The Volus are a client species of the Turians, that tends to mean a very decent amount of influence is exerted over the Volus. The Volus could certainly wreck the Turian economy if they wanted to, but seeing as how the Turians are the Councils attack dog, more or less, that would just mean the other Council species would have to pick up the burden of keeping the Turian economy afloat, otherwise they lose the military powerhouse that Council space relies on.
