I haven't seen ceasars legion in sway gear. The legion has the same gear found in the game.

Yes, but based on Alouite's post "His men has abandoned their former costumes for SWAT team gear". Which I suppose is okay. I would think that a city like Flagstaff would have plenty of SWAT gear.

Ah if only I'd known that. I like Caligula, but instead I'll have to turn Augustus into a Renaissance man of Vulpes' Legion.

Bio

Pre-war
2033-2077
Vladimer was born in the soviet Union in 2033. He grew up in an environment with a great deal of patriotism, and a family with roots going back to the great Tzars; The Tsar Liberator, the great peacemaker, and the last of the Tsars. He enjoyed that everyone had work, and everyone was provided for by the state. Everyone was equal. Even though it meant they were equally poor. With education pid for by the state he moved west from Siberia to ST.Petersburg to study history in the military academy where he eventually graduated and joined the army 4 years later in 2055. He was stationed in the post near the Berlin wall for 10 years when he was moved out east due to concerns over China. He was transferred into the navy in Vladivostok and remained in the pacific port of Vladivostock for a further 10 years when he was moved to a more senior role when he was informed that there were thoughts to move Russian troops into Alaska to expand communism, and retake former Russian Territory. He prepared for it as best he could but 2 months later he was told the plans were scrapped and was being moved to the soviet Consulate in San Franscisco. In 2076 he was in San Francisco to work for his people with the Americans. In this capacity he found himself frequently travelling back and forth between there and Russia. In 2077 he was offered a spot in Vault 13. The soviet government authorized this, and he was issued with his Identification and passes to go to the vault, but it was not to be. On the day of the great war he was flying back from Moscow to Los angeles as part of a routine trip and witnessed first hand from above the devastation. His flight had refuel in Vladivostok before hand and flew overhead of Alaska, British Columbia, Washington, Oregon, and California which had become irradiated hellholes. Knowing by now the doors would be shut or the vaults destroyed he landed in San Franscisco. There he stayed in the former consulate and eventually came across the survivors of the Chinese Submarine. This was to be a very exciting time for him as they were fellow communists.

Post-war

2077-2091 The time of travel
He stayed in San Fransisco for a number of years and fought raiders and scavengers. Most fought him for food, water, or shelter. A few fought him over ideology. Over time the irradiated world chipped away at him and his smooth flesh became hard and crispy. It chipped away at others as well and the large numbers of survivors soon dwindled away. He would scavenge for supplies as well and on one occasion found a large kit bag in a store. This bag would be replaced a few times but most of his gear would not. Whenever possible he found himself trading for parts for his gear and the materials to mend his uniform, ensuring its standards remained on par with how they were before the war. Eventually he would leave the San Franscisco community 6 years after his arrival and wander around. He tried to utilize his plane but unfortunately it wouldn't work, the dust in the air having clogged its systems. He made his way southwest to Bakersfield in the hopes of finding more survivors. There he found the opening community of Necropolis in 2083. He survived the purges that would befall "smooth-skins" in the decades to follow due to also being a ghoul by this point. He befriended the community and stayed with them for about 6 years where he was given a vault membership ID. From there he fought, scavenged, and traded his way northwest to Sacremento. Along the way meeting Angus who would eventually become the founder of the HUB. He stayed in Sacramento for a few months before fighting against the 80's gang for scavenging rights. He was forced to leave after a month due to overwhelming force. He moved up to Vault city and made camp near the old vault for the following few months when the vault opened in 2091.

