions tended more towards search and rescue type work with very occasional acts of vigilantism, though only when she was a witness to a crime in progress. She was notably unwilling to do anything to undermine the authority of the police and courts, making her more popular than most meta-humans with the government.
Since being discovered Alice has made two attempts to turn her unusual talents into a career. She first tried to work as a television commentator trading off her limited fame and the fact that she was (and still is) pleasant to look at... this career was cut short when she was shot by an anti-meta-human protester, landing her in hospital for a protracted period of time.
Upon recovery she was invited by the Federal Government to run the meta-human academy in Maine (mostly due to her aura of respectability), a task which she proved singularly inept at with students running riot and attacks from the outside which left several police officers dead and the academy in ruins. Predictably she was sacked.
The behaviour of the other meta-humans at the academy left Alice with the opinion that meta-humans cannot be trusted not to cause chaos and destruction wherever they go (sometimes by accident though often deliberately). Seeing her own powers as a threat to society, Alice changed her name by deed poll to Alice Dartwood, has stopped using her powers altogether and started a new career as an NYPD beat cop. So far she has managed to get by without anyone realising she was formerly ‘the Watcher’...
Summary: Alice Dartwood is a psychically and telekinetically gifted extra-dimensional being. Formerly the Superhero known as ‘Watcher’, Alice is trying to start a new life as a police officer without using her powers.

The Dreampower is cool but it doesnt seem to really mesh with the rest. Could we either drop it or make it so she needs contact and cant remotely contact someone with a lock of hair?

Scrapped. It was supposed to be a subset of the telepathy... she's never actually used it in a thread before though :P

If I may make a slight suggestion how about something like this.
Power: One Man Army: Atlas is the peak of military training with expertise in hundreds of combat fields from demolitions to sniping. This grants him high levels of skill in any area that involves combat, weapons or killing and grants him a physiology that is among the best in the world. If the Olympics paid better he could easily be Americas best candidate.

Although the reflexes are kinda the biggest reason he's a one man army in the first place. He won't be dodging anything from less than ten feet, but anything further is something he'd have a very good chance of getting out of the way of if he had prior warning.

Power: Berzerker Mode: When he's wounded and angry enough, his body slips into an altered state which ignores pain and starts overloading his body with survival processes. When in this state he is totally immune to all mental dissuasion or effects as he becomes a perfect killing machine. When he enters this state he goes from peak human to full on super-human. His strength, speed, stamina and endurance double while in this state.
Weakness: In this state Atlas becomes incredibly focused on one thing at a time. He'll miss the big picture and forget little details as he focuses on his target, ignores allies, his own health and generally act more reckless. This state also floods his body with chemicals that aren't healthy and if this goes on too long his body will simply collapse as his muscle flood with acid and his brain starts shutting down.

Build up of Lactic acid could actually make him go on for longer. :P

But yeah, I was going for the usual adrenal response in which muscle usage bumps from the regular 20-30% to the fight or flight 100% when I first wrote that. Muscle detaching from bone and tearing themselves apart at that stage is the usual response from your body due to contraction strength. Brain shutting down is something I could implement since his blood gets flooded by platelets and monocytes, higher risk of stroke and all that.

Power: Power Armor: Able to take anything short of a tank round and keep walking. This suit grants Atlas addition strength beyond his peak levels allowing him to lift around 5000 pounds.
Weakness: I like the previous, blows up when damaged. Could we add that it has an unstable energy sources that might explode if a weak point is hit?

Err. Not really. Unless a smallish battery on his helmet counts. Electroactive polymers don't need much external power, a sensitive enough one can contract easily enough just by laying it one your forearm and moving a finger. Being tapped into Atlas' central nervous system is all that's needed to have the 'dumb tech' of his suit work. 'Smart tech' needs battery, but again, that's just his helmet. On the other hand he's a bit sensitive to electricity.

Well keep in mind he also has the armor.
That and the pain dulling, and the general combat training will make him more than a match for any army platoon.

The symptoms start with a severe fever and fatigue that numb his movements, then it escalates to his lungs getting clogged up.
If he tries any further to summon anything else, it will kill him.
However, unsummoning barriers lessens the effect of the symptoms.
This makes him completely unable to hold on for really elongated fights, as he ends up dropping from fatigue or dead if he tries too hard.
Personality: Very odd, unpredictable, perverted, typically fights for the weak.
Background:
Heamet's story isn't all that relevant to what he is right now, besides being addicted to comics of all kinds and having his whole education revolve around it, it didn't impact him nearly as much as one would think.

He grew up in Teos, in Geldran to be precise, but extremely early on, he was sent off to Earth, and as such, was adopted at the fresh age of three years old by a couple that Stone had entrusted Heamet to.
The couple was very nice to him, and despite not being there all the time due to work, he always felt like he could be having it way worse.
Quickly enough, his comics based education became extremely prominent and when he entered high school, like any other high school, people had to screw with the local nerd.
But little did they know, he screwed them over quite literally, as the very next day, they were found agonizing, pinned to the wall of the school, and under them written in blood, the words: "It wasn't me."
Right after the incident, he consistently changed high schools around the country and quickly became known as: "That guy with the screws".
Shortly after having high school done, his barriers started to grow just as prominent as his education, and as such, he took it upon himself to develop it to the max.
And that, resulted in the first time he went to the hospital, however, he had healed in a surprising amount of time, being stabilized in only a few minutes after arriving to the hospital and leaving the very next day, completely fine.

After training a whole bunch, he started to become interested in the job of police officer, and proved to do a surprisingly good job at it, and in less than a year, he became the new chief of police of his department.
However, as he constantly says it: "It's only for show, I'm nearly constantly on the field."
After noticing a serious upheaval in the meta/magic/super community, it became almost mandatory that a police force consisting almost entirely of metas/magicians and other kinds of supers to uphold some sense of law.

As such, they are often commissioned for hard hitting missions and their rules are quite often very liberal.
Heamet however remained the head of the department, due to his ability to lead others on the field.
He often works with the military or the SWAT for missions of utmost importance.

Telepathy: Using her mind, she can communicate with anyone by linking her mind to theirs, which basically serves as a really practical one way phone line; If the phone line could instantly read your every thought and have knowledge of your immediate past.
Theoretically, she can also communicate with animals, but all of her attempts at doing so have resulted in catastrophic failures.

Visualization: If Carly has a stable enough link in someone's mind, she can 'see' through the person's eyes to see what is happening in front of them or have a better insight on what's happening.

Interface creation: She can, through the use of this power, visualize through the aid of a magically created interface all that she has heard, seen, felt, or spoken about, making it some kind of really useful backup drive, like a computer hard drive of sorts; If the hard drive could produce sounds, smells, and visuals without the computer itself.
Equipment: None.
Weakness’s:
Limited telepathy: She needs, to establish a link with someone to have seen them in person, not through visualization, if that doesn't happen, it doesn't work. Her telepathy also doesn't stretch infinitely, and as easy as a simple message can be, sending a long ranged call to someone even as far as another New York District is already tiring to her, should the person leave New York, she wouldn't be able to call them.
Her visualization works the same way.

Visualization lag: If the person starts to get too far, the connection will start to lose power and slowly lag into oblivion.
The quality of the visualization is also affected by how well she knows the person, for instance, Heamet has the best quality out of all the members of the NYMD, if she tries to visualize a random person on the street, it will progressively raise itself from basically 144p to 1080p, as a mean of comparison.

Lack of fighting ability: For all intents and purposes, Carly is a secretary, not a fighter, at most, she will serve as an operator on the field with certain NYMD only missions or ones with Heamet, but it stops there, she cannot fight in the slightest.
Background:
Whereas most of the other founding members didn't know Heamet personally when he created the NYMD, Carly is the one exception.
Technically being Heamet's adoptive younger cousin, she was there at every point of his life, she followed him up to when he entered the NYPD and followed even further into the NYMD.

She was quite often babysat by Heamet's foster parents, then, when they actually started working full time, he was the one that would do so.
As such, she came to know him at a really young age and from exposure to him and his constant connection to Stone, she developed powers of her own.
At first, she didn't know how to control them, and constantly heard Heamet and other's inner ramblings and where her parents didn't understand how to deal with it, Heamet knew due to having his own powers manifesting at the time when hers did.
He trained her, made her learn how to use it, showed her how it could help people.
And after a few years, she knew exactly how to handle them, and delved into Heamet's memories, within them, she saw things she never should've been to witness and never told anyone, not even Heamet himself.

After her years of High School finished, she decided to join the same NYPD department Heamet was in.
And a few months later, the NYMD was formed.
Summary: A pacifist genetically enhanced telepath secretary.


