“I would say the Geneva conventions-but they restrict things nearly harmless and allow for things far worse-if one of us uses tear gas, there is no justification for declaring war. An invasion of the other state is a clear cause, as would be the invasion of another to which one has a defensive pact-but simply allowing for nullification in case of aggression disallows any real action. The requirement for a joint agreement on an action taken would solve the issue-but limit the political freedom of each nation overmuch. Conversely, one could be arranged in which active objection is required against an invasion-but that is similar, if in the inverse.
With two states, a veto power goes too far-but it seems that something of that type must be necessary. While I despise vagaries, I cannot think of a more effective standard than one in which nullification can only occur, if necessary, with one party’s invasion of a third to which the second party actively objects. We must, of course, hold to some kind of gentleman’s agreement so as not to make such an objection unless absolutely necessary-but I think that, of this crop of options, it stands as superior to the others."

"I must respectfully disagree on a free trade agreement. I think it is fairly clear that such would greatly hurt the infant industries of both of our nations. My production of electronics would collapse, your markets in heavy metals would implode. While I am a firm believer that specialization is ultimately of the greatest aid economically, in such an unstable situation, betrayal or destruction on either of our parts would drag the other down with it. For the border-I agree with the removal of troops from such to a minimum. Save Las Vegas, and some training operations in the Mojave Desert, I do not plan to keep any major force there. The establishment of embassies in both Kansas City and Sacramento is, I think, an excellent step towards future friendship."
"I believe that, for some specificity in what is allowed on the border, that armored vehicles, long-range artillery pieces, helicopters, and combat aircraft, specifically, should be banned. Such weapons are clearly the most critical for first-strike capabilities, and the limiting of border forces to infantry, and, perhaps, if necessary, light mechanized vehicles, we will be able to keep tensions there to a minimum,"

To: Chancellor Eberhardt,
It has taken some thought for me to understand that cooperation between our respectable nations is needed in order for both of us to survive, and, although, it pains me, I've decided to capitulate to my conscience and throw this idea on the table.
Alaska has oil, and we also have steel. A collaborative project on an oil and natural gas pipeline would benefit both of our economies. Let me know if you're interested.

Operational range:

Speed:
Road: 54 km/h
Off Road: 48 km/h
Notes:
Target awareness, detection, and tracking is minimal, along with other electronics systems-escort by infantry or other armored forces is a necessity, save at close range.
Electronic targeting is minimal. Front-mounted turret design provides excellent optics, but somewhat hampered by angled armor around the turret. Firing on swiftly-moving targets is difficult.
Commander's Copola added to the top of the turret, boosting visibility, at the cost of a small hard to target weak point
Front-mounted turret has excellent traverse rate.
Heavy armor leads to weight substantially greater than most modern MBTs. Extreme broad tracks amerliorate this concern on-terrain, but the mass makes air deployment difficult.
Modification added to allow the tank to be transported a Lockheed C-5 Galaxy, but no other airlifter has been found to accommodate the tank
Relatively low operational range to save cost.
152mm has muzzle velocity issues. Direct fire function added to the howitzer allowing it to have more of a chance to counter enemy tanks
Short-barreled gun, and muzzle velocity sacrifice substantial reduce turret weight, allowing for noted greater traverse, as well as the greater space and mass allocated for the engine and armor.
Heavily manual controls and motor considered highly reliable, but lacking in effectiveness provided by modern systems.
Large fuel capacity somewhat restricts ability to turn swiftly.
Operational range tuned down to make room for additional armor
Engine is rear-mounted.
Additional armor has further reduced speed, but it is still considered acceptable for Commonwealth purposes
Broad tracks, large, overpowered engine, and direct suspension enable excellent off-road performance, though said tracks reduce speed on-road.
Broad tracks lead to a greater area to be struck by mines, though durability against such is excellent.
Protection is designed for attacks from multiple angles, and is considered effective against man-portable anti-tank weaponry.
Armor skirts, pauldrons
Lower autoloader capacity allows the vehicle to survive more shots
Slightly longer to pontentially convert into IFV
Some fuel tanks mounted externally, with a simple mechanical lock to prevent fire spreading , making the tank more survivable in the case of getting hit, though at the expense of potentially reducing operational range in combat
WEAKPOINT:
Rear lower glacis has been reinforced, and a skirt added to the rear, though this has lead to mild back-heavy issues, fixed by adding more armor to the front to the balance the tank out
Rear glacis still can be penetrated by Abrams fire
Track reinforcement was an extremely simple affair, burrowed from CR engineers
If pauldrons are struck from behind by some manner, or punched through, armor beneath them is extremely thin,
Aerial attack is still a major problem for such a lumbering beast

Garestaer,
While I think such a project a sound decision, I believe it largely impossible or impractical without the support of either Washington, Oregon, or Canada. The latter is impossible-the former, though, is worth an attempt-unless you have another idea on how to connect such a pipeline to the Republic without crossing through possibly hostile territory?

To: The Constitutional Republic of Freedonia
From: The New American Republic of the Union
Dear Whom It May Concern,
The New American Republic of the Union which has involved itself in a war of liberation against the tyrannical regime of Robert Stull has faced grieving losses. The majority of these came from the bombings of Chicago which has spun the wheels of war to defeat the dictatorship to the East. To prevent such bombings, missiles have been employed and have worked successfully but as production is shifted elsewhere, we propose a deal for the purchase of missiles produced by Freedonia and in return a share of tank production will be diverted towards Freedonia for the continuation of the agreement. May our need be satisfied and aid both the nations.
Sincerely,
The Government of the Union
