I honestly have little information on the Commonwealth in general

The short version: the Imperial Species Commonwealth are two nations combined; the human nation of Spindle and the Taari nation of the Imperial Remnant. Gawain Vorr rules over the Commonwealth because he is half-Taari, half-Human because of his mother being heir to Empress over Spindle and his father being the Imperator/Emperor of the Remnant. He's a Hybrid/Tarus (Taari name for them) that has human colored skin, and green eyes of his mother; but otherwise, he has mostly Taari characteristics, such as no hair whatsoever, and snake or shark-like skin.