Super Identity: Il Dottore (Eel Doh-Toh-Reh)

-Self electrokinesis/Static electricity manipulation: Mateo is able to generate, harness and control static electricity in a small range of three meters at most, with some exceptions.
The main applications of his power are creating shocks, generating ion based forced fields or sending lighting fast projectiles by infusing electricity in them.
His range is limited to three meters although in these three meters, and is often covered in an electric field that nullifies any low caliber bullets going for him, anything bigger will go right through.
Equipment:A rather heavy bag comprised of a lot of coins, of all shapes and sizes.
Weakness’s:
Limited range: As much as Mateo knows how to handle his power, his range doesn't seem to go past three meters, the only way for him to go past that is to send a projectile using his electricity, which needs a catalyst, such as a small coin, or a rock.

Limited electricity: While he can take over static electricity from just about anything, he needs to feed on something bigger every once in a while, typically, a battery will do, although sometimes the need is bigger, which is something that can severely debilitate him in a fight.

Water conducts electricity: Being immersed large bodies of water will inevitably break his connection to electricity, however, simply being splashed with water doesn't work.

Background:
Mateo was born to a rich family in Venice, raised basically like nobility, he soon found himself able to do things nobody else could, such as bending electricity to his whims, something that he almost immediately used to try and help people.
Due to his family travelling, he was often very alone in his house, able to do whatever he wanted without really being repressed for it, as such, he had a very similar education to Heamet, as he was completely immersed into superhero stories, and that resulted in the first time he wanted to try flying.
And the first time he fell in the waters of the city.
Which made him learn about his main weakness, it being water, he also learned about his need to 'feed' on electrical currents

After a good five years, he chose his own cover and became something like the Italian batman, except with less capes and more masks.
During this time, his family discovered his occupations and sent him to someone they knew that was creating a superhero team.
And that person ended up being Heamet.

During his stay in America, he grew very close to Heamet due to the latter's knowledge of Italian, even considering him as a foster father and supplying information, should it be needed.
However, he often goes back to Italy, simply to check on Venice or his family in general.
Summary: A shock happy electric maniac that doesn't look or act his age at all. Has masks.

Powers:
Congenital Insensitivity to Pain: As the name suggests, she does not feel any pain, no matter how big the punishment is, it won't phase her in the slightest.

Spear Creation: She is able to create spears from nothing, manipulate their properties such as speed, resistance, resilence, and overall sharpness.
It is somewhat similar to Heamet's power in a way, but with less liberties and a much lesser cost.
She can either launch/summon them but must keep visual contact with her target or she can keep them in her hands to keep the spears from dispelling.

Blind Martial arts: Due to her very bad case of dry eye, she had to master some kind of way to fight without needing her eyes to be opened so she wasn't completely defenseless, due to this, she has developed her own little style of blind spear fighting and fisticuffs.
She is able to somewhat feel her surroundings just like a blind person due to vibrations.
She has much quicker reflexes in that state but won't actually see anything beyond ten meters unless she can hit the ground hard enough to echolocate herself.
Equipment: None

Weakness’s:
Double edged blade: Her insensitivity to pain doesn't allow her the luxury of knowing when to bail out, as such, she won't notice internal or external hemorrhage until it's too late, just like she won't notice a missing limb until she fails to use it.

Limited spear usage: She can use her spears and even summon them over people to bring them down upon them, however, if she is subdued by a sleeping dart or drunk, she won't be able to use them, she also needs to have her eyes opened if she wants her spears to be thrown, otherwise, they disappear, she can however make up for it by holding them for CQC.

Dry eye: She cannot have her eyes opened for more than two seconds without it being extremely painful or tiring, it limits her immensely with her spears.
Background: Born to a Chinese Canadian couple, she was raised in Northern America, more specifically Canada, her education was unlike anything you could've expected from those kinds of parents, it was relatively normal and pretty nice to her, they taught her that despite her having powers, she shouldn't think herself to be over others, and instead of feeling superior, she tried to help people as much as she could, even if her power was based on something offensive, she always stood to help anyone that needed it
Over the course of the years, her career shaped up to be a very efficient police officer, however deemed as a loose canon due to her inability to think on when to fall back or how to subdue her enemies.
As such, she was brought to Heamet, already fairly famous for the same reasons and a few other people to create the NYMD, one of the first government regulated task force on the American soil.
To this day, she still is part of the NYMD and still conducts missions on her own.
Summary: Aloof spear happy agent of the NYMD.

Powers:
Cable manipulation, he can manipulate anything that comes close to cables or strings.
As long as there are some around, he can use them to his whims.

Equipment: Some form of metallic disc on the back of his hands, useful for both defense and offense, they have several meters worth of various types of cables, including electric ones, although most of them are razor wires.

Weakness’s:
Limited manipulation: As much as he can do whatever he wants with them, including creating more from a cable, he needs to have some around to do anything with it, if he is stuck without his discs and without any cables around him, his power is useless.
If he isn't aware that a certain thing is classified as a cable, it won't be affected by his power.

Backlash: The longer he uses his cables, the worse his arms get, if he uses them for a long time, he will lose his arms due to internal hemorrhage or severed nerves.
Overall, the use of cables damage his body if they are used for an extended period of time, just like Heamet, there are different stages:
-Stage one: Mild pain, difficulty to move hands, movements feel sluggish.
-Stage two: Bruises can be seen, each movements makes the bones pop around painfully, cramps, plus all of the above.
-Stage three: Internal hemorrhage begins, serious difficulty to move around in general, extremely stiff shoulders, very serious pain, plus the above.
-Stage four: Unbearable pain, if not healed, the arms will die due to blood clots around the whole arm, can even kill if it spreads.

Background: Richard was raised in Ireland, raised in a family of poor people, life was never easy for him.
But it managed, although all those years of being harassed as the poor kid in school put a serious toll on his psyche.
When he moved to Dublin, he became a vigilante, determined to break apart the lives of the people that once mocked him, however as much as it may have been so at first, he quickly brought upon himself the reputation of a villain killing vigilante, something he didn't originally wished for but did anyway for the hell of it.
Quickly dispatching most of the crime within Dublin with his sheer presence, he was hailed as a menace by various police departments despite working with them at times, as such he was hunted even by interpol due to his involvement in various mafia based affairs.
He was noticed with Heamet during his stay in Ireland that spanned over a month long and rocked around the whole United Kingdom with, as Richard himself said: "Magical wankers."
He was recruited nearly immediately by Heamet and brought back to America for the NYMD's creation, however, he still goes back to Ireland every once in a while.
Summary: Former vigilante manipulating cables turned cop after a sordid affair over the Mafia and magical wankers.

Real Identity: Johanna 'Elwira' Wyvill
Is real identity known to the public: Unknown to all but the NYMD.
Hero, Villain, Neutral: Neutral, but tends to land around hero most of the time.
Age: 26
Gender: Female
Appearance: 1M60, reddish brown hair, green eyes, mix of leather and plating around the torso/arms, light plating on the legs especially around the femoral artery, armor covers most of her body, though legs have less protection and are mainly jeans, wears hunting boots.
Group Affiliation: Considered to be with the NYMD, in actuality, she just helps whenever she's needed.
Powers:
Elemental weapon creation: Johanna can, if she has immediate access to the element, a weapon made out of Earth, Air, Water or Fire.
Those weapons can range from daggers to bows, going from spears to swords.
She can, theoretically create as many weapons as she can, as the only thing she does is model them in a certain way, and can even combine elements to create other ones such as ice, magma, or steam, however, as she only controls the main elements being the ones stated above, she cannot create, or control them to be weapons, though she can make ice from water, she can't modify its form once it's transformed.
Despite her not being able to create any pieces of armor, she can still make shields.
While she can theoretically create as many weapons as she wants, she does not modify the molecular structure of the weapon, and can only, for instance with water, keep it the way she wants by either using telekinesis as state, or holding it in her hands, however, as soon as it served its purpose, it turns back to a puddle.

She however needs to have enough of a material to create something from it, and certain materials are either harder to find, harder to pull out of the ground, or simply hard to work with. For instance, stone or dirt is very easy to work with and can be done within a second, however, metals of any kind will take up to a full minute to even start bending the way she wants.
In general, the primordial elements are very easy to work with, Air, Fire and Water are the most 'stable' ones in terms of crafting time, they take up to maybe five seconds, with the exception of Air as it simply needs her to want the wind to bend, however, as stated, it won't cut unless it's at hurricane levels.