2091-2142 The era of commerce
Vladimer saw the potential in the group from the vault as they left and assisted them in building there community. He would stay with this group for around 10 years when news of the hub would come to Vault city via caravans. In the summer of 2101 Vladimir left Vault city to travel down to the Hub. There he found a prosperous community, filled with trade, and 2 main players. Angus, who he had met once nearly 10 years prior, and Harold who was the main man of industry in town. That summer he spent trading in the Hub, ensuring an adequate amount of replacement parts and ammo were kept for his gun, medication for his health, and felt for his uniform at all times. He would spend the following 3 years alternating back between the 2 spots, spending winter in vault city, and summer in the Hub. During that time he heard rumours of Harolds ghouldom and witnessed it on 2 separate occasions while he was with the growing ghoul community in town. After that he established a caravan company that would ship medicine from vault city and bring back necessary goods while he stayed in Vault city. In 2105 there was a fear of fuel for the vault 8 reactor and to assist he hired a manager for his caravan company called Siberian Riches. The belief that they were better than everyone else became the norm and Vladimir noticed that the other ghoul citizens were being held at arms length. Over the next 3 years he noticed himself being criticized, not only for being Russian which he had gotten used to, but for being a ghoul. Vladimir rented out his homestead and moved out of Vault city due to the discrimination and travelled to Necropolis where he once again would live for the next 10 years, building up his company there. His company had started to make a fair profit and he began moving to renovate the old Soviet embassy to its pre-war glory with the funds he received. He began to suffer from raiders again and one again had to fight them for survival. He moved to buff up his caravans armed escorts and made an effort to add the guns of the boneyard to Siberian Riches fold. Guns wound up being shipped from the Boneyard through Siberian Riches to Necropolis, and Vault city. In addition he spent 10% of every years budget on renovating the soviet embassy to its pre-war level however possible. In 2029 he moved from necropolis to San Francisco to check up on the soviet embassy which had been saved from destruction, as well as to help build up his company there. The great winter lasted for a few years and killed a great deal of people and caravans. While his company had done well before the winter, the lack of customers also hit him hard and his company shrunk. Siberian Riches moved through he storm of 2130 however and came out to a world with fewer people to consume the resources. Supply and demand had changed. They stopped ordering as much to combat the reduced demand for there products. This proved effective as the years following the winter were plagued with caravan disappearances and prices rose with the reduction in supplies, netting an increased revenue. In 2135 Vladimir heard of a paramilitary group known as the brotherhood run by an ex-usa soldier and saw the resemblance between them an capitalist america, though his own company and capitalism saw parallels. Vladimir travelled to Redding in 2140 to add Redding Gold to their exports and began to export that to Vault City, San Francisco, the Boneyard, and Redding. In 2142 The emergence of Shady Sands added new opportunities and moved the Headquarters from Vault city to Shady Sands to take advantage of it. He soon added them to his list of clients, and sent Redding Gold, Boneyard Guns, and Vault City Medicine to them.

2142-2162 The fight against the master

In 2142 with Siberian Riches moved to Shady Sands and the old Soviet Embassy to it's former glory, Vladimir began to to direct the companies donations towards restoring the district in 5 year plans, with the hope of rebuilding the city in 50 years. The plan also focused on company income and sought to expand it's sources. The company had contracts to ship medicine from Vault city to Redding, the Boneyards, and ShadySands. Gold from Redding to Shady Sands, Vault City, and the Boneyards. Guns from the Boneyards to Vault City, Redding, and Shady Sands. And Food from Shady Sands to Vault City, Redding, and the Boneyards. The Masters increasing presence and risk to there trade turned the companies focus closer to guns and ordered boneyard guns to arm there security to be able to fight off the masters super mutant forces. In 2157 security was still being increased as the other cities fought the master, but the continued kidnappings against less prepared caravans made Siberian Riches more influential. In 2162 the master had been defeated but the long span of attacks on the company, lack of customers, and increased spending took a hit to the company. The company downsized and it's contract to the gunrunners ended and it's shipping from the Hub to Necropolis became the Crimson Caravan, so named after the Crimson flag of Siberian Riches which had been colour based on the Soviet flag, and was joined by the companies old manager.

