Background:Damian was born in Salt Lake City, the fact that he was seemingly a skeleton caused his much distress to most of his family, to the point of his father having a blood pressure related death, and his grandparents on his mother's side trying to kill him, claiming him to be the anti-christ. His mother on the other hand thought otherwise, and swiftly moved away from Utah with Damian in hand.

They settled anew in Maine, and when Damian started school at the age of five, it became immediately apparent that his skeletal appearance wasn't the only thing special about him. He was bullied rather aggressively, but every attempt was met with a thorough response from Damian. Over the next two years Damian was put in detention or suspended due to the school's zero tolerance policy. In order for Damian to put his pent up aggression elsewhere, his mother signed him up for martial arts classes at a local gym.

It's debatable as to whether this made things better or worse. Damian began making friends since he had calmed significantly and was no longer seen as the scary skeleton kid, and while violent exchanges between Damian and any bullies became rare, when they did become violent, things became rather bloody. As another layer onto Damian letting out his anger elsewhere, he went on international trips for Judo competitions, usually placing on the podium. This pattern continued until his Junior year of high school, when things went a bit too far. He ended up snapping the femur of one boy's leg, and caused almost three thousand dollars in damages to the principal's car in the resulting fight in the parking lot.

Damian was promptly expelled and nearly arrested. The only reason he was spared a trial was because an Academy opened in Maine that accepted Meta-Humans exclusively... That chance was promptly squashed as it was closed down rather quickly. Though with the patience hammered into him since he was six, Damian found another school that could deal with the fact he could ruing people's joints a bit too easily.
Summary:A teenager who seemingly has no flesh, he doesn't take kindly to bullies, and is capable of holding his own in a fight against the average person. He's also fond of Halloween parties.

Under the strange light of his spectacles, it looked like a pair of wings stretching to envelope them. With a shout, he yelled for his girls to run.

Child services picked up Sarah, Ann, and a crying Mercy on the side of the road walking back to London and placed them in the foster care system. It was not long before it came to light that through events none of the girls could remember they each had strange metaphysical powers. They bounced between a number of different families always arguing with each other about how much to use their powers and how to cope with their loss. It didn’t take long before Sarah joined the military and Ann ran off to seek out the source of their powers leaving a 14-year-old Roc on her own with a super strength and a set of wings.

It didn’t take long for Roc to get into trouble. Fights at school were destructive and Mercy’s penchant for using her fists to break up muggings didn’t help. She wanted to do good and help people but things always seemed to get out of hand. It didn’t take long for her to come to blows with a supervillain, another kid around her age who she killed by accident. Captured by the English Defenders she was sentenced to undergo life imprisonment at the Defenders Tower. However, because of the Carwen’s dual citizenship and their father's ties to DARPA, an agreement was reached. If Roc attended training at the Talbot School and joined up with the Knights of America’s after graduation they would stop her from going to jail. In response both of her empowered sisters have begrudgingly joined the Knights to better oversee their younger sister and make sure she stay’s safe.

Powers: Massive regenerative capacity including limb reattachment and regeneration (which she doesn' know at the moment) and enhanced health stemming from this.
Equipment: None.
Weaknesses: While able to regenerate, Jocelyn will still feel the full, potentially crippling pain of any injury she sustains, meaning that while she might be hard to kill she is easy to incapacitate.
At this point she has no useful combat skills and she will never perform at anything more than peak human.
There are limits to her regenerative abilities - she won't recover from major dismemberment such as being blown up or fed through a giant meat grinder.
Background: Jocelyn comes from a middle class family in suburban New York. She has two older brothers and has always been something of a tom-boy. She is very good at soccer and had, until recently, hoped to use that skill to gain a sporting scholarship at a good College. She is also something of a party animal and tends to get rather competitive, particularly with males and particularly when it comes to anything to do with physical activity.
It was this that led her to the accident that led to the activation of her mutant genes six months ago. While heavily drunk at a party she felt compelled to climb onto a balcony railing (as somebody else had), slipped, fell two storeys and impaled herself on a metal pole that had formed part of some scaffolding. When the ambulance staff arrived they were horrified to discover that the person on the pole, despite a broken spine, ruptured aorta and punctured lung, was still alive and semi-conscious.
The pole was cut from under her and Jocelyn was rushed to the hospital with the pole still through her chest. After performing an x-ray, the emergency room doctors deduced that Jocelyn's injuries were too severe to survive. The pole was keeping her alive at the moment, but death was inevitable. Quietly it was agreed to ease her suffering by removing it. It was expected she would bleed out in seconds. Instead, she made a full recovery within the hour. There was not even a scar to tell of the event.
Ever since the event, Jocelyn's parents have been worried about her. Following the viral attack in New York that left her deathly ill (as her heightened regenerative abilities came into conflict with the destructive power of the virus) for several days, it was decided that Jocelyn needed to spend some time among other mutants who might be able to help her understand the changes she was going through.
Jocelyn is still young and very impressionable and while she admires many of the more public heroes in the city, if she ends up with the wrong kind of mentor she could end up using her abilities to exploit rather than protect.

Mach 5 and teleportation are both teir 1 powers. Having both to the degree you do is much too powerful. Also their is no such thing as a minor quantum power. Give me specifics.

There wouldn't be much to explain because the concept is pretty open ended.
It's just that powers like super speed of that degree and teleportation are both powers which could make a very powerful character on their own.
If for example the speed was at peak human ability and the teleportation had a short range and a serious down grade it would be perfectly fine.
But running as fast as Quicksilver and having a better version of Nightcrawlers powers is pushing it.

So I'm sorry but I'm just going to recommend the powers but obviously, this is taking a long time.
This RP is for at maximum Green Lantern, Iron Man level characters but with these powers, we are looking at a character that is not only incredibly fast and quick but has all sorts of trick powers that can be used to greaty effect.

Problem with powers
1: Mach 4 speed. Running faster than most combat aircrafts could be your only power and you would be incredibly strong. You can dodge bullets, break a man in half with a punch, and react faster than all but three characters in the thread. This is your first power.
2: Teleportation. Jump ANYWHERE in the world, past nazi defenses, past American guards, past plans and story and do whatever you want. Teleportation needs serious weakness's like needing to see where you going, breaking the user and physics or a range limit. You have none of these. You just say, "I teleport behind the bad guy even though I don't know his coordinates and kill him at speeds faster than a plane."
3: Invisibility. Another power which could be the only power of a powerful hero. Here you have a time limit which is good, but not a time limit on how much longer before he can use it again. Having this and the two powers above is a little bit much.
4: Wall crawling and Web shooting. On it's own fine but it's not on it's own.
5: Suit. No details so I need to assume which a problem in an of itself. Because you're moving at supersonic speeds this needs to be bullet proof or else it will burn up which is a little bit much on top of everything else.

• Invisibility: Can become invisible to eyesight for as long as he likes. Can't teleport while invisible. Doesn't mask the smell, sound or motion. Constantly feel's like he running while invisible so strenuous work can't be easily done.
• Wall Crawling: Can adhere to any none slick surfaces.

General weakness: Strong electromagnetic fields turn off or weaken his powers.

• Suit: can protect from low caliber weapons and has a head up display advanced as a smartphone.
• Some cheap easy to get weapon, like a taser or mace spray.