Lesser elemental telekinesis: Theoretically, Johanna doesn't need to be very close to anything to create a weapon, actually, to create them, she needs to move them around. And what better way than telekinesis? While she can only move small bits and pieces of elements, it is still nothing to scoff at as it allows her to completely control her weapons even when not holding them, notwithstanding Air weapons. A big example of what she can do is create a shield/arena around a radius of ten meters around her by simply touching the ground.
Her maximum range is seven meters.

Advanced chivalrous training: Due to her upbringing, she was trained at a very young age in the same way the knights of old were.
Due to this, she is remarkably stronger than most people and has unparalleled mastery over weapons such as bows, swords and spears.
Along with the reflexes to boot. And the resistance to booze.
Equipment:
-Titanium/Silver alloy english bastard sword, masterfully crafted.
-Armor all around her body, mostly constituted of leather and plate on the most sensitive parts of her body, as in the neck, thighs, upper torso and forearms.
The leather is mostly used to give leeway for movement.
Weaknesses:
-Armor is heavy yo.: Her armor makes her very slow, so despite being able to take quite the beating due to it, her reflexes don't allow for much immediate response, even if she is trained and will be able to run faster than most people in the same situation, a fifty kilogram weight on you is still a fifty kilogram weight on you, notwithstanding the sword as well.
It also makes for poor disguise and overall lacks in the stealth department, making her a very easy target.
Additionally, due to the metal, it clinks around every so often, making her rather loud and easy to hear.

-I will give you a fair fight!: Johanna has a very, very chivalrous upbringing and as such, the honor that comes with the code of chivalry may be revised to the common day and age, but the dogma itself stays the same, in a fight, she will not hit from the back, nor will she let any civilian get in the way of harm, even if she has to take a lethal shot to save them.
This accounts as a reflex and is more often than not bringing her into the face of danger without actually wanting to. Additionally, running away is not an option.

-I can't work with those tools.: The nature of her power makes her unable to create any form of armor, nor maintain it or make it tougher, she can only create shields at most to protect people, and although the precise nature of the shields may vary, they still are the only thing keeping her from dying at a moment's notice.

-I need more minerals.: If a certain element such as water, or fire is nonexistent or in small quantities around her immediate vicinity, she will not be able to use it, or in the case where there is only a limited supply of it, she will only be able to make small weapons from it.
i.e: The flame from a light won't make a sword, it'll make a needle unless it's a really big flame.
i.e: In the rain, she will only be able to create a small needle and will have to wait for other droplets of water to add to the initial weapon for it be of any offensive significance.
i.e: An air weapon will just be what it is, wind shaped in the way of a weapon, but it won't cut, in fact what it'll do is push back the target at most, hence why Johanna only uses it to propel arrows or projectiles.

Background: Johanna Elwira Wyvill is a Norman girl raised in the countryside by a rather unusual family.
For generations, not only her power, but her profession has been passed on from member of the family to another, and currently, she is one of the last of that knightly bloodline, and coincidentally, one of the most powerful they've seen in decades.

As such, ever since she was of age to hold a sword, she's been trained, mentally physically, psychologically, simply to put the tired minds of her family at peace knowing that their youngest is not a failure, and a worthy heir to their name.
During her childhood, she trained with her father, uncle, and cousins, as they were mostly male, however it never stopped her determination to be, if not better, at least on par with them. And to her surprise, she did, and faster than she thought herself.
And as she grew, she molded herself into the woman she is today, however, it was not until a certain incident that she fully realized how important she was to her bloodline.
Something stupid, absolutely ludicrous to think would happen to a family of that size and those powers.

On the fifth month after her 19th birthday, the family domain burned down, taking her cousins, the much likelier heirs of the family, her father, and the elders, all while she was simply off to a friend's house a couple kilometers away.
It didn't traumatize her, far from it, in fact it made her so determined to live on for the rest of her family that weren't there anymore that she salvaged her armor and her sword, miraculously saved from the debris of the house, and set off. At first, she went for the major cities in France, then climbed on a boat to England, and settled herself in the Scottish highlands, not without having her fair share of adventures there.
Shortly after her third year there, which marked also her 22th birthday, she met Heamet and Richard in their, as Richard so richly put it as always "Magical bullshittery" fought and formed a great friendship with the duo, And helped the NYMD in European affairs but never actually accepting to be officially affiliated with the organization.

As of now, she is one of the less active members within the department, as she never really comes to America except on exceptional terms such as a serial killer running about, however for now she is still in the Scottish countryside, helping all that she can.
Summary: A chivalrous maiden filled with the need to protect with every means that she has, often consisting in the elements storming around.





Group Name: New York Meta Department
Public or Private? Application is private and kept only within the high spheres of government and the NYMD archives itself, the organization itself is not that well known by the public, but isn't technically secret.
Group Size: About 10-15 members, counting in the new members.
Areas of operation: New York City, although, they have been involved in operations with the military and the SWAT, reports tell that they've operated a few times in Europe.
Leader: Heamet Lareylis, nicknamed variously by members of the NYMD and called Boss or Heamet by anyone else.
Sub Leaders: Carly Owlson
Important Physical Assets: Has access to various levels of technology, including laser based weaponry, healing is pretty advanced compared to the public medical assets but doesn't go much further than Technocytic bandages.
Monetary Assets: All of the members within the department are very well paid but in and of themselves, they do not have any sort of standard weaponry or vehicles, all of the members in the NYMD have some sort of personal vehicle or weapon that is not subsidized by the government itself.
Greatest Restriction or Weakness Lack of movement, they cannot go anywhere exceptionally fast unlike a lot of other organization, their movements are limited to their own means.
Backround Initially the NYMD had five founding members, that are still around to this day within the NYMD itself, it was a group created from police officers who had gone rogue with their powers, criminals wishing to redeem themselves and other police officers that couldn't bear to be limited in their job when they had powers they could use for better results.
As such, Heamet himself started the initiative, asking the federal government itself and making use of his connections to create the new department, with him in charge.
Over the course of the five years since the NYMD has been in action, they've recruited more and more people and earned the trust of both government and military, getting involved in their operations quite often.

The five founding members were, and still are:
Heamet Lareylis: Chief of Operations, Barrier manipulation, magic based.
Carly Owlson: Secretary, Chief of communication, Interface Creation, visualization, telepathy. Genetic enhancements, magic based.
Richard McHearty: Agent, Cable manipulation.
Mateo Vasarelli: Second in command, 100% muscle use, Electrokinesis. Meta based, modified genetic physiology
Gwyn Long: Agent, Congenital insensitivity to Pain, Spear Creation. Magic, genetic changes.

Targets must be organic in some way. The process is a raw sickening so no armor can protect someone as their life begins to tick away.
-Disintegration: The Hue can redirect stolen energy into a focus attacked that can disintegrate an object through concentration. Calamity can target the Hue on any victim within 1 mile and her line of sight. By expending stolen life force and therefore making the Hue more hungry she can cause any object to begin disintegrating. This happens from the outside and works it way in as armor, clothes, skin and other parts simply melt into nothingness. On a human this process lasts about 15 seconds, a car takes about 1 minutes, and a tank takes 5 minutes.
-Enhanced endurance: Calamity’s suit is designed to protect from bullet fire and minor explosions. It can sustain numerous small arms fire and an occasional heavy calibre shot. The Hue also enhances her resistance to damage, its constant consumption of her body has inured it to many kinds of pain and damage.
-Flight: Calamity’s suit can fly using a set of strange esoteric devices. She can fly at speeds of 50mph.
Equipment: the MRA suit which is possessed by the Hue.
Weakness’s:
-Calamity’s flying is purely for transportation and is clumsy, she won’t be doging any missiles or doing any fancy maneuvers. She also lacks the ability to travel more than 50 kilometers without a recharge.
-The Hue is ALWAYS hungry and while normally Calamity can keep if fed if she uses her powers too much it may start to eat things around her without her permission like her friends or herself.
-The Hue is particularly sensitive to electromagnetic pulses and magnetic effects. They cause it writhe in pain and makes it hard for Calamity to use her powers. She can’t disintegrate things when this happens and drains life at half the normal rate.
-Calamity’s armor doesn't cover her head and is vulnerable to high grade weapons. She can’t take a tank round and survive or anything comparable.
Background:Growing up in a fairly traditional home in a fairly traditional American suburb, no one would have picked Sydney Rose as a potential Hero. Her only real defining moment was watching one of her best friends waste away to Cancer at an early age. She was average yet hardworking, but a scholarship to MIT allowed her to chase her dreams of fighting diseases like those that had ravaged her friend. It wasn’t long before Sydney joined the CDC as a first responder.


