The innovation and hard work of individuals far passes what can come from inefficient state rule, and letting computers run things. Corporation tax is low, letting businesses put the profit back into themselves to improve things.

History: Italy was hit hard by the collapse. Unemployment soared, and many were upset at the government for letting it happen. The Eurasian War came in 2023, and was 4 years of hardship. Italy provided its fair share to the war effort, with over 150,000 Italians going to fight. The navy saw considerable expansion during this time. Considering Russia's enormous Black Sea Fleet, the navy was kept mostly for defence, with the few ships going to the North Sea. Italian forces saw a lot of fighting throughout the war, though not quite as much as other European armies.

One man who was there throughout the battles, was Marco Abrami. Spending most time on the front planning out attacks, and getting right into the battle, he had joined the army to defend the Europe he loved. When he came back to Italy, it was far from the nation he had fought to protect. Unemployment was rampant, the economy was tanking, and the immigrants stank the place. Initially opposed to letting so many foreigners who brought crime and unemployment wherever they went, Marco became straight up hostile to them, and partly blamed them for Italy's woes. Determined to fix things, he and likeminded men formed the Italian National Front in 2030, and promised to fix Italy.

With most of Italy broken from recession, the INF gained support quite quickly. Not quite winning the election, Marco's party, gained the second most seats in parliament, behind the Democratic Party. It was after this result, that the military wing of the INF was formed. They spent their days breaking up riots from the evermore hostile Muslims, and breaking up strikes from left wing protesters. In some of the more rural parts of Italy, numerous people were bullied into voting for the INF, with men in trench coats kidnapping some of the more vocal members of the left.

When the INF finally got into power, things changed. Abolishing the role of Prime Minister, saying it made passing laws too slow and inefficient, Marco became President of Italy, and wielded much power. The first thing he set out on was ensuring the INF remained in power. Gerrymandering took care of some of the swinging parts of Italy, whereas left wing rallies were banned in other parts. Once their power was secure, the INF set about rebuilding Italy. Taxes were cut for businesses and citizens, while unemployment was reduced by massive public works, like rebuilding the broken roads and rundown buildings across Italy. The military was expanded, with thousands drafted into the army.

Muslims, what Marco saw as the ultimate threat to Italy, were driven out, mostly forcibly. Despite massive scrutiny from other European nations, he stuck through it and banned any Muslims from entering the country, while opening the borders completely to other white Europeans, and Italian Americans. The UN of course didn't like this, but they were on the verge of collapse anyway. Knowing Italy would need resources to survive the coming years, the INF made a plan to get complete control of the oil reserves in Libya. Corporate colonies, for lack of a better word, used money and businesses to gain control of a nation, similar to what China once did to Africa.

Funded by government money, many Italian businesses set up branches in Libya, with workers being paid to move over there for work. With thousands and thousands of workers going to Libya, the Italian businesses boomed, bringing money to the local country and back to Italy. After many years of this happening, the Libyan economy started to come under Italian control. And naturally, their political world came under control too. With pro-Italian politicians winning government seats, and funded by Italian money, Libya was ruled by Italy in all but name. Though this too changed, when in 2041, the puppet government asked Italy for protection in the hostile world. Constructing a joint army-navy base along the north coast, Italy stationed 20,000 men there initially, with many locals joining these ranks.

With Libya effectively under their control, Italy gained access to the oil reserves they so desperately needed. Those against this rule of course sprung up, and are still to this day being sought out by the military to be killed. This let fuel prices drop, powered industry, created electricity, and brought money flowing in. This money was then put back into the economy, funding infrastructure, housing, and the military. With a growing economy, strong army, and hard working population, Italy looks strong going into the future, though not much better than neighbouring nations.

That said, your population is very large given that Italy's population now is just shy of 60 million and is barely remaining stable (even accounting for immigration, which really means it's contracting).
I also have trouble believing a protracted conflict in Libya would be good for the Italian economy or that Libyans would accede to major Italian resettlement and essentially an invasion, or that the worst your face would be rocket attacks.
Also, the whole banning Muslims thing is probably not going to work- the rest of Europe would intervene, Muslim countries would object, and it simply isn't practical given Italy's location. It seems like this would translate more into apartheid-like policies in Libya.

I'd also like to hear some backstory about your dictator's rise to power. Was he in the cabinet of a previous government? A general? A random demagogue? Besides that he fought in the war, I don't see what path he took into politics.

Italy also probably shouldn't have carriers. They just aren't really necessary, given the waters the Italian Navy would operate in, and I doubt the money would be seen as worthwhile.

It is a high income economy, and though it has done poorly initially during the crash, the economy has grown as other nations have. Taxes are extremely low for corporations, making it a tax haven. It has resumed its place as the capital of the world in stock trading, and investments have been made into medical and software development sectors.
