Short Bio:
John started his career in 2004 when he was elected to the Findlay, OH, City Council. He served 4 years on the council, influencing city policy and helping to reduce spending drastically. He pushed for better roads and infrastructure investment, while fighting to cut wasteful spending and rein in the cities harmful ordinances on businesses. He encouraged the Council to reduce City Taxes on business. His popularity soared in Findlay, leading him to run for the Ohio State 83rd Congressional District in 2008. He narrowly defeated Dave Burke (R), 16,780(51.6%) to 15,738(48.4%). No Democrats ran for office in the district.
His tenure as a State Representative was fairly successfully. He pushed for state wide income tax cuts and a decrease in corporate taxes, and with the recently elected Republican State Legislature, both tax cuts passed. His sucess got him appointed to the states Budget Committee, where he then proposed decreasing state wide spending across the board, cutting funds to multiple departments to balance the state budget. The proposition was defeated, but his effort was recognized by voters. He then proposed cutting funding for abortions, and the resolution was narrowly defeated. Regardless of his losses, he was reelected to the State House in 2010 in a race against Democrat Fredrick Stevens. 40,700 voters came to the polls, with 26,600(65.4%) of them voting for Leeman and 14,100(34.6%) for Stevens.
The victory allowed him to continue his push for state wide budget reform, which he finally got in some form. In 2011, he managed to push a budget through the committee that slashed spending by 1.2 billion dollars. He and 3 others were noted for their work on the budget, and the House Speaker appointed him Chairman of the Committee. He was later appointed to the Ohio House Commerce Committee, where he made attempts to encourage business investment. In 2011 he also voted against a minimum wage hike, making a public statement about its risk to commerce. He led the opposition to the minimum wage hike, succesfully defeating it. His support only grew, and in 2012 he announced his candidacy yet again. Winning a land slide election, he took in 26,900(67.3%) votes to his democratic opponents 13,100 (32.7%).
The massive victory was not his only gain that year. He was chosen as Speaker of the Ohio House of Representatives. The position allowed him to work in accordance with Governor Kasich to actually create a state budget surplus of 1 billion US Dollars. He passed tax cuts and reduced spending again, and supported a controversial Religious Freedom Bill. The controversial Bill aimed to fight discrimination against Muslims in the workplace. Leeman claimed he supported the bill because it also protected Jews in the workplace.
In 2013, he passed a bill that cut regulations on industry in the state and decreased taxes paid by small business. He also voted in favor of a bill legalizing Marijuana Oil Extract for medical purposes.
His support had broadened state wide as he began to appeal to a wide group of independent voters. His moderate appearance weakened him among Conservative Voters, but in Ohio is was moderates that won. He Announced his candidacy for Governor to a crowd of 45,000 Ohioans after Incumbent Governor Kasich announced his retirement. His opponent, Democrat Ed FitzGerald, put up a strong attack against Leeman but it wasn't enough to overcome his popularity. He crushed FitzGerald entirely in a major victory. 1,922,436 voters (63.8%) cast their ballot for then Speaker John Leeman, while 989,201 voters (32.9%) cast their ballot for FitzGerald. The massive victory underlined his popularity, and similar Republican gains were made in the State Legislature. Total control by his party gave Leeman the opportunity to bring major reform to Ohio. He pushed through his budget proposal, creating a 1.2 billion dollar Budget Surplus. He managed to push through tax cuts for business, and opposed a democrat proposed raise in the minimum wage. Educational reform was brought about as well, with the Legislature passing a new Educational Funds Act. Money given to school districts was slightly increased, and the bill requires that no more than 20% of a schools funds go to sports. He signed the Infrastructure Reinvestment Act, taking money from the Budget Surplus to rebuild roads and expand highways throughout the state. He also approved the Farmers Act, which gave Ohio farmers a small tax break to stimulate growth in the sector. Similarly, that same year, he signed the Industrial Renewal Act, which cut taxes on industrial sector companies by 2%.
By 2016, the budget surplus remained a steady 1.2 billion dollars and the Ohio economy was doing well.
The economic growth from 2 years of the Leeman administration led his aids to suggest a run for the Presidency.