As a government agent working for the CDC she was assigned to the new division which handled field research on metaphysical anomalies. She worked to stop meta-human diseases and magical ailments whenever they showed up with a specialized hazmat suit called the MRA. She was in the Congo when the Meta-Ebola Plague occurred and was present on the battlelines in France when the Black-Plague mutated into the Obsidian-Plague.


In 2000 however, Sydney went to investigate a strange meteorite which was causing decay and radiation sickness around Florida. When Sydney and her team arrived, they discovered that the space rock was exuding an unnatural dye which seemed to infect the surrounding town, causing things to rapidly grow and mutate before falling apart in gray ash. Sydney and her team quickly quarantined the area and with the help of DARPA, the Army and the Agency they were able to slow down the spreading infection, soon afterward it disappeared flying back into the night sky. However, the Spectrum, as the dye came to be known, left behind a part of itself which bound to the MRA Sydney wore. This boosted the suits power levels to new heights but caused Sydney to need to devour the energy to keep the Spectrum satisfied.


For years the CDC hoarded her as their personnel superhero, fighting with DARPA, the military and others who wanted the newly christened Calamity Rose as their own. Fighting against both diseases and meta-physical threats Calamity spent four more years preventing corruption and invasive effects before meeting up with the other founding Knights at Serpents Mound. Together she struck out on her own and joined the Knights much to the displease of the CDC.


With the Knights she has found a group that will keep her safe and alive. As the Hue grw it tired to eat more and more, but with the Knight more brutal tactics she has a way to feed it and avoid it turning on her. In addition she quickly found herself amassing power and becoming a leader of one of the most powerful organizations on the planet.
Summary: Calamity was once a member of the CDC who worked with metaphysical plagues until an unknown meteorite fused itself to her hazard suit granting her the ability to absorb raw power and release devastating blasts. However, this parasitic organism has filled her with an insatiable hunger which she know seeks to relieve by murdering life in all forms. To do this, she has joined the Knights and massacres criminals left and right as the team's field commander.

-Mechanokinesis: Through a combination of the canisters advanced alien computation powers and the highly evolved nervous system of the fungus warplates, NUMB can tap into electronic system and control them. In order to do this NUMB must either be in direct contact with the device he wants to control or have previously established a physical connection and currently have a wireless connection. However, NUMB doesn't have anything in him that could be considered a “computer” so it cannot be reversibly hacked.
-Fungoid Physiology: N.U.M.B. has taken over a Yuggothian war suit which is a series of mycological masses that have symbiotically attached themselves to a human host. These fungi make up a complex system of neurological organs and can manipulate their own nervous impulses. This allows NUMB to send out bursts of bio-electricity, create shields of shimmering electricity around it, or channel the electricity into its body to increase his strength, speed, endurance and healing factor.
-Teleportation: N.U.M.B. can teleport itself and any target within 15 feet to any point in three dimensional space it can visualize. It takes him 30 minutes to recharge this power and it takes roughly 3 minutes to complete the teleport.

Weakness’s:
-NUMB needs to know exactly where he is going to teleport there. It can’t simply focus on an object or a person. It needs longitude and latitude or something similar to go to a location.
-NUMB can only use its nervous electrical energy for one thing at a time. Either electric blasts, shields or boosted body features. Not two or all three at once.
-NUMB requires organic material to feed upon. It hotwires itself into the nervous system of animals or people and slowly devours them over the course of a day. The more NUMB uses its powers the more it eats at its current host. If the host runs out then NUMB’s Yuggothian warplate will retract until a suitable host become available.
-NUMB’s fungus warplate usually remains stored in its cannister. It is a stressful process to keep it activated so typically NUMB will teleport into a conflict as a cylinder and take the nearest body as a host.
Background: When a metallic canister was discovered in the Himalayan Mountains, containing a heavily modified human brain and incredibly advanced electronics, many in the scientific and archaeological community were filled with excitement. However, excitement quickly turned to horror when the brain was found to be alive and perfectly functional. Scientists reasoned that some parts of the metallic canister were used to grant the brain inside the ability to communicate and they rigged the canister up to a computer. Instead, the cybernetic virus known as N.U.M.B. was unleashed and it ravaged the systems of the lab working on the canister before causing several nearby cities to loss power. During this first attack, N.U.M.B. contacted several strange pieces of technology and guided them to the base where the canister was located when they were brought into close contact the Ghostwalk Mantle and the Yuggotian Warplates combined to create a powerful body which fed on flesh for the canister to inhabit.


Over the next few years, N.U.M.B. popped up as a seemingly malicious ally or enemy to various organizations. It wasn’t long before N.U.M.B. met with the other founding Knights at Serpents Mound. Originally reticent to help the others Ultrawoman was able to convince him to join their cause to further his own vague interests. He began assisting the Knights by helping Nevermore steal several billions of dollars from countries all over the world so they could finance their operations. N.U.M.B. worries many organizations around the world and seem to have a vendetta against various scientific organizations but has never explained why, reports have been made on numerous occasions that N.U.M.B. has stolen similar metal canisters, astrological reports and mineralogical samples from all around the world. Although NASA and the Knights are officially allies, NUMB continued assassination of space experts worldwide makes them uncomfortable.

Feasting: This could use a little more definition. How long does it take to drain a person? Is the Hue visible when it does this?
Disintegration: 1 mile... Hoo boy. That's a far limit for any power if I'm honest, I would say cut it to 600 meters or so. Given the fact that she can fly, and the current distance limit, she could become a literal WMD by turning things into atomic soup from a mile up. With 600 meters, she'd be obstructed by buildings from time to time at least.

NUMB:
Mechanokinesis: What constitutes an electrical system? Because that could mean anything from the chips in car engines to the human nervous system (given he'd probably absorb them at that point anyway).
Teleportation: Is there a limit to how far he can teleport? Because pulling someone to the upper atmosphere of Jupiter is not something I (nor anyone else) would want to deal with.

  • One Man Army: Atlas is the peak of military training with expertise in hundreds of combat fields from demolitions to sniping. This grants him high levels of skill in any area that involves combat, weapons or killing and grants him a physiology that is among the best in the world. If the Olympics paid better (and allowed Meta-Human participants) he could easily be Americas best candidate.
  • Berzerker Mode: When he's wounded and angry enough, his body slips into an altered state which ignores pain and starts overloading his body with survival processes. When in this state he is totally immune to all mental dissuasion or effects as he becomes a perfect killing machine. When he enters this state he goes from peak human to full on super-human. His strength, speed, stamina and endurance double while in this state.
  • Power Armor: Able to take anything short of a .50 AP and keep walking. This suit grants Atlas addition strength beyond his peak levels allowing him to lift around 5000 pounds.

Equipment:
  • MK III Power Armor
  • Modified Remington 870
  • Modified Kriss Vector
  • Surplus MH-53J 'Pavelow'
Weaknesses:
  • If damaged to the point of uselessness, the power armor will burst into flames as an asset denial feature. And due to it's conductivity, electricity will harm Atlas almost doubly so.
  • In his Berzerker state Atlas becomes incredibly focused on one thing at a time. He'll miss the big picture and forget little details as he focuses on his target, ignores allies, his own health and generally act more reckless. This state also floods his body with chemicals that aren't too healthy in such high amounts and if this goes on too long his body will simply collapse as his, blood vessels burst, muscles tear and snap his own bone, his heart starts to plapitate, and he starts going through a stroke.
Background:Atlas grew up in a Los Angeles orphanage, despite this he received a decent education, but he was routinely neglected by the orphanage's headmaster, when he became 13 he was thrown out of the orphanage for an altercation between himself and the orphanage staff, left to die and wandering the streets he was taken in by a man who taught him how to survive in the urban jungle. One day while squatting in a seemingly abandoned house the owner of the property set it ablaze, Atlas made it out but most of the right side of his body was burned, his caretaker did not make it, or so he thought.

When Atlas came of age he joined the U.S Army Rangers and experienced 2 tours in Afghanistan before he partook in an experiment to create super-soldiers. Most subjects died due to complications in the genetic modification process but Atlas survived, the army deemed the program a failure and Atlas was reassigned to a special forces group, he was given special status and allowed to live a normal life while still being an semi-active member of the armed forces. Not soon after his first leave of absence he was shot in the head and mugged, but he had cheated death yet again. While in the ensuing coma he had a prophetic dream that envisioned the destruction of his world.

David had a decent amount of trouble upon awaking, he had survived but the resulting trauma rendered him unable to read or write and his motor functions weren't doing too well either. He eventually recovered and helped aid in quelling riots in LA, repel an alien invasion of Washington DC, and joined with a group with the goal of uniting humanity... This was all so long ago to the man.

