It's probably widely known he inherited both empires because he's a hybrid from the Imperator of the Taari and one of the heiresses to the throne of Spindle.
He's a hybrid; from far away, you can't tell. He simply looks like a bald human. Up close and touching him, however, you can tell immediately he literally can't have hair due to Taari genetics, as well as having the Taari's snake-like / shark-like smooth skin despite being Caucasian-colored. He also has Eris' eye color [emerald green, I think] or something.

Although, he probably wears a wig of some sort in public that attaches to him and simulates hair...

The gossip would've died by the time Orso got involved in galactic politics is my point because everyone would've stopped caring by then, in all likelihood.

So they'd find out the hard way with the princess touching his skin or something and she realizes oh shit because of knowing what Taari skin feels like for some reason.
