It's fantasy in that it has fantasy races and magic. At least for now, that's most of the fantasy. Unless you had any ideas...?

Magic in this world is something that certain people are born with. Most are capable of doing the occasional tiny tasks, but for the most part, only smaller groups are powerful enough to do anything significant. It occurs most commonly among Angels, Fae, and Demons (although it's illegal for Demons to use magic, and Fae are heavily restricted) but can occur outside those races as well. For the most part, magical skill is hereditary, leading to a lot of marriage between powerful bloodlines, but sometimes there are exceptions, with either a child being born unusually powerful or weak for their family, or somebody becoming more powerful through intensive study.

I can't imagine a dragon would be capable of living inside a tightly packed city. Every time it went anywhere it would level a few blocks in the process.