During an altercation with those who wished to stop him and his fellows from what they saw as an evil plot, David was killed, his opponents left him bleeding out, and handcuffed to a leaking nuclear reactor. He startlingly awoke in the underworld, to reap what he had sown. But the man wasn't having it, through sheer willpower and fighting spirit, he managed to fight his way out of the underworld, something that shocked the various gods and spirits of death. Atlas was left in limbo, with the inability to occupy any human realm. That was until the goddess Athena, whom had watched him for some time, decided to take the man under her banner, and named him one of her three Champions.

He was then placed onto the realm in which he occupies now. The ET/ED/S:R.C.D.A found him, and hired him to be one of their several field agents, to watch over mankind and to prevent it's destruction. Atlas, liked the idea.

After his fight with Blank's forces and Osteo, Atlas underwent the augmentation procedure a second time and went on a self searching trip to Poland. Upon his return he started working immediately on an older but more rugged variant of his armor, the last having been mangled by the massive dock explosion and Gold Spirits efforts.
Summary:Atlas was once a man with anger problems from another dimension, now he works for The Agency. Coincidentally he's fought with some familiar faces, but he really just wants his life to slow down... He's also the patron champion of a god of war. Typical super-soldier stuff. He's a former Ranger so he knows his way around a gun, and can throw cars like caber poles.

I say it drains 3 months of life each second. So it can suck a year out in 4 seconds. Or polish off a decade and a half in a minute.

  • Evolved Physiology: With the level of genetic engineering that went into her, Shannon is a step above the normal human in almost everyway. Given her ability to control herself on a cellular level, she's pushed the areas she figures need to be better even further. Her nervous system is super-conductive, her bones are almost iron dense, and her body's capacity to heal is a step above. At twenty meters she could dodge a 7.62x51mm NATO round fired from a SCAR-H battle rifle if she were aware of the threat.
  • Cellular Control: Able to will her body to do things on a cellular level. From individual muscle cells to osteoblasts. She can consciously control them all to a certain degree, depending on their role and how complex their method of action is depends on how much she has to consciously focus on their usage. Muscle cells are an everyday thing, while neurological and bones cells need more concentration. As a side effect she has an impeccable sense of balance, knocking her down is no easy feat.
  • Chrono Implants: A Series of neurological implants allowing Shannon to control gravitational impulses, and generate decently sized explosions via the rapid appearance and decay of micro-black holes. ALso allows her to control time flow around herself, giving her that precious few seconds of further time to react.

Weaknesses:
  • Despite being able to control her own body's functions she has to put a conscious effort into more complicated processes, she can slow her heart beat on instinct, but something as complex as lowering body temperature or bonding a broken bone will take more time.
  • Unrestricted movement requires a definitive 'down', the power is negated in zero gravity situations.
  • Her physical condition requires upkeep, a month in a coma without electrotherapy will reduce her muscle mass and memory just like a normal person.
  • Time slowing only lasts for two second within her own perception, and taxes her implants much more than dark energy manipulation.
  • Dark Energy Manipulations are restricted to gravitational impulse and energy release (random gravity changes on a specific target, and mild explosions).
  • The more work she places on her implants gives a higher chance of malfunction. So she can't spam the powers without risk of her nervous system burning out or the implants exploding.
  • While the Coilrifle contains a mass amount of ammunition in a single magazine, it still fires specialized ammunition. Once she's out she'll have to make her own.
  • The Oleander Helmet is an improved variant of Anthony Cross's Mark I Fiddler Helmet. It's a prototype, and as such has a multitude of bugs within it's software.
Background:Born as a Granddaughter to Anthony Cross in the floating Atlantic city of New Bastogne she lived in a time when scientific advancement was at it's peak. Meta-Humans with minds of pure wonder managed to accelerate human advancement to the point that biology as the world knew it today was all but dead. Instead of dealing with genetic problems, they were dealt with in utero. Designer genes were the new thing, and people with technicolor hair and eyes were a common sight. If one lost a limbs it could be grown back in a lab, if one wanted to teleport a simple implant was all that was needed.

But with such events came a dark side. With the sudden onset of humans becoming a stronger, faster and better, true Meta-Humans -whether genetic, experimental or magical- felt threatened, so they began to protest. These protests grew into full on conflict between earth's governments and the Meta-Humans. Eventually a long series of battles were fought and the Metas were suppressed, The Knights of America, led once again by Nevermore and Archon, paved the way to fight back the sudden resurgence of Meta-Human crime, they succeeded... But an unforeseen consequence to all, was the apartheid that soon followed. The Knights of America were disbanded and most imprisoned, The Agency was forced to go public and was very quickly eradicated, SS Abteilung für Paranormales, who managed to survive another seventy years were crushed under the boot of the new society. Aliens who were capable fled, Metas went into hiding or simply escaped to other stellar civilizations. Discord wracked humanity yet again.

A select few had a plan however, Shannon Cross, then twenty five years old unearthed her family's old records. Devices in which her grandfather designed but never built or simply destroyed before they could be used by the people at large. She rebuilt most in her spare time, learning from her grandfather's mistakes and successes. Eventually her plans came to fruition, she sent back an AI she designed called Grey Box, a shapeshifting collection of Nanobots who would go through human history and take the place of a select few, namely a man called Anathema, and an AI known as 'The King in the Mountain'.

But it was only part of her plan, she impregnated herself with an extremely different child and traveled back to the year 1913, just prior to the onset of the First World War. It was here she met Roger Carmichael, and nearly a year later had Alexander Carmichael. Her efforts to have Alexander be one of her assistants proved a bit futile, when he enlisted and became captured. The experiments weren't for nought however, Alexander's dormant genes came to fruition allowing him to be the mutant that his mother wished for him to be, though for all the wrong reasons. When Alexander went missing, Shannon grieved for a long time. Though in the fifties she heard of a man named Alucard, and through his sermons learned that Grey Box had indeed made it back.

She promptly learned that Grey Box had founded The Agency, it was then she realized her plans may not have been as fruitless as one would expect. By using the same technology she used to create Grey Box, she waited to come upon someone who had reason to wish the apartheid to remain a figment of some people's imagination. A man named Wladyslav Kowalski, had recently adopted an alien girl, the man wished for a very long time that he wouldn't die so that he could continued to watch over the girl. They orchestrated an event, and while Wladyslav Kowalski died, he was implanted by the Nanobots that Shannon created, giving the man a pseudonym of Arlen Goodwin. Soon after Arlen became a police officer, and got fired for supplying weapons to fellow Meta-Human rights advocates. During this time, after Nevermore disappeared from public light, Shannon attacked them, leaving the Knight with a collection of very grim wounds.

Since then she's simply waited for the right time to make herself known. With the thrusting of Arlen, Alexander, and The Agency -to an extent- into the public spot light, she figures now is the best time.

After things around her came crashing down, and her plans were all for nought. She went back to square one. And with Anthony paralyzed from the waist down, she's become somewhat of an errand woman for the patriarch.
Summary: A veritable chess-master, indirectly responsible for a very large chunk of events in the timeline. Very few know the mask, and even fewer would recognize the face behind the mask. She's capable of slowing time in small increments, and changing gravity for a moment's time.

-More barriers of different types= Spanish flu (Modifying already existing barriers while not altering their original types is not going to make it worse, however, if he does add another type to a barrier, it's going to be severely increasing the symptoms.)
The symptoms start with a severe fever and fatigue that numb his movements, then it escalates to his lungs getting clogged up.
If he tries any further to summon anything else, it will kill him.
However, unsummoning barriers lessens the effect of the symptoms.
This makes him completely unable to hold on for really elongated fights, as he ends up dropping from fatigue or dead if he tries too hard.
Personality: Very odd, unpredictable, perverted, typically fights for the weak.
Background:
Heamet's story isn't all that relevant to what he is right now, besides being addicted to comics of all kinds and having his whole education revolve around it, it didn't impact him nearly as much as one would think.

He grew up in Teos, in Geldran to be precise, but extremely early on, he was sent off to Earth, and as such, was adopted at the fresh age of three years old by a couple that Stone had entrusted Heamet to.
The couple was very nice to him, and despite not being there all the time due to work, he always felt like he could be having it way worse.
Quickly enough, his comics based education became extremely prominent and when he entered high school, like any other high school, people had to screw with the local nerd.
But little did they know, he screwed them over quite literally, as the very next day, they were found agonizing, pinned to the wall of the school, and under them written in blood, the words: "It wasn't me."
Right after the incident, he consistently changed high schools around the country and quickly became known as: "That guy with the screws".
Shortly after having high school done, his barriers started to grow just as prominent as his education, and as such, he took it upon himself to develop it to the max.
And that, resulted in the first time he went to the hospital, however, he had healed in a surprising amount of time, being stabilized in only a few minutes after arriving to the hospital and leaving the very next day, completely fine.