2162-2268 Guns and Words
In 2262 the company started recovering from it's losses and Vladimir hired a new manager to run the day to day operations. In 2164 with the Company recovered more or less Vladimir retired from the lead role in the company after 50 years of running the company. He visited San Fransisco and reconnected with the Shi before moving to DayGlow and became a prospector. He scavenged West-Tek for profitable materials. He lived there for 20 years and over those years both recommended Siberian Riches, stood as a proponent of the NCR and the Soviet Union. In 2189 Dayglow became a founding state of the NCR and became the first senator, or Comrade as he called himself, of the NCR representing DayGlow. He was re-elected every four years for that position until he retired 20 years after having served 5 terms. When he had retired as a Senator in 2209 he had witnessed the beginning days of the NCR, he moved to San Fransisco and he lived in the soviet embassy and relaxed there while socializing with the old Shi he knew and the new Shi he didn't. He lived there for 25 years. The company continued his policies and continually donated to renovating the districts following 5 year plans. Having been gone 40 years he saw the stark contrast with 8 districts rebuilt. The districts were Treasure Island, Alcatraz, Nob Hill, Downtown, Chinatown, Financial District, south of Market, Mission. He witnessed the rebuilding of an additional 6 districts in his time there. Western Addition, Marina, Pacific Heights, Castro, and Potrero. In 2234 he moved out of San Fransisco and travelled back to the Hub where he saw his company standing tall. He moved into the Ghoul district and met Harold Again. In 2236 he travelled to Gecko to assist with it's set up. In 2241 the Oil rig exploded and soon after he enlisted in the NCR military where he was trained as a medic by the followers of the apocalypse. In 2245 having been in in the army for 4 years he decided that his actions might be best served in the followers than as a combat medic in the NCR Army and didn't re-enlist. He took a leave of absence and travelled back to San Fransisco which had become his unofficial home town in the post-apocalyptic environment. While in San Fransisco he had his company change hometowns to San Fransisco and allying with the Shi created a nw nation under which Siberian Riches would be a crown Corporation. The Shi Emperor would be the Head of State and an elected constitutional monarch, called the Tzar, would fill the role of Head of Government whose constitution granted large powers. They would effectively rule as a dual monarchy, and the economy was state-run. To help them run they would have a cabinet selected by the Tzar, an appointed senate consisting of experts, and a lottocraticly elected house of commons to make laws. With the new nation beginning he became the temporary Tzar until an election occurred in 2246 and he returned to the followers.Soon after his return the NCR-Enclave war started but the followers sent him to study the eastern tribes with Joshua Graham, Edward Sallow, and 6 some other people.

2268-2281 The rise of the Legion
In 2268 having retired from the NCR Military he was collecting money from the his 20 years military retirement, 20 years Politician retirement, 50 years Company Retirement, and Housing rental income in Vault City, Shady Sands, San Fransico, Redding, and the Hub. All of which combined had now made him not needing to work again. He travelled east with a group of scientists and was eventually captured by a tribe. Despite the protests Edwards Sallow, a member of the expedition, aided their captors and became the new chief. Edward selected one of there companions, a Joshua Graham, to aid him. While Joshua became Edwards second in command, Vladimers military expertise was put to use as Joshuas strategist. At first he liked the idea, as the legion represented the classless society that the soviet union had, but over time his appreciation faded as most of the equality he enjoyed faded. Gender equality was non existed, slavery was rampant, and both education and healthcare was no where near up to par unfortunately. Over the coming years he aided in the taking over of Arizona and New Mexico strategy wise. At one time in order to test Vladimers skill with the sword, loyalty to the legion, and overall worth, being a ghoul, he sent him away from the rear to Colorado to serve under Caligula. When Colorado was taken and both he and Caligula had survived Caesar allowed him to remain in the rear. He didn't have much to do with Utah, but he did serve as a legionary instructor during that phase. Being religious he did that rather than fight other religious people, although he told Edward Sallow that he was hoping to do it to raise the standards of the legion. He helped plan out the first battle of Hoover Dam, and when things didn't go according to plan and the malpaise legate went off script, Edward had him burnt alive. With Joshua Graham gone, legate Lanius became the second to Caesar and Vladimir had a much harder time getting his age old strategies through until eventually he was deposed with altogether by the legate. He was forced to fight for his survival for 3 days against legionnaires in the coliseum. While he might not have lived if they had used guns, there use of melee helped him survive. When he came out alive the legate had him be a centurion in the second battle for hoover dam. Reluctantly that is what he did, as declining meant death. He led his team through the dam and with the legion captured it. The victory would be short lived as while he was up north the strip was captured by rebels. The rebels had successfully killed Edward Sallow and Lanius and he soon realized that without a leader the Legion would fall as well. With that he realized that he was now free to do what he pleased. Wearing his old uniform which he had tried to keep clean and without holes, he joined the Free Vegas Army in taking the Dam. While he was below the Dam checking for legionarries to prevent witnesses should the legion return to take the Dam, the Hoover Dam massacre occurred. It wasn't a big deal to him after years with the Legion. When there weren't any Legion witnesses that he had fought against the legion, he celebrated the victory.

