I was 20 years old and fresh out of basic training and tech school, when They let me into the Air Traffic Control Tower, and Air Traffic Control wasn't my job, I was a Combat Controller.

Same in The US as well. The kids get to play with the toys, while as you get older and gain rank, you just baby sit and make sure they don't brake the toys.

That's how it works. A Company of US Soldiers is lead by Two People and that would be roughly the size if not bigger then the crew of the Cygnus, besides David and Joseph are suppose to Mentor them not Supervise them.