After training a whole bunch, he started to become interested in the job of police officer, and proved to do a surprisingly good job at it, and in less than a year, he became the new chief of police of his department.
However, as he constantly says it: "It's only for show, I'm nearly constantly on the field."
After noticing a serious upheaval in the meta/magic/super community, it became almost mandatory that a police force consisting almost entirely of metas/magicians and other kinds of supers to uphold some sense of law.

As such, they are often commissioned for hard hitting missions and their rules are quite often very liberal.
Heamet however remained the head of the department, due to his ability to lead others on the field.
He often works with the military or the SWAT for missions of utmost importance.

Telepathy: Using her mind, she can communicate with anyone by linking her mind to theirs, which basically serves as a really practical one way phone line; If the phone line could instantly read your every thought and have knowledge of your immediate past.
Theoretically, she can also communicate with animals, but all of her attempts at doing so have resulted in catastrophic failures.

Visualization: If Carly has a stable enough link in someone's mind, she can 'see' through the person's eyes to see what is happening in front of them or have a better insight on what's happening.

Interface creation: She can, through the use of this power, visualize through the aid of a magically created interface all that she has heard, seen, felt, or spoken about, making it some kind of really useful backup drive, like a computer hard drive of sorts; If the hard drive could produce sounds, smells, and visuals without the computer itself.
Equipment: None.
Weakness’s:
Limited telepathy: She needs, to establish a link with someone to have seen them in person, not through visualization, if that doesn't happen, it doesn't work. Her telepathy also doesn't stretch infinitely, and as easy as a simple message can be, sending a long ranged call to someone even as far as another New York District is already tiring to her, should the person leave New York, she wouldn't be able to call them.
Her visualization works the same way.

Visualization lag: If the person starts to get too far, the connection will start to lose power and slowly lag into oblivion.
The quality of the visualization is also affected by how well she knows the person, for instance, Heamet has the best quality out of all the members of the NYMD, if she tries to visualize a random person on the street, it will progressively raise itself from basically 144p to 1080p, as a mean of comparison.

Lack of fighting ability: For all intents and purposes, Carly is a secretary, not a fighter, at most, she will serve as an operator on the field with certain NYMD only missions or ones with Heamet, but it stops there, she cannot fight in the slightest.
Background:
Whereas most of the other founding members didn't know Heamet personally when he created the NYMD, Carly is the one exception.
Technically being Heamet's adoptive younger cousin, she was there at every point of his life, she followed him up to when he entered the NYPD and followed even further into the NYMD.

She was quite often babysat by Heamet's foster parents, then, when they actually started working full time, he was the one that would do so.
As such, she came to know him at a really young age and from exposure to him and his constant connection to Stone, she developed powers of her own.
At first, she didn't know how to control them, and constantly heard Heamet and other's inner ramblings and where her parents didn't understand how to deal with it, Heamet knew due to having his own powers manifesting at the time when hers did.
He trained her, made her learn how to use it, showed her how it could help people.
And after a few years, she knew exactly how to handle them, and delved into Heamet's memories, within them, she saw things she never should've been to witness and never told anyone, not even Heamet himself.

After her years of High School finished, she decided to join the same NYPD department Heamet was in.
And a few months later, the NYMD was formed.
Summary: A pacifist genetically enhanced telepath secretary.

-Self electrokinesis/Static electricity manipulation: Mateo is able to generate, harness and control static electricity in a small range of three meters at most, with some exceptions.
The main applications of his power are creating shocks, generating ion based forced fields or sending lighting fast projectiles by infusing electricity in them.
His range is limited to three meters although in these three meters, and is often covered in an electric field that nullifies any low caliber bullets going for him, anything bigger will go right through.
Equipment:A rather heavy bag comprised of a lot of coins, of all shapes and sizes.
Weakness’s:
Limited range: As much as Mateo knows how to handle his power, his range doesn't seem to go past three meters, the only way for him to go past that is to send a projectile using his electricity, which needs a catalyst, such as a small coin, or a rock.

Limited electricity: While he can take over static electricity from just about anything, he needs to feed on something bigger every once in a while, typically, a battery will do, although sometimes the need is bigger, which is something that can severely debilitate him in a fight.

Water conducts electricity: Being immersed large bodies of water will inevitably break his connection to electricity, however, simply being splashed with water doesn't work.

Background:
Mateo was born to a rich family in Venice, raised basically like nobility, he soon found himself able to do things nobody else could, such as bending electricity to his whims, something that he almost immediately used to try and help people.
Due to his family travelling, he was often very alone in his house, able to do whatever he wanted without really being repressed for it, as such, he had a very similar education to Heamet, as he was completely immersed into superhero stories, and that resulted in the first time he wanted to try flying.
And the first time he fell in the waters of the city.
Which made him learn about his main weakness, it being water, he also learned about his need to 'feed' on electrical currents

After a good five years, he chose his own cover and became something like the Italian batman, except with less capes and more masks.
During this time, his family discovered his occupations and sent him to someone they knew that was creating a superhero team.
And that person ended up being Heamet.

During his stay in America, he grew very close to Heamet due to the latter's knowledge of Italian, even considering him as a foster father and supplying information, should it be needed.
However, he often goes back to Italy, simply to check on Venice or his family in general.
Summary: A shock happy electric maniac that doesn't look or act his age at all. Has masks.

Congenital Insensitivity to Pain: As the name suggests, she does not feel any pain, no matter how big the punishment is, it won't phase her in the slightest.

Spear Creation: She is able to create spears from nothing, manipulate their properties such as speed, resistance, resilence, and overall sharpness.
It is somewhat similar to Heamet's power in a way, but with less liberties and a much lesser cost.
She can either launch/summon them but must keep visual contact with her target or she can keep them in her hands to keep the spears from dispelling.

Blind Martial arts: Due to her very bad case of dry eye, she had to master some kind of way to fight without needing her eyes to be opened so she wasn't completely defenseless, due to this, she has developed her own little style of blind spear fighting and fisticuffs.
She is able to somewhat feel her surroundings just like a blind person due to vibrations.
She has much quicker reflexes in that state but won't actually see anything beyond ten meters unless she can hit the ground hard enough to echolocate herself.
Equipment: None

Weakness’s:
Double edged blade: Her insensitivity to pain doesn't allow her the luxury of knowing when to bail out, as such, she won't notice internal or external hemorrhage until it's too late, just like she won't notice a missing limb until she fails to use it.

Limited spear usage: She can use her spears and even summon them over people to bring them down upon them, however, if she is subdued by a sleeping dart or drunk, she won't be able to use them, she also needs to have her eyes opened if she wants her spears to be thrown, otherwise, they disappear, she can however make up for it by holding them for CQC.

Dry eye: She cannot have her eyes opened for more than two seconds without it being extremely painful or tiring, it limits her immensely with her spears.
Background: Born to a Chinese Canadian couple, she was raised in Northern America, more specifically Canada, her education was unlike anything you could've expected from those kinds of parents, it was relatively normal and pretty nice to her, they taught her that despite her having powers, she shouldn't think herself to be over others, and instead of feeling superior, she tried to help people as much as she could, even if her power was based on something offensive, she always stood to help anyone that needed it
Over the course of the years, her career shaped up to be a very efficient police officer, however deemed as a loose canon due to her inability to think on when to fall back or how to subdue her enemies.
As such, she was brought to Heamet, already fairly famous for the same reasons and a few other people to create the NYMD, one of the first government regulated task force on the American soil.
To this day, she still is part of the NYMD and still conducts missions on her own.

Powers:
Cable manipulation, he can manipulate anything that comes close to cables or strings.
As long as there are some around, he can use them to his whims.

Equipment: Some form of metallic disc on the back of his hands, useful for both defense and offense, they have several meters worth of various types of cables, including electric ones, although most of them are razor wires.

Weakness’s:
Limited manipulation: As much as he can do whatever he wants with them, including creating more from a cable, he needs to have some around to do anything with it, if he is stuck without his discs and without any cables around him, his power is useless.
If he isn't aware that a certain thing is classified as a cable, it won't be affected by his power.

