Note: The Ussians do not have a "flag" since they don't have such a form of representation of the "national unit" (They are staunch individualists) in their culture and deem it foreign. But for the sake of this RP, I will make it for simplicity's sake.
Location: The Kilsar Loop, a small, but active star-forming region on the very southeastern edge of the Milky Way Galaxy.
Government type: A technocratic semi-anarchistic direct-democracy, with NO one leader, since the government made up of a loose association of all individual Ussians which can opt-out to contribute to the collective. Ussians used to be ruled by a Monarch, until they deposed Him a million years ago.
Economic ideology: High-tech social-welfare capitalism.
History:
Ussian Homeworld Uxanor
The history of Ussian civilization spans millennia. On their homeworld Uxanor, they have endured numerous cataclysms, some natural and some of their own invention. They almost devastated their whole planet during a hundred-year war, and later a global extinction event almost rendered all but a few to exist. In the midst of developing their civilization back into prominence again, they plundered the riches of a nearby dwarf planet in their own System, called Tholos, inhabited by the native Tholians, an alien civilization with far more primitive technology than them. During that expedition, the Ussians massacred the Tholians left-right-and-center, on the basis of being a different species. This atrocity was stamped into history as the "Great Tholian Genocide" and lead to the Kuur Awakening (named after Kuur City, the Capital of the Tholian government), which was when news back home on Uxanor picked up the plight of Tholians, impaled on stakes and paraded on blood-soaked streets as war trophies. Initially this was meant as propaganda to incite more Ussians to join the war effort, which was moderately unpopular at the time, but it backfired immediately, and led to the Kuur Revolution, which ousted the then-present Monarchy of Ussia, lead by the Esteemed One of All Ussia.
The aftermath changed Ussian history forever. Ussians decried war and violence, and made it entirely forbidden in all circumstances, no exceptions. They embraced democracy and advancement of technology through furthering knowledge, and put power in the hands of the Individual, never again the State. Since then, Ussian culture has been fervently individualistic, abnormally tolerant and open-minded, but they somehow still implemented a huge, unofficial social safety net in the form of elected Welfare Councils, which guarantee a satisfactory standard-of-living for every Ussian. Ussians also began transcending their bodies using their new-found technological expertise, leading many to become "enhanced" beings, which help the rest of the known galaxy through their wisdom and experience. Although many still keep their own distinctive form, most Ussians now have the ability to shapeshift and blend in as other aliens, or any other form which they can observe using their senses.
But just as they were well into a new Golden Age, termed the "Peace On Uxanor", which opened up new trade routes with Civs from all over the Milky Way Galaxy and fostered interstellar relationships and cultural exchanges, a nearby war-mongering Civ, the so-called Rygorian Stormfleet, part of the Rygor Empire, attacked. The Rygorians were religious zealots, and would slay, conquer and enslave any lifeform they encountered who did not worship their Sun-god Hmarharr, a personification of the brown dwarf orbiting their home system, calledRygor Divine.
The Ussians have fled from their homeworld to avoid utter annihilation in the hands of the more technologically superior Rygor. Now, they are in effect a nomadic species, in search of a home they can seek refuge from the impending onslaught. They re-activated their military for the sole purpose of defending the fate of their people. Fully voluntary, the ranks swelled immediately to counter the Rygor threat. Their capital is now the Ussian flagship Undying Light (Ussian: Urrkaledar)
Although fairly unscathed by the Highbreed War that rocked the fabric of the Milky Way, the Ussians have begun to rise onto the galactic stage again, now known to hail from their relatively isolated location in the Southeastern-most corner of the galaxy, fleeing destruction from a malevolent Civ. They are renowned for their intellect and openness of trade, productivity and resourcefulness, and most of all their endurance and rather pacifist nature.
Population: ~670 million (They reproduce very slowly)

Manufacturing: Excellent. Ussians have existed as a species for abt 2 million so years. They have mastered the means of production through high-tech processes.
Agriculture: Almost-perfect. Ussians have made consumption of food a voluntary sport. Through extensive bio-engineering, they can sustain themselves indefinitely.

Short Description of Nation: A heavily cybernetically altered nomadic alien species which currently wanders the Galaxy through large fleets in large part to escape the horrors of war committed by an alien race on their home system, and to find a permanent home to settle.
