Building a new facility is the right idea-but it just takes a while.
The boats are perfectly fine-you can up both that number and the land-based one if you wish (though, of course, that takes resources from elsewhere)
With the F-35, you are sort of in the same situation as me, a little better off in that you are better suited to the craft, but worse off in facilities. Once you get going, you can keep going, but getting started takes forever.
Really, getting five out in a quarter is a little on the edge, but I will allow it, smaller state and all that, could use some boosting, and you are definitely making it your focus. Of course, that takes dollars from elsewhere, but that should be OK.