Backlash: The longer he uses his cables, the worse his arms get, if he uses them for a long time, he will lose his arms due to internal hemorrhage or severed nerves.
Overall, the use of cables damage his body if they are used for an extended period of time, just like Heamet, there are different stages:
-Stage one: Mild pain, difficulty to move hands, movements feel sluggish.
-Stage two: Bruises can be seen, each movements makes the bones pop around painfully, cramps, plus all of the above.
-Stage three: Internal hemorrhage begins, serious difficulty to move around in general, extremely stiff shoulders, very serious pain, plus the above.
-Stage four: Unbearable pain, if not healed, the arms will die due to blood clots around the whole arm, can even kill if it spreads.

Background: Richard was raised in Ireland, raised in a family of poor people, life was never easy for him.
But it managed, although all those years of being harassed as the poor kid in school put a serious toll on his psyche.
When he moved to Dublin, he became a vigilante, determined to break apart the lives of the people that once mocked him, however as much as it may have been so at first, he quickly brought upon himself the reputation of a villain killing vigilante, something he didn't originally wished for but did anyway for the hell of it.
Quickly dispatching most of the crime within Dublin with his sheer presence, he was hailed as a menace by various police departments despite working with them at times, as such he was hunted even by interpol due to his involvement in various mafia based affairs.
He was noticed with Heamet during his stay in Ireland that spanned over a month long and rocked around the whole United Kingdom with, as Richard himself said: "Magical wankers."
He was recruited nearly immediately by Heamet and brought back to America for the NYMD's creation, however, he still goes back to Ireland every once in a while.
Summary: Former vigilante manipulating cables turned cop after a sordid affair over the Mafia and magical wankers.

Gender: Female
Appearance: 1M60, reddish brown hair, green eyes, mix of leather and plating around the torso/arms, light plating on the legs especially around the femoral artery, armor covers most of her body, though legs have less protection and are mainly jeans, wears hunting boots.
Group Affiliation: Considered to be with the NYMD, in actuality, she just helps whenever she's needed.
Powers:
Elemental weapon creation: Johanna can, if she has immediate access to the element, a weapon made out of Earth, Air, Water or Fire.
Those weapons can range from daggers to bows, going from spears to swords.
She can, theoretically create as many weapons as she can, as the only thing she does is model them in a certain way, and can even combine elements to create other ones such as ice, magma, or steam, however, as she only controls the main elements being the ones stated above, she cannot create, or control them to be weapons, though she can make ice from water, she can't modify its form once it's transformed.
Despite her not being able to create any pieces of armor, she can still make shields.
While she can theoretically create as many weapons as she wants, she does not modify the molecular structure of the weapon, and can only, for instance with water, keep it the way she wants by either using telekinesis as state, or holding it in her hands, however, as soon as it served its purpose, it turns back to a puddle.

She however needs to have enough of a material to create something from it, and certain materials are either harder to find, harder to pull out of the ground, or simply hard to work with. For instance, stone or dirt is very easy to work with and can be done within a second, however, metals of any kind will take up to a full minute to even start bending the way she wants.
In general, the primordial elements are very easy to work with, Air, Fire and Water are the most 'stable' ones in terms of crafting time, they take up to maybe five seconds, with the exception of Air as it simply needs her to want the wind to bend, however, as stated, it won't cut unless it's at hurricane levels.

Lesser elemental telekinesis: Theoretically, Johanna doesn't need to be very close to anything to create a weapon, actually, to create them, she needs to move them around. And what better way than telekinesis? While she can only move small bits and pieces of elements, it is still nothing to scoff at as it allows her to completely control her weapons even when not holding them, notwithstanding Air weapons. A big example of what she can do is create a shield/arena around a radius of ten meters around her by simply touching the ground.
Her maximum range is seven meters.

Advanced chivalrous training: Due to her upbringing, she was trained at a very young age in the same way the knights of old were.
Due to this, she is remarkably stronger than most people and has unparalleled mastery over weapons such as bows, swords and spears.
Along with the reflexes to boot. And the resistance to booze.
Equipment:
-Titanium/Silver alloy english bastard sword, masterfully crafted.
-Armor all around her body, mostly constituted of leather and plate on the most sensitive parts of her body, as in the neck, thighs, upper torso and forearms.
The leather is mostly used to give leeway for movement.
Weaknesses:
-Armor is heavy yo.: Her armor makes her very slow, so despite being able to take quite the beating due to it, her reflexes don't allow for much immediate response, even if she is trained and will be able to run faster than most people in the same situation, a fifty kilogram weight on you is still a fifty kilogram weight on you, notwithstanding the sword as well.
It also makes for poor disguise and overall lacks in the stealth department, making her a very easy target.
Additionally, due to the metal, it clinks around every so often, making her rather loud and easy to hear.

-I will give you a fair fight!: Johanna has a very, very chivalrous upbringing and as such, the honor that comes with the code of chivalry may be revised to the common day and age, but the dogma itself stays the same, in a fight, she will not hit from the back, nor will she let any civilian get in the way of harm, even if she has to take a lethal shot to save them.
This accounts as a reflex and is more often than not bringing her into the face of danger without actually wanting to. Additionally, running away is not an option.

-I can't work with those tools.: The nature of her power makes her unable to create any form of armor, nor maintain it or make it tougher, she can only create shields at most to protect people, and although the precise nature of the shields may vary, they still are the only thing keeping her from dying at a moment's notice.

-I need more minerals.: If a certain element such as water, or fire is nonexistent or in small quantities around her immediate vicinity, she will not be able to use it, or in the case where there is only a limited supply of it, she will only be able to make small weapons from it.
i.e: The flame from a light won't make a sword, it'll make a needle unless it's a really big flame.
i.e: In the rain, she will only be able to create a small needle and will have to wait for other droplets of water to add to the initial weapon for it be of any offensive significance.
i.e: An air weapon will just be what it is, wind shaped in the way of a weapon, but it won't cut, in fact what it'll do is push back the target at most, hence why Johanna only uses it to propel arrows or projectiles.

Background: Johanna Elwira Wyvill is a Norman girl raised in the countryside by a rather unusual family.
For generations, not only her power, but her profession has been passed on from member of the family to another, and currently, she is one of the last of that knightly bloodline, and coincidentally, one of the most powerful they've seen in decades.

As such, ever since she was of age to hold a sword, she's been trained, mentally physically, psychologically, simply to put the tired minds of her family at peace knowing that their youngest is not a failure, and a worthy heir to their name.
During her childhood, she trained with her father, uncle, and cousins, as they were mostly male, however it never stopped her determination to be, if not better, at least on par with them. And to her surprise, she did, and faster than she thought herself.
And as she grew, she molded herself into the woman she is today, however, it was not until a certain incident that she fully realized how important she was to her bloodline.
Something stupid, absolutely ludicrous to think would happen to a family of that size and those powers.

On the fifth month after her 19th birthday, the family domain burned down, taking her cousins, the much likelier heirs of the family, her father, and the elders, all while she was simply off to a friend's house a couple kilometers away.
It didn't traumatize her, far from it, in fact it made her so determined to live on for the rest of her family that weren't there anymore that she salvaged her armor and her sword, miraculously saved from the debris of the house, and set off. At first, she went for the major cities in France, then climbed on a boat to England, and settled herself in the Scottish highlands, not without having her fair share of adventures there.
Shortly after her third year there, which marked also her 22th birthday, she met Heamet and Richard in their, as Richard so richly put it as always "Magical bullshittery" fought and formed a great friendship with the duo, And helped the NYMD in European affairs but never actually accepting to be officially affiliated with the organization.

As of now, she is one of the less active members within the department, as she never really comes to America except on exceptional terms such as a serial killer running about, however for now she is still in the Scottish countryside, helping all that she can.
Summary: A chivalrous maiden filled with the need to protect with every means that she has, often consisting in the elements storming around.





Group Name: New York Meta Department
Public or Private? Application is private and kept only within the high spheres of government and the NYMD archives itself, the organization itself is not that well known by the public, but isn't technically secret.
Group Size: About 10-15 members, counting in the new members.
Areas of operation: New York City, although, they have been involved in operations with the military and the SWAT, reports tell that they've operated a few times in Europe.
Leader: Heamet Lareylis, nicknamed variously by members of the NYMD and called Boss or Heamet by anyone else.
Sub Leaders: Carly Owlson
Important Physical Assets: Has access to various levels of technology, including laser based weaponry, healing is pretty advanced compared to the public medical assets but doesn't go much further than Technocytic bandages.
Monetary Assets: All of the members within the department are very well paid but in and of themselves, they do not have any sort of standard weaponry or vehicles, all of the members in the NYMD have some sort of personal vehicle or weapon that is not subsidized by the government itself.
Greatest Restriction or Weakness Lack of movement, they cannot go anywhere exceptionally fast unlike a lot of other organization, their movements are limited to their own means.
Backround Initially the NYMD had five founding members, that are still around to this day within the NYMD itself, it was a group created from police officers who had gone rogue with their powers, criminals wishing to redeem themselves and other police officers that couldn't bear to be limited in their job when they had powers they could use for better results.
As such, Heamet himself started the initiative, asking the federal government itself and making use of his connections to create the new department, with him in charge.
Over the course of the five years since the NYMD has been in action, they've recruited more and more people and earned the trust of both government and military, getting involved in their operations quite often.

