There are those who can use telekinesis to affect time or push away death so like Atria said, depends on how strong as some can barely life an apple with it.

Telepathy, I think it depends more on the capability to think than having a brain. That said there are those who can use telepathy on things it shouldn't work because they can read some sort of "what if they could think".

Gender: Male

Age: Unknown.
Created around the same time as androids 16, 17, and 18 as a companion. Another speculation is that he was created to be a counter and a premature "abortion method" to the incomplete "unborn" cell or the imperfect Cell. Some even speculate he was one of the first androids Gero created, a forgotten project later perfected. We don't know.
By height and muscular composition and human appearance (he's a bit taller than the other 3 androids listed) we can assume that he is around the age of 17.

Backstory:

Originally created as the ultimate solution to his problem of not being able to kill Goku, Super Android 21 later turned into a project Gero put almost as much time into as Cell, perfecting to make the perfect warrior for the job.
Android 21 was repurposed as an "emergency abortion method" to cell, made to destroy the bio-android menace should he become too powerful to control. This also lead to him having the same purpose in the eyes of the other androids, 16, 17, and 18, as a method to keep them in check if they turned out to be to powerful to control (or turned against their master). Which, by the way, they were. Now as the "deterrent" to 17, 18, and 16, 21 was considered a high value target, so much so that 17 and 18 desired to have him on their side when they would rebel against Gero.
As the current timeline goes, Dr. Gero, in his frantic attempt to get some extra firepower to deal with the Z fighters closing in on his lab, activated Androids 17 and 18 (but forgot to activate 21), which cost him his life. 17 killed Dr. Gero and instead chose to activate 16 and 21 himself, agreeing with 18 to use the former to as a challenge to Goku and the latter as an extra man, just to see how powerful he just was.

They were, however, surprised to see how powerful this Android 21 was, opposed to the quiet and pacifistic android 16, and soon grew a liking to him. Little did they know, however, that Android 21 held a dark secret- a secret that revealed a horrible ending making them regret they even awoke Android 21...

But, right now, let's just deal with the beginning parts, shall we?

Powers and Abilities:

• Android Physiology: As he is an android created by Dr. Gero Solely for the purpose of killing Goku, there is no doubt that Android 21 has some nice traits and abilities up his sleeve to help him achieve his goals.
  
  • Semi-Immortality (almost): Dr. Gero's process of turning a human into an android, by fitting a them with both bio-mechanical and cybernetic enhancements, completely halts their aging, thus making the cyborg immune to at least natural death/illness. This means that Android 21 ages extremely slowly, being mostly part machine. Much like android 17 and 18 he was originally a human, but was more modified than the others for unknown reasons. The bio-mechanical enhancements are organic substances patterned after human cells, which allows the androids to technically not have to eat, but stay hydrated, which is not even close to a weakness. This does, however, make them susceptible to a bio android, like cell, absorbing them, but 21 had otherwise.. [see Darwinian protocol]
  • Training Capabilities: As 21 is part human, he is capable of training in order to increase his strength.
  • Human Creativity: As 21 is part human, he thinks with both the human and the android parts of his brain. While he may seem like a computer judging by his personality, he can use human creativity and improvise, something robots are not programmed to do.
  • Masked Energy: Being an android (really a cyborg), Android 21 has a no ki energy given off of him, a huge advantage for energy sensing opponents.
  • Unlimited Energy Power Cores: Dr. Gero gave the cyborg-like androids power cores with an unlimited capacity for energy, allowing them to reach ludicrous powers and go toe to toe with even the toughest opponents. When using his Absorption drive (see it in Darwinian protocol), 21 is capable of absorbing some energy from opponents, and using it for his own benefit. Ki energy works the best for this, as it is most stable.
  • The "Red Eye": 21's eyes, although very pretty, hold a more practical use in the field. His eyes are miniature supercomputers, fitted with the latest of Gero's technology to maximize efficiency. When activated, it shows a motherboard style glowing texture on his eyes for aesthetic effects, though this can be hidden. It includes:
    
    • Heads up Display with various modes
    • Scanner/Database
    • 360 degree sensor with alert mode
    • Targeting Systems
• Ki Manipulation: It should be noted that androids/cyborgs are capable of manipulating their life energy, or ki, either offensively or defensively. Android 21 is capable of doing this. Strangely enough, like the other androids, his ki cannot be sensed by scouters or individuals capable of sensing ki, but some of his attacks are.

