So does Joseph to a point. His intent was not to harm, but use to dealing with Pirates, and Terrorists in interrogations/debriefings, who won't cooperate if weakness is shown, so doesn't know when he is pushing things to far

That was kind of the point. You see that happen between Troops and Doctors a lot.

Troops in this case are sworn to protect the Ship and it's crew, as where Medical Personal are Sworn to protect any one and every one they can, no matter what they think of the person they have to save.
