History's quite different in this. The Baltic Sea is much less your domain so your trade will be quite different. Well the HRE is 8, and I imagine they'd do everything in their power to stop you teching, but with trade routes and that bringing in tech you might be a solid 7.5

Your blimp can't really do much though. Your only real means of attack would be like archers stationed in the blimp, or maybe dipping pots of boiling oil over the side.

It makes you invincible in the air. On ground you still run a slight risk that grows bigger as I'll make it a point to steal dropped rifles and other technology. Hitting me hard is your best part because if I get one moment to catch my breath I'm making the most of it.

I mean, think about it, he inherited France, the Netherlands, and the HRE (and if I recall, the Hansa League is recently independent), not to mention any and all territories belonging to said empires. That'd cause a few stains in the pants of the rulers of Europe, which would no doubt explode into war.