The five founding members were, and still are:
Heamet Lareylis: Chief of Operations, Barrier manipulation, magic based.
Carly Owlson: Secretary, Chief of communication, Interface Creation, visualization, telepathy. Genetic enhancements, magic based.
Richard McHearty: Agent, Cable manipulation.
Mateo Vasarelli: Second in command, 100% muscle use, Electrokinesis. Meta based, modified genetic physiology
Gwyn Long: Agent, Congenital insensitivity to Pain, Spear Creation. Magic, genetic changes.

Copper hair styled in a pixie cut. Has a scar from her left cheek down to her shoulder. Simply think Slavic-Japanese features but with with a highly angular face and eyebrows that looks like Spock's. Also a left arm amputee, only her left shoulder remains. Wears a specially tailored jet black suit coat that conceals firearms and weapons with matching slacks, wears a very dark grey shirt underneath and a satin black tie, also wears low-cut men's size black leather shoes with classic retractable hidden blades in each shoe. Also has cool black lens shades.

Powers/Abilities:

+Bottomless Magazines: More gadgets than actual superpowers, these hammerspace portable tunneling devices are disguised as machine pistol and pistol magazines, specifically used to store and create infinite amounts of 9x19mm and .40 S&W ammunition seperately. The "magazines", once installed in specific weapons, will instantly grant it (and the user) unlimited ammunition once the magazines are inserted, unless the magazines themselves are removed from the guns. Comes in two different sets that produce two different types of ammo.

+Psychic Limb Generation: Thanks to an experimental chemical injected in her spinal cord, she is able to generate a near-invisible psychic limb in place of her amputated arm whenever she can and needs it, which distorts light around it. Her psychic appendage is the same length of her other arm and is able to lift at maximum 900 pounds with it. However, she cannot manipulate the shape, size, number and length of her arm, and requires slight concentration to maintain it. She can make the arm disappear and reappear again.

+Superb athlete, martial artist, and weapons expert: She always has been an athletic type of person, excelling in various athletic disciplines such as gymnastics and track-and-field. She is also quite a suprisingly decent martial artist despite her handicap, proficient specifically in judo, krav maga, arnis and taekwondo, and equaling or even beating some grandmasters.

Weaknesses:

-Bottomless Magazines still function like normal magazines, meaning they are meant to be used in specific weapons, will not work with other weapons of different magazine slots, if its not inserted to a gun and are only limited in numbers, really
-Bottomless Magazines do not alter the state of weapons, they only give it unlimited ammo. Thus, the guns themselves are prone to damage and overheating if the user is not careful
-Psychic limb requires a near-conscious level of concentration in order to maintain. However, if the psychic limb is used for too long, (4-5 hours above) it can cause fainting and even damage to the user's system
-Passing out, being taken by surprise, getting wounded will snap her concetration and the psychic arm disappears
-Technically has 100% Grade-A human physiology
-Each time the Bottomless Magazines are attached to a gun it takes them a second to generate all of the metaphysical energy and ammunition. It won't start producing bullets until 2 minutes after it has been inserted into a weapon.
-The Bottomless Magazines draw energy and matter from sub-dimensional parts within our universe. This means that very specific kinds of technology could track the magazines based on transdimensional energy release and if something disrupts these transdimensional forces (like a monster or another weapon) the magazines will run out of materials to make bullets temporarily.
Background:

Tanya Petrovich was born as the youngest of three siblings in Krasnodar, Russia (formerly USSR) to Boris, a KGB agent for the former Soviet Union and half-Japanese mother Yuriya, who had died in birthing Tanya. Her father became cynical and jaded at the news of her beloved wife's death, almost and abandoning and blaming the infant for the death of his wife. Her eldest brother's hobby Nikolai was hunting and biathlon, and in his vacant days he let her curious baby sister take a few shots of his rifle, and turns out that Tanya had a natural ability in marksmanship.

Following the collapse of the Soviet Union in 1991, Tanya was only three years old at that time, and the KGB dissolved along with the once mighty Union. Her father consequently lost his job and the family was struck hard financially. They had to sell their house and other belongings to avoid debt and moved to Siberia, where they temporarily stayed until her father found a job as a security guard in Moscow eight years after the Soviet collapse.

Tanya's father was a stern, but a gentle man and when he discovered her only daughter's talent in shooting, he gently pressured her to excel in not just that field, but also in athletics and academics. Her father no more less expected only the best from her children, and from a ripe age, he mentally and physically conditioned his children to become strong, even when before Tanya was born. As a result, he forced his children to perform strenuous exercises, and punishments for failing are severe. At point, an eight-year old Tanya was left alone in a middle of a blizzard night with only light clothing once when she had a low mark in a science test.

However, despite severe early training and brutal punishments, Tanya steeled herself and strove to be the best, and has always thought that others are better than her, and must do anything to equal and surpass them, thus developing inferiority complex at such an early age. Yet she truly succeeded athletically, particularly in biathlon and gymnastics and academically in her school years, but her complex has made her aloof and socially distant from her peers, especially in her early high school years.

In the third year of her high school career she and her family had emigrated from Russia to the United States. When she reached 17, she applied for the USMC with parental guidance, serving two tours in both Iraq as a sniper before leaving the military and heading back to her motherland, Russia. There, she was granted special citizenship and joined the Russian spetsnaz group OMON. Unfortunately in a counter-terrorism operation in Chechnya, Tanya was hit by a rocket propelled grenade while she attempted to snipe her targets. Fortunately she survived with her left abdomen and face luckily intact, her left arm however wasn't so lucky.

Her left arm was amputated, and Tanya was honorably discharged and was awarded with service medals. But then, not even rewards are not enough to stop Tanya becoming cynical and feeling lost. She wasn't sure if she was happy that she cheated death or not because she lost her left arm. Without the presence of an arm, Tanya found initial difficulty in doing everyday and household tasks, but she got through it and became accustomed to using and even reloading a gun with just one hand, even outdrawing skilled marksmen in a daily basis.

One day, Tanya would be invited to Geneva, Switzerland by a mysterious man in black who claimed to return his life back to normal and grant her powers she could only imagine. Being cynical in nature she mocked the offer and refused it many times before she gave in. After she agreed, Tanya was then escorted by UN agents from Russia all the way to an hidden metahuman research facility whose location was censored off the map. It was only when she arrived that she realized that she will be experimented upon and thus attempted escape, although the guards prudently apprehended her with a stun gun.

Tanya then awoke with a rather odd feeling in a what seems to be a pristine white hospital room, contrasted by the mint curtains, bedsheets and hospital gown. She then noticed a weird, arm-shaped near-transparent psychic appendage distorted by the light, seemingly attached from the stump of her left shoulder. She immediately got up when he was greeted by the same man he met before. The man identified himself as Michel Doe, a UN Metahuman Deployment Taskforce high-ranking agent and said that she will work under him and the said organization, stating that she will report at New York a week after. Tanya gathered her favorite firearm and knife, twin Steyr TMPs and a Fairbairn-Sykes British commando knife which she received as a present from her father during her graduation day in Parris Island before she officially joined the USMC, and other belongings for departure to New York.

Once she reached the UN headquarters, she was called by Michel Doe to his office, where she was greeted by her new boss. Doe then presented four sets of Steyr TMP magazines and a SIG Sauer P226 with four sets of magazines. Michel Doe then said that these magazines are "quite special", for they never drain of ammo as long as the magazine is installed in the weapon. Tanya then asked what the hell did these magazines come from, and whether her boss was bluffing or not. Doe then calmly responded that each magazine contained a nano-tunneling device of alien origin, with storage capacity like a pocket-sized black hole. Skeptical, Tanya carried the pistol with the magazine attached on it and tested it in a firing range. Tanya fired 10 shot from the pistol, all hitting bullseye, and noticed the lack of need to reload. There, she truly believed it and from that point she committed herself to the enforcement of metahuman laws as a UN agent.

Summary: Tanya Petrovich (AKA Curveball) is a former US Marine a skilled marksman that seldom misses and spetsnaz agent who lost her arm in a counterrorist operation in Chechnya. A psychic arm replaces her left arm and has firearms that never run out of bullets.