• Darwinian Protocol: As part of his advanced programming by Gero, 21 is capable of activating the "Darwinian Protocol", when the going gets tough. In this protocol, Android 21 can activate several abilities that can change the tide of battle very quickly. These abilities are enhanced when his energy reserves go up, but require some energy in order to use. 21 is known to frequently use the Android Barrier technique
  
  • Absorption Drives- This drive allows Android 21 to directly and rapidly absorb energy gained from energy-based attacks, either via physically (IE getting hit) or by a special variant of the Android Barrier.
  • Supercharged Drives- This drive causes 21 to fight faster and deal more powerful attacks for a short period of time, at the expense of shedding a large amount of juice.
  • Defensive Drives- While it may not seem useful, this drive is cheap, spammable, and aesthetically pleasing. It forms a set of armor over most of 21's body and can even give him a helmet if he wishes to, but he usually chooses not to. This red armor is useful when 21 does not want to be stabbed, or if his body takes damage. It is useful as an emergency defense mechanism and can be removed. It's somewhat heavy to non-androids, but it is lightweight in the eyes of 21. It can be destroyed by most mid-high tier ki attacks, or broken by continuous damage.

21 also has a hidden, sinister ability created by Gero: The Meta protocol. Gero knew the other androids would be less easy to control and maybe even too powerful to control, unlike, say, 19. Or, in this case, 21. He installed the Meta protocol drives into Android 21 if the worst case scenario of the androids rebelling takes place, to act as a deterrent to the ones disobedient to Dr. Gero. These drives allow for the following:

• Android/Cyborg Technological Assimilation: The "Meta" drives in Android 21 allows him to siphon the energy of the androids, effectively sucking them dry without killing them, though obliterating the android after siphoning their energy is common. These are similar to Cell's absorption ability, in that they are needed for Android 21 to gain his final form, Super Android 21. It should be noted that siphoning the energy from the androids leaves them in a temporary comatose state as their energy recovers. Energy is usually gained from grabbing the target by the head and placing the palm on their forehead.
  
  • Super Android 21: This is 21's ultimate and final form. It is only gained from assimilating the energy of Androids 16, 17, and 18 via his Meta Drives. After reaching this form for the first time, 21 can come back to this form any time he pleases, almost like an alternative to a Super Saiyan mode. This form allows for an even greater storage of energy, even greater power output, and overall exponentially improved performance, but can be physically straining on 21's body to use.

Weaknesses:

• The unlimited energy storage does not mean he has unlimited power, but unlimited stored energy for attacks, stamina, etc.
• Although he is not able to be sensed by ki users, some of his powerful attacks are.
• His scanner requires either eye contact with the target at close-mid ranges in order to be most effective. It also requires 21 to be facing in the direction of the opponent, if he is at a very far out distance.
• Physically getting hit by punches or kicks disables his Absorption drive.
• The supercharge drive has a cool down, and puts a strain on 21's body if he decides to use it without waiting for the cooldown.
• The meta drive technological assimilation process is cancelled if 21 takes noteworthy damage.
• Constantly going to his Super Android form can physically harm his body, not in the form, but going into it.
• He usually does not feel the need to dispose of an android after technologically assimilating it, which can be bad in some situations
• Psionics can be a problem, as he has a part human brain.
• Originally 21 would've had a location of Gero's super computer (And subsequently Cell's incubator machine), but was never implemented as Dr. Gero was killed by 17 before he could.