2281-2282 Times of Change
With the Legion pushed back, Vladimir assisted the new government with the reconstruction of Freeside and Westmont. The new government wasn't his favourite but he accepted it. It was of the people and grew out of revolution like the USSR. He soon discovered that he had been listed as Missing in action by the NCR and when that was changed he received his backlogged retirement pay and started recieving his retirement pay again. Soon after the revolution political parties started to spring up, one of the more popular being the Daybreak Party lead by Samuel Hughes and Donald Castor the Enclave President. He didn't really care for that as more than likely the FROM was receiving backing from the remnants of the defunct US government that had caused the red scare and challenged his government. He decided to create his own party, known as the Imperialist Party. The Imperialist party backed an authoritarian leader and a more government regulations in the economy. Such a situation could allow a state to survive assault from outside and keep the people content from within. Alas the Imperialist party didn't do as well as he hoped, but he became a senator of the party and was voted into the FROM consulate to challenge the Daybreak Party, even as a minor player as he was. Soon after becoming a Senator, he witnessed the purging of the ranks of the Daybreak Party, and heard rumours of a revolution out in the NCR between the Vice President, the Congress supported candidate, and the military. As long as they don't invade the nation he built. He had his bets that the military would win that war. He also heard of a civil war in the legion. He imagine that of the players the tough wolf that was Caligula would do well. Or The sly fox that was Lucius would do well. But he had his bets on Caligula without knowing who were in the drivers seats in the legion now. Only time will tell what he does now.

It's okay, I was gonna have him die before initiating the betrayal of the tribal confederacy this time anyways, so it'll be interesting.

I thought the Chains were tribals. I didn't know they had acid guns. We'll we have to stand and fight. It'd take a while to burn through the forts anyways.

The idea is they are a unique faction that has dominated the city of Baltimore. They are famous for chain whips and acid guns. I was gonna add all this to the map, but it's hard to update it via IPad.

Indeed, it would be possible to defeat this force of them, but when thinking about them think about the Celtic invaders of mainland Europe, these men are high on natural drugs that make them less prone to pain and stronger than usual, they are typically fit men better suited for melee than anything else, with the smarter and less fit ones using acid guns, they also use acid cocktails as throwing weapons, shotguns, axes, and hunting rifles for ranged enemies. In close quarters many of them use modified nail guns that shoot poisoned nails and screws. They wear plastic coated metal armor, designed to reduce the impact of an acid leak. In other words, there is a reason they control half of Baltimore.

That's what I'm relying on though. Their stupidity of charging into combat high on drugs will be their downfall as they are slowly torn apart by gunfire. Alongside with the advanced scouts of the Enclave force that arrived even though the main force is still a bit a ways out we can hold until they arrive. The Vertibird in the air will also be not only a major weapons platform, but a huge moral boost for us.

Where would you say the fort the Enclave and Militiamen is, is it at the old airport or is this a new fort entirely?

Okay. In two and a half weeks we were here we took an office building just outside of the city with clear flat land all around. Then at the northern part of the building facing the city a small fort was constructed of salvaged parts. Two more were also constricted at the southeast and southwest parts of the buildings forming three lanes that the Chains have to go through.
